Local Government Units (LGUs) primarily exercise their police power through ordinances or local laws that are legally binding within their jurisdictions.

Section 16 (General Welfare Clause) of the Local Government Code of 1991 says that every local government unit (LGU) is authorized to exercise powers necessary, appropriate, or incidental to promote the general welfare and enforce ordinances within its respective jurisdiction, including those related to peace and order, health and safety, environmental balance, economic prosperity, and social justice.

The Municipal Inter-Agency Monitoring Task Force (IMTF), chaired by OIC-MLGOO Maricar M. Ollague, DILG, and vice-chaired by Ms. Melba Abril, MSWDO, successfully convened yesterday at the DILG-Mabinay Office to discuss preparations for the upcoming Child-Friendly Local Governance Audit (CFLGA).

The meeting focused on aligning efforts, clarifying roles, and ensuring that all member agencies are well-prepared to effectively implement and comply with CFLGA requirements. This initiative highlights the strong commitment of the municipality in promoting and protecting the welfare and rights of children through responsive and inclusive governance.

LOOK | MABASA Monthly Meeting

The Mabinay Barangay Secretaries Association (MABASA) successfully conducted its monthly meeting for April on April 8, 2026 in DILG-Mabjnay Office, bringing together barangay secretaries to discuss key updates and directives.

During the meeting, the OIC-MLGOO presented DILG Memorandum Circular No. 2026-021 on the Inventory and Turnover of Barangay and SK Properties, Financial Records, Documents (BSK PFRDs), and Money Accountabilities of all incumbent Barangay and SK officials. The discussion highlighted the prescribed timeline, as well as the roles and responsibilities of the Barangay Inventory Team to ensure an organized and transparent turnover process.

In addition, a standardized reporting system was introduced, utilizing Google Forms and Google Drive to streamline submissions and improve efficiency in data management.

This initiative strengthens compliance, accountability, and coordination among barangays in the Municipality of Mabinay.

This initiative highlights the importance of safe spaces, accountability, and accessible grievance mechanisms in promoting gender equality and empowering individuals to speak up against injustices. DILG Negros Oriental continues to advocate for a culture of openness, respect, and responsiveness within the organization and the communities it serves.

READ | โ€˜NO EXCUSES ON TURNOVERโ€™: DILG URGES EARLY INVENTORY PREPARATIONS FOR BARANGAYS, SKs

Months ahead of the 2026 Barangay and Sangguniang Kabataan Elections (BSKE), the Department of the Interior and Local Government (DILG) has directed all barangay and SK officials nationwide to begin early inventory and turnover preparations to ensure seamless governance at the grassroots.

Issued through Memorandum Circular No. 2026-021, the directive reinforces President Ferdinand R. Marcos Jr.โ€™s push for accountability across all levels of government and aims to prevent disruptions in basic services during the transition of leadership in November.

โ€œAll barangay and SK officials must fully account for properties, financial records, documents, and money accountabilities before the assumption of newly elected officials,โ€ the Department said.

To institutionalize the process, Punong Barangays are instructed to organize Barangay Inventory Teams (BITs), composed of barangay officials and community representatives, to oversee the documentation and turnover of all assets and records. SK Chairpersons are likewise directed to form SK Inventory Teams (SKITs), ensuring youth sector accountability is upheld.

These teams will conduct both initial and final inventories and will work closely with City and Municipal Assessment and Transition Teams to guarantee compliance and provide operational support throughout the transition period.

The directive is anchored on existing laws, including Presidential Decree No. 1445, the Local Government Code of 1991, and the SK Reform Act of 2015, all of which mandate proper management, documentation, and safeguarding of government resources.

The DILG warned that failure to properly turn over government properties and accountabilities may result in administrative and legal liability under existing laws, rules, and regulations.

The Department emphasized that a complete and transparent turnover is critical to ensuring continuity in public service and maintaining trust in local governance.

โ€œTransitions should not interrupt service. This is about making sure every incoming official can continue delivering for their community from day one,โ€ the Department added.

The BSKE is scheduled on the first Monday of November 2026.
