MABALACAT CITYโ€“ The City Social Welfare and Development Office (CSWDO) conducted an orientation and deployment program for ten (10) Psychology student interns from the City College of Angeles City on June 8, 2026, at the CSWDO Main Building located in Lot Only, Xevera, Brgy. Tabun.

The activity was facilitated by CSWDO Head of Operations Ms. Elsie Dela Cruz, RSW, with the assistance of Ms. Catherine Tubig, RSW, under the guidance and leadership of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM.

During the orientation, the student interns were introduced to the mandate, programs, services, and operational procedures of the City Social Welfare and Development Office. They were likewise oriented on professional ethics, confidentiality, workplace conduct, and the responsibilities expected of them during their internship period.

Following the orientation, the interns were officially deployed to various CSWDO units where they will gain practical learning experiences and exposure to social welfare service delivery. The students will be assigned to the Women and Children Protection Unit (WCPU), Kanlungan Drop-In Center, and Santungan Bahay Pag-asa, where they will assist in program implementation and other activities under the supervision of licensed social workers and designated personnel.

The internship program serves as an avenue for students to apply their academic knowledge in real-world settings while developing professional competencies, empathy, and a deeper understanding of the social welfare sector.

Through partnerships with educational institutions, the CSWDO continues to support experiential learning opportunities that help prepare future professionals while contributing to the delivery of quality social welfare services to the people of Mabalacat City.

MABALACAT CITY โ€“ The Yakap-Bayan Program (YBP) and Multi-Disciplinary Team (MDT) successfully conducted its 2nd Quarter Meeting on June 8, 2026, at Side Griller Restaurant, Brgy. Mabiga, bringing together partner agencies and core members to discuss program accomplishments, updates, and plans aimed at strengthening community-based interventions and aftercare services for program beneficiaries.

Representing City Mayor and YBP-MDT Chairperson Hon. Gerald Guttrie P. Aquino, CSWDO Head and YBP-MDT Vice Chairperson Ms. Josephine B. Tanglao, RSW, MMPM, delivered the message of support. In her message, she expressed gratitude to the Lord for His guidance and acknowledged the unwavering support of Mayor Geld Aquino, Vice Mayor Jun Castro, members of the Sangguniang Panlungsod, and especially City Councilor Hon. Victor Rene V. Ong, Chairperson on Public Order, Safety and Security and YBP-MDT Core Member, for their continued commitment to the program.

City Councilor Victor Rene V. Ong likewise conveyed his message of support, emphasizing the importance of sustaining proactive and collaborative efforts through the Yakap-Bayan Program to help build safer communities and provide opportunities for rehabilitation and reintegration among program beneficiaries.

During the meeting, Ms. Patricia Paula Razon, RSW, YBP-MDT Social Welfare Officer II and Officer-in-Charge of Kanlungan, presented and facilitated the reading and approval of the previous meeting minutes. Meanwhile, Ms. Sheina Alfaro, RSW, YBP-MDT Social Welfare Officer II assigned at the Women and Children Protection Unit (WCPU), presented the 2nd Quarter Accomplishment Report highlighting the Community-Based Intervention initiatives implemented during the reporting period.

Updates on referrals and rehabilitation services were likewise discussed by City Health Officer and YBP-MDT Core Member Dr. Ann Mary U. Tolentino, particularly on the status of clients referred to the Bataan Rehabilitation Center.

Further discussions were led by Ms. Elsie Dela Cruz, Head of Operations of the City Social Welfare and Development Office and YBP-MDT Secretariat, who discussed important matters concerning Yakap-Bayan aftercare services, monitoring mechanisms, and the step-by-step referral pathway to ensure effective coordination among partner agencies and service providers.

The meeting was attended by members of the CSWDO Secretariat and representatives of the LGU Mabalacat Yakap-Bayan Program Multi-Disciplinary Team Core Members, reaffirming their commitment to strengthening collaboration and enhancing the delivery of services for individuals undergoing recovery, rehabilitation, and community reintegration.

