Press Release II “Military, LGU, and Partners Hand Over New Classroom to Bukidnon School under Adopt-A-School Program”

Camp Osito D Bahian, Malaybalay City, Bukidnon – Educational opportunities in Barangay Bontongon received a significant boost on Tuesday following the official turnover of a brand-new, one-classroom school building at the Capitan Bayong National High School – Bontongon Elementary School Extension.

The project was successfully realized under the Department of Education’s (DepEd) Adopt-a-School Program, actively facilitated by the 8th Infantry Battalion under the leadership of Lieutenant Colonel Joerge Jallorina.

Brigadier General Siegfred Tubalado, Commander of the 403rd Infantry Brigade, personally attended the turnover ceremony.

The event was strongly supported by the Local Government Unit of Impasug-ong, led by Municipal Mayor Hon. Jetaime “Mai-Mai” Okinlay, alongside with the representatives from the Philippine Army Finance Center Investment Cooperative (PAFCPIC) Ms Louise Donna S Dela Peña, Branch Manager CDO Branch, the DepEd Impasug-ong
headed by Mrs. Victoria V. Gazo, the Division Superintendent and members of the local media.

According to Brigadier General Tubalado, the newly constructed classroom stands as a testament to what can be achieved when different sectors of society unite for a common cause. He emphasized that addressing infrastructure gaps in far-flung areas is crucial not only for academic advancement but also for long-term peace and community resilience.

The ceremony highlighted a seamless, collaborative effort among the military, local government leaders, educational institutions, and private stakeholders—all working together to champion quality education and sustainable community development in Bukidnon.

Camp Osito D Bahian, Malaybalay City, Bukidnon — The 403rd Infantry "Peacemaker" Brigade hosted a significant double-milestone ceremony on May 30, 2026, marking both the Joint Closing Ceremony of the Advanced ROTC Academic Phase Training (ARAPT) Batch 1 and the Opening Ceremony of the ROTC Summer Camp Training (RSCT) Batch 2 at the H403rd Brigade Covered Court.
The event marked a vital step forward in the Reserve Force development under the 10th Regional Community Defense Group (10RCDG), Army Reserve Command, and the 1003rd Community Defense Center (1003rd CDC).
The ceremony celebrated the successful culmination of training for 220 cadets and cadettes of ARAPT Batch 1 (under Classes 31-32 and 41-42). Over the past several weeks, the graduates underwent a rigorous academic training designed to sharpen their strategic thinking, administrative capabilities, and military proficiency.
"You have met the standard," said Brigadier General Seigfred C. Tubalado, Commander of the 403rd Brigade, during his address. "By conquering this academic phase, you have demonstrated the intellectual discipline required of a future officers. You are no longer just followers; you are now equipped with the theoretical foundations of a leader."
Simultaneously, the event marked the official commencement of training for the incoming cadets and cadettes of RSCT Batch 2. The said training will transition them from classroom to high-intensity field environments, testing them physically, mentally, and emotionally to forge tactical competence and resilience.
The leadership extended high commendations to the commanders, training staff, and tactical officers of the 1003rd CDC for their tireless dedication in molding the youth into capable leaders. Whether these advanced cadets ultimately choose to transition themselves into the regular military force or serve within the strategic reserve component, their readiness ensures that the nation remains secure, resilient, and prepared for any eventualities.

𝗥𝘂𝗹𝗶𝗻𝗴 𝗼𝗻 𝗖𝗘𝗥𝗡𝗘𝗧 𝗶𝘀 𝗻𝗼𝘁 𝗯𝗹𝗮𝗻𝗸𝗲𝘁 𝗶𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗳𝗼𝗿 𝗲𝗻𝗮𝗯𝗹𝗲𝗿𝘀 𝗼𝗳 𝗮𝗿𝗺𝗲𝗱 𝘃𝗶𝗼𝗹𝗲𝗻𝗰𝗲

The National Task Force to End Local Communist Armed Conflict respects the recent ruling of the Regional Trial Court in Cebu City which dismissed the terrorism financing case filed against the Community Empowerment Resource Network (CERNET), its officers, staff, and council members. Our courts remain independent institutions of our democracy. Whether favorable or unfavorable to government cases, their decisions must always be respected within the framework of the rule of law. That is how our institutions are supposed to function.

At the same time, the public deserves clarity on what this dismissal actually means. Based on available information regarding the ruling, the case was dismissed because of legal and procedural questions involving the applicability of certain provisions of the anti-terror financing law of 2012.

