The Malaybalay City Peace and Order Council (CPOC) convened for its 1st Quarter CY 2026 meeting at AirโBnB, Casisang, Malaybalay City yesterday, March 12, 2026 bringing together city officials, partner agencies, and key stakeholders to reinforce peace, order, and public safety across the city.
The meeting focused on reviewing ongoing security initiatives, addressing pressing peace and order and public safety concerns, and exploring collaborative strategies to ensure a safe, orderly, and resilient environment for all residents. Special emphasis was placed on the critical coordination between the Department of the Interior and Local Government (DILG), City Government of Malaybalay, the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Traffic Management Center (TMC), Philippine Drug Enforcement Agency (PDEA), and Civil Society Organizations (CSOs) in preventing crime, mitigating insurgency, and promoting a culture of peace, order, and public safety within the city.
Ms. Amalia A. Propia, CLGOO and Head CPOC Secretariat, presented updates from the Secretariat, including matters related to the Peace and Order Council (POC) Performance Audit and the importance of ensuring accurate, complete, and timely submission of required documents. She emphasized that these efforts are essential in strengthening the councilโs performance and ensuring readiness for upcoming assessments such as the Seal of Good Local Governance (SGLG).
Further, during the meeting, two former rebels were formally presented to City Mayor, Hon. Jay Warren R. Pabillaran. Their surrender was made possible through the sustained negotiation efforts of the intelligence unit of the 8th Infantry Brigade (8IB) under the leadership of Lieutenant Colonel Jeorge R Jallorina, Commanding Officer.
As a manifestation of their decision to abandon the armed struggle and return to the folds of the law, the surrenderers turned over one (1) M16 rifle with a defaced serial number and one (1) magazine.
Mayor Pabillaran expressed his heartfelt gratitude for the decision of the former rebels to surrender and return to the government, while also commending the Armed Forces of the Philippines (AFP) for their unwavering commitment in combating insurgency and promoting peace in the area. He further assured that the City Government of Malaybalay is fully supportive of the surrenderers, offering necessary assistance and programs to help them reintegrate into society, rebuild their lives, and contribute positively to the community.
