JUSTICE SERVED FOR THE 15-YEAR-OLD R**E SLAY VICTIM
Camp General Alejo S Santos – The r**e slay perpetrator was arrested in a joint manhunt operation of the Criminal Investigation and Detection Group (CIDG) of the Police Regional Office (PRO5) as the lead unit together with the Bulacan PNP in Brgy Veneracion, (Taguilid) Pamplona Camarines Sur on August 18, 2022, at about 8:00 AM.
PLTCOL JACQUILINE P PUAPO, OIC, Provincial Director of Bulacan Police Provincial Office, identified the suspect as Gaspar Maneja Jr y Madredano alias Jose Francisco Santos, while his 15-year-old r**e-slay victim was identified as Princess Marie Dumantay whose body was found in a grassy area of a bypass road in Barangay Bonga Menor, Bustos, Bulacan last Friday, August 12, 2022, two (2) days after she went missing.
The victim’s body was positively identified by her father identified as Rolando Dumantay y Aguilar, 62 years old, married, a City Traffic enforcer, and resident of Block 19, Lot 32 Graceville, Towerrville, San Jose Del Monte Bulacan. The girl’s body bore traces of cigarette burns. The forensic Autopsy Report revealed that the victim was r**ed before she was killed.
On August 14, 2022, at about 5:50 AM, the victim’s brother identified as Paulo Dumantay y Conde personally appeared at Bustos MPS upon receipt of information through a Facebook messenger that his sister was found lifeless at Bustos, Bulacan on August 12, 2022, to confirm his sister identity. He averred that the last time he saw his late sister was on August 10, 2022, around 8:00 AM at their residence wherein she told him that she was going to meet a certain Jose Francisco Santos who will give her a bicycle.
As the investigation digs deeper, one of the victim’s friends, averred that he picked up the victim at 5:00 PM on August 10, 2022, boarded his bike, and dropped her off at the Commonwealth Hospital. He was able to get in touch with her at 8:00 PM, play COD, an online mobile game, and chat with the victim around 10:00 PM, but by 10:54 PM, the victim was unable to respond and had only seen his message since then.
Based on the investigation, Princess Marie was also a frequent biker at the Neopolitan Subdivision Business Park. According to a bike accessories vendor at Neopolitan Business Park in Brgy. Greater Lagro, Quezon City, he frequently saw Princess Marie boarding a black Toyota Wigo with plate number EAE 2913 and believes the vehicle is owned by a certain Jose Francisco Santos, who is frequently seen at the Business Park. Moreover, he stated that said Jose Francisco Santos was last seen in the Business Park on August 10, 2022, after which he was not seen again, and information surfaced that he had already gone to Camarines Sur (Bicol Province), as revealed by a vendor thereat.
Furthermore, the investigation revealed that a cashier at a gas station on Belfast Ave., Pasong Putik 2, Novaliches, Quezon said that a black Toyota automobile refueled around five (5) days ago when she was on duty. As a result, she spotted the aforementioned driver, Jose Francisco Santos, together with a female around 15 years old. The driver was recognized because he usually pays with G-cash while refueling, and by showing photographs of Jose Francisco Santos and Princess Marie Dumantay, who were both on board the aforementioned car on August 10, at 5:00 PM.
The Bulacan PNP coordinated with the Land Transportation Office (LTO) in San Rafael, Bulacan, on August 16, 2022, to confirm that the Toyota Wigo belonged to Jomer Madredano Maneja of Brgy. Veneracion (Taguilid), Pamplona, Camarines Sur. He said in his legally signed sworn statement that the aforementioned automobile had not been in his possession since August 2021. Instead, he agreed with his elder brother, Mr. Gaspar Maneja y Madredano, that he would no longer be able to return the credit on a monthly basis. He also positively recognized his brother in photographs taken at the Neopolitan Business Park on Roma St., Brgy. Greater Lagro, Quezon City, and was referred to as Gaspar Maneja Jr. alias Jose Francisco Santos.
Further, Gaspar Maneja Jr y Madredano alias Jose Francisco Santos has three (3) outstanding arrest warrants for the offenses of RA 7610-Special Protection of Children Against Child Abuse, Exploitation, and Discrimination Act. (Anti-Child Abuse Law); and R**E without bail.
Criminal complaints of R**e (R.A. 8353) with Homicide and Using Fictitious name & Concealing True Name) Article 178 of RPC were filed against the suspect with docket NPS No III-04-INV-22H-04136 TO 04137 before the Office of the Provincial Prosecutor in Malolos City Bulacan under Senior Assistant Provincial Prosecutor Catherine E Rutor-Reyes.
