Strengthened Marine Life and Coastal Protection: Mangrove Tree Planting in Brgy. Manhilo, Maasin City

DILG Southern Leyte participated in the Mangrove Tree Planting activity hosted by the BJMP as part of the Quarterly Environmental Protection Activity of the Provincial Management Coordinating Committee (PMCC) on May 23, 2026 at Hapitan Beach in Brgy. Manhilo, Maasin City.

The activity aims to promote environmental protection and coastal resource management by providing additional shelter to marine life, defense against storm surges and waves, stability of coastlines against erosion, climate change protection and support to the local economy and livelihood. Also highlighting the conservation and rehabilitation efforts as mangrove areas are experiencing significant decline. Beyond its environmental benefits, the initiative served as an opportunity to raise awareness about the vital role of mangroves to the coastal areas.

Through collaboration and efforts, DILG Southern Leyte continues to demonstrate its commitment to sustainable environmental management and conservation of natural resources.

DILG Southern Leyte Turns Over FY 2024 SGLG-IF Vehicle Project in Silago

Enhanced government mobility and more efficient public service delivery now benefit the people of Silago following the successful turnover of the FY 2024 Seal of Good Local Governance–Incentive Fund (SGLG-IF) Project: Purchase and Acquisition of Mass Transport Vehicle in Silago, Southern Leyte, held on May 25, 2026.

With a contract amount of β‚±1,399,888.00, the project was officially delivered on April 29, 2026. Through the acquisition of the mass transport vehicle, the LGU is now better equipped to support various municipal activities, facilitate government operations, and provide more accessible transportation services for the community, especially during official functions, emergency situations, and other public service-related activities.

In his message, Provincial Director Danilo A. Laguitan commended the LGU for its dedication to good governance, which paved the way for the municipality to become a recipient of the SGLG Incentive Fund project. He emphasized that the project serves as a recognition of the LGU’s commitment to transparency, accountability, and effective public service delivery. He likewise encouraged the local government to properly maintain and take good care of the vehicle to ensure that it will continuously serve the people of Silago and provide long-term benefits to the community for many years to come.

The turnover ceremony was attended by DILG Southern Leyte personnel led by Provincial Director Danilo A. Laguitan, MLGOO Dennis C. Padolina, LGOO VI Jathniel F. Ando, PDMU Engr. III Joey S. Rich, and Engr. II Joshua Rod T. Canales, together with Municipal Mayor Lemuel P. Honor, Vice Mayor Sandielito A. Ando, Sangguniang Bayan Members, department heads, key functionaries, and members of the community.

Today, the newly acquired mass transport vehicle stands as a symbol of good governance and progress, strengthening the municipality’s capacity to deliver timely, responsive, and people-centered services while further advancing the welfare and development of the people of Silago.

DILG Southern Leyte Monitors First Batch of FALGU 2026 Rice Distribution in Brgy. Badiangan, Hinunangan

To ensure the proper and effective implementation of the rice distribution program and that government assistance directly reached the intended beneficiaries, the Department of the Interior and Local Government (DILG) Southern Leyte, led by Provincial Director Danilo A. Laguitan together with the Project Development and Management Unit (PDMU), conducted on-site monitoring during the first batch of the Distribution of Rice Assistance in Brgy. Badiangan, Hinunangan, Southern Leyte under the FY 2026 Financial Assistance to Local Government Units (FALGU) on May 25, 2026.

The program forms part of the continuing efforts to uplift the lives of families and provide meaningful support to communities, where each qualified beneficiary received 10 kilos of rice to provide relief and help ease the daily burden of families affected by economic challenges and rising commodity prices. It likewise highlights support for the local agricultural sector, as the rice distributed under the program was locally sourced from farmers within Hinunangan, in compliance with Republic Act No. 11321, or the Sagip Saka Act, which promotes and strengthens the local economy and livelihood, thereby helping improve the income of local farmers while simultaneously extending assistance to the community.

The activity in Brgy. Badiangan marks only the initial phase of the rice distribution program, as LGU Hinunangan is set to continue the distribution in other barangays to ensure that more families throughout the municipality will benefit from the assistance.

Through continued collaboration and monitoring efforts, DILG Southern Leyte remains committed to promoting transparency, accountability, and the effective implementation of government-funded programs for the benefit of the people.

2025 PEACE AND ORDER COUNCIL PERFORMANCE AUDIT CALIBRATION OF RESULTS SUCCESSFULLY CONDUCTED

The DILG Southern Leyte successfully conducted the 2025 Peace and Order Council (POC) Performance Audit Calibration of Results on May 26, 2026, at the Sub-LGRC Conference Room, DILG Southern Leyte Provincial Office.

The activity brought together members of the Provincial Audit Team (PAT) to ensure the proper calibration and validation of the performance audit results of Local Peace and Order Councils across the province.

