Through the regular conduct of clean-up activities, barangay officials, community volunteers, and residents actively participate in maintaining the cleanliness and orderliness of public spaces, roadsides, waterways, canals, and other community areas.

The Municipality of MacArthur, Leyte successfully conducted the 2026 Strengthening Institutional Capacities of Barangay Anti-Drug Abuse Councils (SICAP-BADAC) cm Skills Enhancement Training for Barangay Peacekeeping Action Teams (BPATs) on September 29, 2026, at the 3rd Floor, Abante Building, MacArthur, Leyte.

The activity aimed to enhance the knowledge, skills, and capabilities of barangay frontliners in strengthening peace and order, supporting anti-drug initiatives, and addressing community concerns.

The training featured learning sessions facilitated by resource persons from various partner agencies:

Philippine Drug Enforcement Agency (PDEA) โ€“ Ms. Ariane Rose discussed the salient provisions of Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, as well as the Barangay Drug-Clearing Program, providing participants with a clearer understanding of their roles in supporting barangay drug-clearing initiatives.

Municipal Health Office (MHO) โ€“ Ms. Abegail Mundala, CBDRP Focal Person, discussed the basic concepts of the Community-Based Drug Rehabilitation Program (CBDRP) in preparation for its implementation in the municipality in 2027.

Department of the Interior and Local Government (DILG) โ€“ MLGOO Sandy Ivy Rose V. Libanan discussed the basic concepts and foundations of Barangay Anti-Drug Abuse Councils (BADACs), emphasizing the importance of an organized, functional, and responsive barangay mechanism in addressing illegal drug-related concerns.

Philippine National Police (PNP) โ€“ PMSg Bernie Marquez tackled the roles of barangays in the maintenance of peace and order, highlighting the vital role of Barangay Tanods as agents of peace and community-based partners in promoting safety and security.

Bureau of Fire Protection (BFP) โ€“ SFO1 Joseph L. Maceda oriented the participating barangays on the Community Fire Auxiliary Group (CFAG) under the BFP's Oplan Ligtas na Pamayanan, emphasizing community participation and preparedness in preventing and responding to fire incidents.

The activity served as a valuable venue for inter-agency collaboration, knowledge sharing, and capability enhancement, strengthening the ability of barangay officials and BPAT members to effectively perform their responsibilities in promoting peaceful, drug-free, safe, and resilient communities.

Through sustained coordination and capability-building, DILG MacArthur continues to support the barangays in strengthening community-based mechanisms for peace, order, public safety, and anti-drug initiatives.
