Foreign Ministry Spokesperson Mao Ning’s Regular Press Conference on October 9, 2026

Shenzhen TV: It was reported that a spokesperson of the Philippine Coast Guard (PCG) alleged that yesterday morning, under the firing of water cannons and dangerous maneuvers and disruptions, the PCG completed a medical evacuation mission for an injured personnel from the military vessel “grounded” at Ren’ai Jiao. What is China’s comment?

Mao Ning: The spokesperson of China Coast Guard has issued a statement to share information on what actually happened. Yesterday morning, a Philippine Coast Guard vessel, without China’s permission, intruded the adjacent waters of Ren’ai Jiao, Nansha Qundao of China. China Coast Guard took legitimate and reasonable measures to handle the situation in accordance with laws and regulations. After communication between the two sides, out of humanitarian considerations, China gave timely permission to the Philippine side to evacuate injured personnel by small boat and provided necessary facilitation.

Instead of acknowledging China’s facilitation, individual Philippine officials have distorted facts and wrongfully accused China without showing the whole picture to the public. This once again reveals their intention of provoking China and staging publicity stunts, which is rather despicable. China will not waver in responding to any provocation and safeguarding territorial sovereignty and maritime rights and interests.

PLA issued warnings to expel a Philippine C‑208 aircraft illegally intruding into China's Huangyan Dao territorial airspace

Senior Captain Zhai Shichen, spokesperson for the PLA Southern Theater Command (STC)：on October 3, a Philippine C-208 aircraft illegally intruded into the territorial airspace over China’s Huangyan Dao without approval from the Chinese government. The naval and air forces dispatched by the PLA STC tracked and monitored the Philippine aircraft, and issued warnings to expel it in accordance with laws and regulations. Huangyan Dao is China’s inherent territory. The acts by the Philippine side seriously violate China’s sovereignty and are highly likely to cause unintended maritime and air incidents. We sternly warn the Philippine side to stop rights-violation and provocative acts immediately. Forces of the STC remain on high alert at all times to firmly safeguard national sovereignty and security as well as regional peace and stability.

Statement by Chinese Embassy Spokesperson Ji Lingpeng on the False Narrative Fabricated and Spread by Certain Philippine Politicians Concerning China

The Chinese Embassy in the Philippines has noted that recently certain Philippine politicians fabricated and spread a false narrative alleging that China had funneled funds to a particular political faction in the Philippines, and the Embassy’s website has been maliciously linked to as a redirect destination.

We strongly condemn and firmly oppose such malicious rhetoric and actions. We urge the relevant individuals in the Philippines to stop political manipulation and not to drag Philippine domestic politics into China-Philippines relations. Attempts to achieve personal political gains by smearing and discrediting China and harming China's interests and image are doomed to fail, and will ultimately undermine the interests of the Philippines and its people.

The Chinese Embassy will take all necessary measures to safeguard its legitimate interests and dignity.

1. China has sovereignty over Nansha Qundao, including Zhongye Dao and Tiexian Jiao, and their adjacent waters, as well as sovereign rights and jurisdiction over relevant waters. Chinese coast guard vessels conduct patrol and law enforcement operations in waters under China’s jurisdiction in accordance with the law, consistent with international law, including the UNCLOS. China firmly opposes any actions taken by the Philippines based on its unilateral claims and will continue to take resolute measures to safeguard China’s territorial sovereignty and maritime rights and interests.

2. China attaches great importance to protecting the marine ecological environment and fishery resources in the South China Sea, and firmly opposes and cracks down hard on illegal fishing activities such as blast fishing and the use of poison to catch fish. The fishing vessel accused by the Philippines of engaging in destructive fishing is not Chinese vessel. The Philippines first obstructed the lawful enforcement activities of the Chinese law enforcement vessel and then deliberately withheld key information to mislead public opinion. This constitutes a deliberate provocation against and smear attack on China.

3. Recently, Philippine military and law enforcement vessels have repeatedly created incidents at sea and engaged in extensive publicity and hype, undermining China-Philippines relations and peace and stability in the South China Sea. China has responded forcefully. Their attempts will not succeed.

Remarks by Chinese Embassy Spokesperson Ji Lingpeng on Smear Campaigns Against the Educational Exchanges Between China and the Philippines

Q: It was reported that because of the repeated smear and attack against the educational exchanges between China and the Philippines and the Chinese-language education in the Philippines by retired U.S. Air Force Colonel Ray Powell and his Sealight program and Philippine Defense Secretary Gibo Teodoro, many Chinese-language teachers working in the Philippines have chosen to leave the Philippines and returned to China amid this hostile atmosphere and out of deep concerns for personal safety. Does the Chinese Embassy have any comment on that?

A: We firmly reject the baseless accusations and strongly denounce the malicious smear campaigns targeting educational and people-to-people exchanges between China and the Philippines, including Chinese-language education in the Philippines.

Educational and people-to-people exchanges have long played an important role in promoting friendship between the two countries and fostering mutual understanding between the two peoples. For decades, Chinese-language teachers coming from China to the Philippines have helped the Filipino people understand the language and Chinese culture, serving as a bridge between China and the Philippines.

We believe those malicious rhetoric and actions against China-Philippines people-to-people exchanges by certain individuals have no place in the Philippines and time-honored friendship between the Chinese and Filipino peoples will continue to stand.

In the meantime we urge the Philippine side to ensure the safety and legitimate rights and interests of Chinese nationals in the Philippines are safeguarded.

Statement of the Chinese Embassy in the Philippines

The Embassy firmly rejects the statement issued by the Department of Foreign Affairs on October 2 concerning China’s legitimate scientific research activities.

China reiterates that, in accordance with international law, including UNCLOS, China has sovereign rights and jurisdiction over the relevant waters. China and the Philippines have overlapping maritime claims in the relevant waters. In accordance with the provisions of UNCLOS Articles 74 and 83, as well as the consensus reached between China and the Philippines, the matter should be properly resolved through negotiations.

A Philippine Coast Guard vessel harassed the Chinese scientific research vessel conducting normal operations in waters under China’s jurisdiction, thereby infringing upon China’s sovereign rights and jurisdiction in the relevant waters, violating international law and the norms governing international relations, and endangering the safety of the Chinese vessel and personnel. China has taken, and will continue to take necessary measures to safeguard its legitimate rights and interests.

China calls on the Philippines to genuinely respect China’s sovereign rights and jurisdiction over the relevant waters, immediately cease provocative interference with China’s normal scientific research activities, and return to the proper path of managing maritime differences through dialogue and consultation.