It must be made clear that the ruling did not settle the larger historical question of whether support networks for the CPP-NPA-NDF existed. It also did not invalidate the State’s responsibility to investigate allegations related to terrorism financing when warranted by evidence.

For decades, the country confronted an armed communist insurgency that did not survive on armed encounters or underground networks alone. It also relied on aboveground recruitment structures, logistical support, resource generation both here and abroad, and mainstream political machinery. Even former cadres, organizers, and rebels who have returned to mainstream society openly testified to these realities over the years. These accounts came from people who once operated inside the movement itself, and they are not mere inventions of the government or the security sector.

We must see through the current noise being peddled by those who celebrate the dismissal so that discussions will remain balanced and honest. The taskforce holds these fundamental truths regarding the nation’s continued fight against the communist insurgency: that activism is not terrorism, that humanitarian work is not a crime, and that criticism of government policies is part of democratic life and should remain protected.

But here lies the rub: it is equally irresponsible to insist that all investigations involving insurgency financing are automatically harassment or political persecution. A democratic state cannot simply ignore allegations because the personalities involved belong to NGOs, advocacy groups, or legal organizations.The CPP itself has consistently claimed it utilizes the democratic spaces of non-government work, advocacy, and legal fronts to further its aim to topple the Philippine state.

In the face of this recent dismissal, the danger now is the CPP-NPA-NDF’s attempt to turn this temporary setback into an absolutist political narrative. Some groups are already portraying the ruling as proof that every counterterrorism financing case filed by the government is fabricated, malicious, or illegitimate from the beginning.
That conclusion is both devoid of legal merit and common sense. Cases are dismissed for many reasons, including procedural defects, jurisdictional questions, weak evidence, or evolving legal interpretations. That is part of due process of justice.

And the interest of justice, the experiences of communities that suffered through decades of conflict, the millions of farmers subjected to revolutionary taxation, indigenous peoples exploited in the name of self-determination, civilians and barangay officials threatened or assassinated, former rebels who endured internal purges, and young Filipinos recruited into violence must also be highlighted. Their stories should not disappear simply because public discourse has become polarized between “security” and “rights” camps.

The government remains confident that as more communities continue to reject the CPP-NPA-NDF, including its hardline legal and political mouthpieces, and as its armed capability steadily deteriorates from repeated battlefield defeats, internal disillusionment, desertions, and the continuing surrender of its cadres and leaders, the law will eventually catch up with those who enabled, sustained, or justified decades of armed violence under the guise of revolutionary struggle.

The NTF-ELCAC also reiterates that abuses, fabricated evidence, and violations of human rights have no place in a democratic society and must always be investigated properly.

Accountability applies to everyone. That includes state actors, armed groups, and organizations that operate within legal democratic spaces.

Ultimately, the Filipino people deserve both democratic freedoms and protection from armed violence. These are not opposing principles. They must exist together if we are serious about building a peace that is lawful, just, and lasting.

PRESS RELEASE || 403rd Infantry Brigade Joins Malaybalay City on 81st Liberation Day

Camp Osito D Bahian, Malaybalay City, Bukidnon — The 403rd Infantry "Peacemaker" Brigade, Philippine Army, solemnly participated in the commemoration of the 81st Liberation Day of Malaybalay City on May 20, 2026. A poignant wreath-laying ceremony followed by a 21-gun salute was held at the Kampo Kasisang Historical Site in Barangay Casisang, Malaybalay City, to honor the heroism and sacrifices of the Veterans who fought for the city’s freedom.

The solemn event was hosted by Colonel Warren C. Munda, Deputy Commander of the 403rd Brigade, with Malaybalay City Mayor Hon. Jay Warren R. Pabillaran serving as the guest honoree. The ceremony was also well-attended by revered Veterans with their sons and daughters, City Councilors, and various local government officials, demonstrating a united front in preserving the city's rich history.

The 81st Liberation Day celebration serves as a powerful reminder of the resilience of the people of Malaybalay. By conducting the wreath-laying ceremony at a hallowed ground like Kampo Kasisang, 403rd Brigade and Local Government Unit (LGU) of Malaybalay aims to ensure that the triumphs and sacrifices of the past remain alive in the hearts of the younger generations.

In a statement, Brigadier General Seigfred Tubalado, Commander of the 403rd Infantry Brigade, emphasized the profound significance of the day: "To the esteemed leaders, veterans and citizens of Malaybalay, today we stand on this hallowed ground full of gratitude, to honor their sacrifices. Their sacrifices laid the foundation for the peace and sovereignty we cherish today.