MABALACAT CITY, Pampanga โ€“ The City Social Welfare and Development Office (CSWDO) joined the Monday Flag Raising Ceremony on June 8, 2026, highlighted by the ceremonial awarding of a symbolic cheque amounting to โ‚ฑ11,250,000.00 in support of the Supplemental Feeding Program (SFP) Cycle 16 in Mabalacat City.

The symbolic cheque was formally accepted by City Mayor Gerald Guttrie Aquino together with Vice Mayor Jun Castro and members of the Sangguniang Panlungsod. Representing the Department of Social Welfare and Development Field Office III (DSWD FO III), CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, presented the symbolic cheque funded and supported by DSWD Field Office III under the leadership of Regional Director Venus F. Rebuldela.

The funding assistance will support the implementation of the Supplemental Feeding Program Cycle 16, benefiting a total of 2,500 enrolled children from 62 Child Development Centers across Mabalacat City. The program will be implemented for 180 feeding days to help improve the nutritional status of children and promote their overall health and development.

As part of the program implementation, CSWDO Social Workers will conduct regular monitoring and evaluation activities to ensure the effective delivery of services and compliance with program standards.

The Supplemental Feeding Program remains one of the government's key interventions in addressing child malnutrition and strengthening early childhood care and development. Pag-Abot Program Strengthens Path to Self-Reliance for Rescued Families in Mabalacat ๐Ÿ’™

MABALACAT CITY โ€“ Eight ( 8 ) beneficiaries of the Department of Social Welfare and Development (DSWD) Pag-Abot Program formally received livelihood assistance amounting to Php 350,000 during the awarding and signing of agreement under the Comprehensive Package of Social Protection Services held on June 5, 2026, at Jade Hall, Lot Only, Xevera, Brgy. Tabun.

The beneficiaries, who were previously identified and assisted through the Pag-Abot Programโ€™s reach-out operations for Families in Street Situation (FISS) conducted on May 13-14, 2026, were provided with livelihood support tailored to their capacities and proposed income-generating activities. Assistance included food carts, balut carts, and capital funds for vegetable vending businesses aimed at creating sustainable sources of income for their families.

The successful implementation of the program reflects the strong collaboration between the Department of Social Welfare and Development (DSWD) Field Office III and the City Government of Mabalacat under the leadership of City Mayor Gerald Guttrie Aquino, with the full support of Vice Mayor Jun Castro and the members of the Sangguniang Panlungsod. Their continued commitment to social welfare programs has significantly contributed to providing opportunities for vulnerable individuals and families to improve their quality of life and achieve self-sufficiency.

The City Social Welfare and Development Office (CSWDO) of Mabalacat City, headed by Ms. Josephine B. Under the agreement, beneficiaries commit to using the livelihood assistance solely for its intended purpose, remaining within their communities, refraining from returning to street-based activities such as begging, and submitting the necessary supporting documents, including receipts and proof of purchases, to demonstrate the proper utilization of the assistance received.

Also as stipulated in the agreement, beneficiaries are required to comply with specific program conditionalities designed to ensure the effective and sustainable use of the assistance provided. These include utilizing the livelihood assistance solely for its intended purpose, refraining from returning to street-based activities such as begging and mendicancy, remaining within their respective communities, and actively engaging in livelihood development activities. Beneficiaries are also required to submit receipts and other supporting documents as proof of proper utilization of the assistance, participate in regular monitoring and follow-up activities conducted by DSWD and the local government unit, and cooperate with case management interventions aimed at improving their overall well-being and socio-economic condition.

MABALACAT CITY l The City Social Welfare and Development Office (CSWDO) successfully conducted its weekly Solo Parent Orientation on June 4, 2026, at Jade Hall, Lot Only, Xevera, Barangay Tabun, with a total of 51 solo parent applicants in attendance.

