Republic Act 11967 or the Internet Transaction Act of 2023, principally authored by Cagayan de Oro 2nd District Congressman Rufus Rodriguez, was signed into law by President Ferdinand โ€˜Bongbongโ€™ Marcos Jr on December 5, 2023.

The law seeks to protect consumers and merchants who are engaging in internet transactions through the creation of the Electronic Commerce Bureau.

The Bureau, under the Department of Trade and Industry (DTI), is mandated to formulate policies, plans, and programs for the development of the countryโ€™s e-commerce industry, ensure compliance with the provisions of RA 11967, and enforce the registration of digital platforms and online merchants, among others.

Cognizant of the how much time and resources Filipinos spend transacting on the internet, from online shopping, food delivery, ride-hailing, and other services, Cong. Rufus welcomes the passage of RA 11967 to ensure that Filipino consumers and merchants alike are protected from the dangers of online transactions.

Key features of the law include the creation of a Code of Conduct for all businesses engaged in e-commerce adherent to international standards.

RA 11967 also details the obligations of consumers, such prohibiting the cancelation of confirmed orders when said items have already been paid for by the third-party delivery service or is already in transit to the online costumer.

The law also provides remedies for online consumers who need to avail of replacement or refund for products or items ordered online. It states that online merchants are entitled to the return of the original goods delivered, without any cost to the consumer within a reasonable period upon receipt of the items.

Moreover, the law indicates the obligations of e-marketplaces, e-retailers and online merchants, and other digital platforms.

RA 11967 shall take effect after fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation.

President Ferdinand โ€œBongbongโ€ Marcos, Jr., Department of Information and Communications Technology (DICT) Secretary Ivan John Uy, and Undersecretary for e-Government David Almirol Jr. led the opening of the National ICT (NICT) Month 2023 and the launch of the eGov Super App during the NICT Month 2023 Kick-Off Ceremony held on 2 June 2023 at the Malacaรฑan Palace, Manila.

With the theme "Connecting Communities, Enriching Lives, Forging a Digital Future for the Philippines", the NICT Month 2023 highlights the vision and programs of the DICT under the leadership of Secretary Uy in four vital focus areas: digital innovation and inclusion, digital governance, digital workforce competitiveness, and digital infrastructure and cybersecurity.

โ€œWith the Philippines' digital future in mind, this month serves as a reminder of the importance of ICT in driving progress and improving the lives of all Filipinos. It encourages innovation, collaboration, impact, and inclusivity, and promotes a digital transformation that prioritizes clear outcomes and public value,โ€ Uy said.

Prominent heads of agencies, high-ranking government officials, and influential industry leaders were in attendance in a show of solidarity to support the kick-off ceremony of this yearโ€™s NICT Month celebration.

During the ceremony, the functionalities of the eGov SuperApp were showcased. The app is a platform that seamlessly aggregates various government services into a unified online system, effectively eliminating red tape and enhancing public service delivery.

As the country observes National ICT Month, the DICT will also be marking its 7th anniversary on 9 June 2023.

โ€œThe DICT will soon celebrate its 7th anniversary as a department, tasked with the unenviable task of unifying agencies digitally that were long existing in silos. Reflecting on the past seven years, we look back in our achievements and challenges in transforming our country's digital landscape. With renewed vigor, the DICT shall accelerate the rollout of programs and projects that will enable Filipinos to reap the benefits of the digital age. Our focus now is more on the impact and outcomes of DICTโ€™s mandate down to every region,โ€ Uy stated.