The POC Audit aims to evaluate the effectiveness of LGUs and POCs in maintaining community safety, preventing crime, and implementing public order programs. Through this annual audit, the DILG continues to strengthen accountability, inter-agency coordination, and responsive governance in promoting peace and security within local communities.

The activity was spearheaded by the DILG Provincial Director Danilo A. Laguitan together with LGOO VI Shiela D. Javier, Program Manager, and was facilitated by LGOO V Dianne D. Wenceslao, Provincial Focal Officer.

PCOL Raymundo P Graveles of PNP Southern Leyte, together with SFO3 Larry P Abrau of BFP Southern Leyte, IOII Jasper Vence Eray of PDEA Southern Leyte, and JO3 Louis Miguel C Abadiez of BJMP Southern Leyte actively participated in the activity and contributed valuable insights during the calibration process.

The successful conduct of the activity reflects the unwavering commitment of DILG Southern Leyte and its partner agencies in advancing peace, order, public safety and good governance in the province.

In partnership with the Philippine League of Secretaries to the Sanggunian (PLEASES) Southern Leyte Chapter, thru the guidance of PD Danilo A. Laguitan and the initiative of LGOO V Godece Jasmine Lamoste as the LLA Provincial Focal Person, this Office initiated the conduct of an LLA exit conference on May 21, 2026 at the Malitbog Session Hall, LGU Malitbog.

This Activity successfully gathered Sanggunian Secretaries for a productive learning and consultation session focused on improving local legislative performance and documentation.

The discussion highlighted key feedback on the LLA indicators, documentation requirements, and best practices in legislative records management. Participants actively shared experiences, raised concerns, and exchanged practical recommendations to further strengthen compliance and improve the quality of submissions for future assessments.

The session served as a valuable platform for collaboration and continuous learning, reaffirming the vital role of Sanggunian Secretaries in promoting effective, responsive, and accountable local governance.

DILG Southern Leyte Intensifies Preparations for 2027 ADAC Audit Through TWG Meeting

To ensure compliance with documentary requirements and strengthen the implementation of identified Anti-Illegal Drugs Programs, Projects, and Activities (PPAs), the Department of the Interior and Local Government Southern Leyte Provincial Office conducted a Technical Working Group (TWG) Meeting on May 26, 2026 at the Southern Leyte Sub-LGRC, DILG SLPO, Asuncion, Maasin City.

The meeting was attended by Provincial Government ADAC Focal Person Dr. Jean Marie Regis Uy, PHO I; Eduardo Luperte, SWO I from the Provincial Social Welfare and Development Office (PSWDO); representatives from the Provincial Health Office (PHSO); and the Philippine Drug Enforcement Agency to discuss preparations and collaborative strategies for the 2027 Anti-Drug Abuse Council (ADAC) Audit.

In his message, Provincial Director Danilo A. Laguitan underscored the importance of proactive planning, strengthened inter-agency coordination, and sustained compliance efforts to ensure the successful conduct of next year’s ADAC Audit.

Meanwhile, LGOO II Randilou Uy, assisted by LGOO VI Shiela D. Javier, presented the comparative assessment results of the BADAC, C/MADAC, and PADAC from 2024 to 2026. The discussion also focused on the ADAC indicators and the PPAs under the Local Anti-Drug Abuse Plan of Action. Participants were likewise consulted on documentary requirements, strategic interventions, and future coordination mechanisms for activities to be implemented in 2026 in preparation for the 2027 ADAC Audit.

The DILG Southern Leyte Provincial Team Conference/Sub-LGRC Meeting/Cluster Meeting and Wellness Activity was successfully conducted on May 20, 2026 through a virtual platform, gathering field officers and provincial personnel for program updates, operational discussions, and continuing coordination efforts toward effective local governance.

In his opening message, Provincial Director Danilo A. Laguitan expressed his gratitude to the field officers and provincial personnel for their unwavering commitment, dedication, and hard work in carrying out the Department’s mandates and delivering responsive services to local government units despite the demands of the work environment.

The conference centered on updates and discussions on various DILG programs, initiatives, and implementation concerns to ensure alignment of field operations and sustained delivery of quality public service.

Cluster Head Reina Zinnia L. Bardillon provided guidance and way forward on the implementation, monitoring, and assessment of programs and projects. She also extended her appreciation to the City and Municipal Local Government Operations Officers (C/MLGOOs) for their diligence and commitment during the conduct of various LGU performance audits, recognizing their valuable contributions in advancing excellence, accountability, and good local governance in Southern Leyte.

As part of the activity, the Provincial Team Conference also featured the monthly Quiz Bee which focused on legal opinions and DILG programs to promote continued learning and operational readiness among personnel.

Top-performing C/MLGOOs and sub-cluster for the month of April 2026 were also recognized for their exemplary performance, dedication, and contributions in achieving program targets and strengthening service delivery in the province.

The activity reaffirmed the office’s collective commitment to collaboration, responsive leadership, and results-driven public service for the people and local government units of Southern Leyte.
