LGOOs IN ACTION | August 3–16, 2026

Two weeks of purposeful engagements and active fieldwork as our Local Government Operations Officers (LGOOs) worked closely with LGUs in carrying out programs, responding to local priorities, and advancing initiatives that benefit communities across Southern Leyte.

From local consultations and coordination activities to monitoring and on-the-ground support, our LGOOs continue to play an important role in connecting national programs with local action and responsive governance.

DILG SOUTHERN LEYTE EMPOWERS YOUTH THROUGH DRUG PREVENTION AND PEACEBUILDING FORUM

As part of the Department of the Interior and Local Government’s (DILG) continuing initiatives to promote public safety, drug prevention, and peacebuilding among the youth, the DILG Southern Leyte Provincial Office conducted the “Empowering the Youth: A Forum on Drug Prevention and Peacebuilding” at the Mini Theater of Southern Leyte State University (SLSU) in Sogod, Southern Leyte on August 26, 2026.

The activity was conducted in partnership with the Southern Leyte State University (SLSU), Southern Leyte Provincial Police Office (SLPPO), Philippine Drug Enforcement Agency (PDEA), and the 93rd Infantry Battalion, Philippine Army, bringing together more than 100 first-year SLSU students for an engaging discussion on drug prevention, road safety, national security, and the role of young people in promoting peace and building safer communities.

The participants and resource speakers were welcomed by Dr. Jude A. Duarte, President of SLSU, who underscored the importance of empowering students with knowledge and awareness of issues that directly affect their safety and future.

LGOO II Randilou P. Uy provided an overview of the activity, highlighting the key topics and discussions lined up for the forum.

In his message, DILG Southern Leyte Provincial Director Danilo A. Laguitan emphasized the vital role of the youth in building a peaceful and drug-free society:

“Kayo ang lakas ng paaralan. Kayo ang boses ng kapayapaan. The youth is the strongest wall against drugs, violence, and lies. So let’s stand together. Let’s choose education. Let’s choose peace. Let’s choose our future.”

The forum featured resource speakers who tackled key issues affecting the youth.

LTC Celeste Frank L. Sayson, INF (GSC) PA, Commanding Officer of the 93rd Infantry Battalion, discussed deceptive recruitment tactics of Communist Terrorist Groups and the importance of national security awareness.

Aldous Dexter M. Roa, AC, of the Police Community Affairs and Development Unit (PCADU), and PLT Fiamitta Moldes Mahinay, Assistant Team Leader of the Leyte Sur Provincial Highway Patrol Team (LSPHPT), discussed road safety procedures and responsible road practices.

Meanwhile, IO I Marygen F. Lagera, Provincial PECIS Officer/PBO of PDEA Regional Office VIII, discussed anti-illegal drug awareness and prevention, emphasizing the importance of informed and responsible choices.

DILG SOUTHERN LEYTE HOLDS PROVINCIAL TEAM CONFERENCE AND SEND-OFF FOR LGOO VI MAUREEN EVITA S. BALILI

The Department of the Interior and Local Government (DILG) Southern Leyte Provincial Office conducted its Provincial Team Conference and send-off program for LGOO VI Maureen Evita S. Balili on August 26, 2026, at the 2nd Floor, DILG Building, Capitol Site, Asuncion, Maasin City.

The activity commenced with a message from Provincial Director Danilo A. Laguitan, who set the objectives of the conference and emphasized the importance of strengthening coordination, collaboration, and teamwork among DILG Southern Leyte personnel.

This was followed by the presentation of the Lupong Tagapamayapa Incentives Awards (LTIA) assessment results by LGOO V Godece Jasmine Lamoste. LGOO II Randilou Uy then presented the Barangay Drug Clearing Status in Southern Leyte. Next was the recognition and awarding of the Top-Performing Sub-Cluster and City/Municipal Local Government Operations Officers (C/MLGOOs).

In the afternoon, the Provincial Office conducted a special send-off program dedicated to LGOO VI Maureen Evita S. Balili, in recognition of her years of dedicated service to the Department and to the local governments and communities of Southern Leyte.

The program featured heartfelt messages and sharing from personnel of the Field Offices and Provincial Office, who reminisced about their experiences, meaningful moments, and professional journey with Ma’am Maureen. This was followed by messages from Cluster Head Reina Zinnia S. Balili and Provincial Director Danilo A. Laguitan.

In her message, LGOO VI Maureen Evita S. Balili shared meaningful experiences from her journey in public service and expressed her profound gratitude to the entire DILG Southern Leyte family for the support, friendship, and memories she gained throughout her 30 years of dedicated service to the Department.

As Ma’am Maureen embarks on a new chapter, the DILG Southern Leyte family extends its deepest appreciation for her invaluable service and contributions. Her three decades of commitment to public service have left a lasting mark, not only on the personnel she worked with, but also on the local government units and communities she served.

The MOA signing highlights the commitment of DILG Southern Leyte and its partners to strengthen collaboration among government, the academe, and various stakeholders in support of initiatives that promote education, capacity-building, and community development.

Through the Multi-Stakeholders Advisory Council (MSAC), DILG Southern Leyte continues to foster meaningful partnerships and mobilize stakeholders toward initiatives that create positive and lasting impact in the community.

7/19 DONE! DILG Southern Leyte leads the Provincial Awards Committee (PAC) during the Provincial On-Site Assessment for the 2026 Local Legislative Award, for its first week of assessing 7 Sanggunians from August 17-20, 2026.

PAC Chair PD Danilo Laguitan, with PAC-TWG Chair CH Reina Zinnia Bardillon and the rest of the PAC assessors, conducted the provincial on-site assessment at the following Sanggunians:
August 17 - San Ricardo
August 18 - Pintuyan and San Francisco
August 19 - Liloan and Saint Bernard
August 20 - San Juan and Anahawan

The assessors were impressed with the level of preparation, commitment, and support shared to us by the respective Sanggunians. We thank the Vice Mayors and Sanggunian members who responded to the challenge of this assessment. We thank the Sanggunian Secretaries and their staff for the immense effort of consolidating the legislative documents for the assessors to check and verify.

This week has been a meaningful collaboration between the DILG and the Vice Mayors League of the Philippines and the Philippine Councilors League.

We are grateful for the unceasing support of VMLP President Nicanor Tahup and PCL President Mario Oliver Ranque.
