MANDATE

The Bureau of Internal Revenue shall be under the supervision and control of the Department of Finance and its powers and duties shall comprehend the assessment and collection of all national internal revenue taxes, fees, and charges, and the enforcement of all forfeitures, penalties, and fines connected therewith, including the ex*****on of judgments in all cases decided in its favor by

the Court of Tax Appeals and the ordinary courts. The Bureau shall give effect to and administer the supervisory and police powers conferred to it by this Code or other laws. (Section 2 of the National Internal Revenue Code of 1997)

As part of its 122nd Founding Anniversary celebration under the theme โ€œHusay at Dangal ng Lingkod-Bayan ng BIR,โ€ the Bureau of Internal Revenue (BIR) honored the overall winners and finalists of BIRโ€™s Best 2026 during the formal Anniversary Program on July 31, 2026, at the BIR National Office.

BIRโ€™s Best is one of the Bureauโ€™s major employee recognition awards, honoring Revenuers who distinguish themselves in Outstanding Performance and Exemplary Ethical Behavior.

Commissioner Charlito Martin R. Mendoza said the awardees represent the work he had seen across the Bureau over the past several monthsโ€”from frontline personnel serving taxpayers, to Revenue Officers in the field, and teams working behind the scenes to roll out new systems and reforms.

โ€œToday, we recognize some of the individuals and offices whose work helped make these achievements possible. But we also know that many others were not called to the stage, even though their time, effort, and dedication were no less important to moving the Bureau forward,โ€ Commissioner Mendoza said.

Commissioner Mendoza, meanwhile, spoke of the commitment he had seen across the Bureau over the preceding months.

โ€œOver these past several months, I have had the privilege of seeing that commitment up close: among those serving taxpayers in our frontline offices; among our Revenue Officers working in the field; among the teams who stayed late to roll out new systems; and among the many people who believed that this Bureau could become betterโ€”and worked every day to make that belief a reality. The Bureau of Internal Revenue (BIR) has flagged 25 of 65 gasoline stations tested in the first three days of its large-scale Fuel Marking enforcement drive across Luzon, with the affected fuel inventoried and the corresponding dispensing pumps sealed or padlocked pending confirmatory testing and further action under existing rules.

โ€œWe are making fuller use of Fuel Marking and our other enforcement tools to identify revenue leakages, act on them quickly, and protect compliant businesses from unfair competition in the petroleum sector,โ€ Commissioner Charlito Martin R. Mendoza said.

The operations, which began on August 17, 2026, will continue for several weeks, with enforcement teams deployed across Luzon.

The BIR-initiated and BIR-led operations are being conducted in coordination with the Bureau of Customs(BOC), with the concerned BIR Regional Directors personally leading their respective teams. The authorized Fuel Marking Service Provider conducts technical fuel sampling and testing in accordance with existing rules and procedures.

Fuel Marking is one of the BIRโ€™s enforcement tools for detecting possible tax non-compliance involving gasoline, diesel, and kerosene. Petroleum products that yield failing field-test results are subjected to the prescribed inventory, sealing or padlocking, and confirmatory testing procedures.

Where non-compliance is confirmed, the BIR determines the applicable taxes, penalties, and other amounts due and undertakes the appropriate enforcement, assessment, and collection action under existing laws and regulations.

Under existing Fuel Marking rules, taxpayers may, upon settlement of the applicable tax liabilities and other amounts due and compliance with prescribed requirements, request corrective marking of affected petroleum products by the authorized Fuel Marking Service Provider, after which the appropriate lifting or unsealing procedures may be undertaken.

The Fuel Marking operations are complemented by other BIR enforcement and compliance activities, including inventory stock-taking, registration and invoicing verification, and Tax Compliance Verification Drive (TCVD) activities.

The current deployment covers Luzon, but the initiative will be expanded to other parts of the country as the BIR strengthens its enforcement presence in the petroleum sector and makes fuller use of existing mechanisms to protect government revenues.

โ€œThis is not a one-time operation. We will continue using Fuel Marking and our other enforcement tools wherever the risk of tax leakage is high, and we will expand these operations to other parts of the country,โ€ Commissioner Mendoza said.

The Bureau of Internal Revenue (BIR) on August 6, 2026, filed with the Department of Justice (DOJ) a โ‚ฑ2.228-billion tax evasion case against Hongsheng Gaming Technology, Inc., which operated offshore gaming activities in the Philippines, over alleged underdeclaration of income, failure to declare the correct value-added tax (VAT), and failure to withhold and remit final withholding taxes.

The BIR investigation covered taxable years 2021 to 2023 and found that Hongsheng had substantially underdeclared its income, failed to declare the correct VAT liabilities for several taxable quarters, and failed to withhold and remit the required final withholding tax for its foreign employees.

Based on records gathered from various government agencies, the BIR found significant discrepancies between Hongshengโ€™s declared revenues and information reflected in official records, resulting in deficiency income tax, VAT, and final withholding tax liabilities totaling โ‚ฑ2,227,759,311.21.

BIR Commissioner Charlito Martin R. Mendoza stressed that the Bureau will continue to protect compliant taxpayers from deliberate tax evasion.

โ€œHonest taxpayers deserve a level playing field. No business should be able to operate in the Philippines, earn income here, and evade the taxes required by law. The BIR will pursue these cases wherever the evidence leads us,โ€ Commissioner Mendoza said.

The filing forms part of the BIRโ€™s continuing Run After Tax Evaders (RATE) Program, under which the Bureau is strengthening enforcement against tax evasion and other schemes that erode the revenue base and disadvantage compliant taxpayers.

The Bureau of Internal Revenue (BIR) advises all concerned taxpayers, Revenue officials, and employees currently using the eBIRForms Offline Package to download and install the latest version, eBIRForms Offline Package Version 7.9.6.0 or 7.9.6.1.

Older versions of the eBIRForms Offline Package will be discontinued and will no longer be supported.

Taxpayers are encouraged to update at the earliest opportunity and carefully follow the procedures in the accompanying User Manual, particularly those covering the backup and restoration of previously saved tax returns and related data.
