MAKILALA LAUNCHES 'COLLEGE BEHIND BARS' PROGRAM, OPENING NEW DOORS FOR PERSONS DEPRIVED OF LIBERTY
In a landmark step toward inclusive education and restorative justice, Mayor Armando M. Quibod formally signed a Memorandum of Agreement (MOA) with MIST President Dr. Gerardo Rigonan and Makilala Municipal Jail Warden JPINSP Darius V. Tenchavez for the establishment of the College of Business and Governance Behind Barsโa tertiary education program that will be offered inside the Makilala Municipal Jail.
The pioneering initiative aims to provide Persons Deprived of Liberty (PDLs) with access to quality higher education, equipping them with the knowledge, skills, and values needed to rebuild their lives and prepare for successful reintegration into society.
Mayor Quibod expressed his gratitude to Vice Mayor Atty. Ryan D. Tabanay and the Sangguniang Bayan of Makilala for granting him the authority to enter into the agreement, emphasizing that the program reflects the municipality's commitment to education, rehabilitation, and second chances.
"Ang edukasyon adunay gahum sa pagbag-o sa kinabuhi. Pinaagi niini nga programa, atong giablihan ang pultahan sa ikaduhang higayon ug gihatagan og kahigayonan ang atong mga PDL nga mahimong mapuslanong miyembro sa katilingban sa higayon nga sila makagawas," Mayor Quibod said.
The Municipal Chief Executive also commended the MIST Community Extension Services, led by Ms. Connie D. Elbina, for its vision and unwavering dedication in bringing quality tertiary education to PDLs through this groundbreaking initiative.
"This partnership goes beyond academicsโit restores hope, renews purpose, and affirms the dignity of every person. Together, we are building lives, not just classrooms," the Mayor added.
The establishment of the College of Business and Governance Behind Bars underscores the shared commitment of the Local Government Unit of Makilala, MIST, and the Bureau of Jail Management and Penology to promote education as a catalyst for rehabilitation, empowerment, and lasting social transformation.
This historic partnership reinforces Makilala's continuing pursuit of innovative and compassionate governance, ensuring that no one is left behind in the journey toward a brighter future.