The activity was spearheaded by the CSWDO Solo Parent Unit and facilitated by Solo Parent Focal Person Ms. Eliza Dela Cruz. The orientation forms part of the office's continuing efforts to ensure that solo parents are well-informed about their rights, benefits, and available government support programs.

CSWDO Head Josephine B. Tanglao, RSW, MMPM delivered a message of support, emphasizing the importance of empowering solo parents through accessible social welfare programs and services. She also acknowledged the unwavering support of City Mayor Gerald Guttrie Aquino, City Vice Mayor Jun Castro, and the members of the City Council in advancing initiatives that promote the welfare and protection of solo parents in Mabalacat City.

During the orientation, Ms. Cerone Amir Velasco, Admin Officer II and CSWDO Social Media Account Officer, discussed the salient provisions of Republic Act No. 11861, also known as the Expanded Solo Parents Welfare Act. The discussion focused on the qualifications, requirements, rights, privileges, and benefits available to eligible solo parents under the law.

Participants were likewise guided through the application process and documentary requirements necessary for the issuance and renewal of Solo Parent Identification Cards and access to various government programs and services.

The CSWDO continues to conduct the Solo Parent Orientation every Thursday at its Main Building in Xevera, Barangay Tabun, as part of its commitment to strengthening awareness and ensuring that solo parents are equipped with the knowledge needed to avail themselves of the benefits and protections provided by law.

The City Social Welfare and Development Office (CSWDO) โ€“ Women and Children Protection Unit (WCPU), under the leadership of WCPU Unit Head Ms. Shiela Joy Velasco, RSW, and the guidance of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, continues to provide responsive and client-centered social welfare interventions to children, individuals, and families in need throughout Mabalacat City.

As part of its regular case management services, social workers conducted interviews and assessments to gather relevant information, identify clients' needs, and determine appropriate interventions. Clients were likewise oriented on the various programs and services available through the office to help address their concerns and improve their overall well-being.

A counseling session was also scheduled for a minor to provide psychosocial support and ensure continuous guidance toward positive development and emotional well-being.

Under the Adoption and Alternative Child Care Program, social workers facilitated several adoption-related interventions. For an existing Relative Adoption case within the fourth degree of consanguinity, interviews with Prospective Adoptive Parents (PAPs) were conducted, including discussions regarding the circumstances of the biological parents and the process of termination of parental rights. The preparation of the Social Case Study Report (SCSR) for submission to the Regional Alternative Child Care Office (RACCO) III was likewise undertaken.

Another Relative Adoption case was facilitated through an online interview with the Prospective Adoptive Parents, during which the adoption process, documentary requirements, and succeeding steps were thoroughly discussed. Further interviews were scheduled to continue the assessment process.

Meanwhile, a new Step-Parent Adoption case underwent intake and initial assessment. The Prospective Adoptive Parent was oriented on the adoption process and requirements and was successfully registered for the Pre-Adoption Forum.

The WCPU also participated in an online Pre-Admission Conference with Fresh Hope for Families Philippines, Inc. to discuss and coordinate appropriate interventions and placement options for a child under care. The activity strengthened collaboration among partner agencies in ensuring the protection and best interests of children requiring specialized care and support.

In addition, social workers conducted interviews and assessments for clients requiring further intervention and facilitated the referral of a client to the Public Attorney's Office (PAO) for legal assistance.

As part of restorative justice efforts, the assigned social worker assisted a Child in Conflict with the Law (CICL) during a court hearing and presented the client's progress report. Based on the positive developments and compliance shown by the child, the social worker recommended the termination of the case in accordance with applicable laws and procedures.

The WCPU likewise responded to a case endorsed by the Angeles City CSWDO. A home visitation was conducted in Barangay Camachiles to assess the current living condition of the minor and her family prior to their relocation. However, the family was not present during the visit. Coordination was made with the individual who accommodated the social worker, and a request was relayed for the minor's mother to visit the CSWDO Office in Xevera, Barangay Tabun for further assessment and case management.

To further safeguard children's welfare, another home visitation was conducted in Barangay Sta. Maria to assess the living conditions, safety, and overall well-being of children and their family.

Under the guidance of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, and through the collaborative efforts of the City Social Welfare and Development Office (CSWDO) social workers, concerned barangay officials, and law enforcement authorities, a reported missing minor from a neighboring province was successfully located and safely reunited with her family.

Upon receiving a referral and request for assistance from the concerned social welfare office, immediate coordination and verification activities were undertaken to determine the whereabouts of the child. Through inter-agency collaboration and field validation, the minor was located in Pampanga and safely turned over to her parents.

This successful intervention highlights the importance of prompt reporting, community cooperation, and strong coordination among social welfare agencies and law enforcement partners in ensuring the protection and welfare of children.

It also serves as a reminder to parents and guardians of the importance of maintaining open communication and providing proper guidance to their children, especially during their formative years. Early involvement in romantic relationships without adequate parental guidance may expose minors to risks and situations that can affect their safety, well-being, and overall development. Strengthening family communication, supervision, and emotional support remains essential in protecting children and helping them make informed and responsible decisions.

The City Social Welfare and Development Office (CSWDO), headed by Ms. Josephine B. Tanglao, RSW, MMPM, actively participated in the Monday Flag Raising Ceremony held on June 1, 2026.

The activity gathered officials and employees of the City Government of Mabalacat in a display of unity, patriotism, and commitment to public service. The weekly flag ceremony serves as an avenue to strengthen camaraderie among government personnel and reaffirm their dedication to delivering quality services to the Mabalacat City community.

Led by Ms. Tanglao, CSWDO personnel joined fellow city government employees in paying tribute to the Philippine flag and reflecting on their shared responsibility as public servants in promoting the welfare and development of Mabalacateรฑos.

A total of 2,046 TODA drivers in Mabalacat City received assistance during the DSWD 3rd Batch Cash Relief Assistance (CRA) Payout held on May 28, 2026, at Waltermart Dau, Mabalacat City.

The payout activity was attended by various city officials and stakeholders who expressed their continued support for the transport sector. In her message, CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, extended her heartfelt gratitude to City Mayor Gerald Guttrie P. Aquino, Vice Mayor Jun Castro, the members of the City Council, and DSWD Field Office III for their unwavering support and partnership in providing assistance to TODA drivers and their families.

City Mayor Gerald Guttrie P. Aquino delivered an inspiring message highlighting the continuous progress and development projects in Mabalacat City. He emphasized the importance of the Waltermart venue while sharing updates regarding the upcoming convention center project targeted for next year. The Mayor also discussed several ongoing initiatives including free franchise assistance, priority turnover projects within Mabalacat District, the establishment of Mabalacatโ€™s own hospital, and the development of a more organized and accessible One Stop Shop in Camachiles.

Mayor Aquino likewise assured the TODA drivers that additional financial assistance for the transport sector is currently being processed, recognizing the hardships they endure daily in providing for their families. He also reiterated the city government's commitment to implementing health programs that will benefit every Mabalaquenian.

Vice Mayor Jun Castro and City Councilor Patricia Acorda also conveyed their messages of support during the event. Meanwhile, Board Member Christian Halili assured beneficiaries that aside from DSWD assistance, support from the local government and the provincial government will continue to reach the transport sector.

Also present during the activity was former Mayor Marino โ€œBokingโ€ Morales, who joined city officials in showing support to the beneficiaries.

The successful conduct of the payout was made possible through the dedicated efforts of the CSWDO social workers and staff who facilitated the verification and assessment processes prior to the distribution of assistance.

The City Government of Mabalacat, through the CSWDO, remains committed to extending responsive and compassionate public service to all sectors of the community.
