CITY OF MALOLOS, BULACAN | September 3, 2026 โ€” The Provincial Government of Bulacan, through the Provincial Cooperative and Enterprise Development Office (PCEDO), in partnership with the Anti-Red Tape Authority (ARTA) โ€“ Better Regulation Office, Sectoral Division C (BRO-SDC), conducted a Province-wide Orientation on the Philippine Good Regulatory Principles (PGRP) and the PGRP Recognition and Awards Program (RAP) via Zoom on September 3, 2026.

Governor Daniel R. Fernando formally welcomed the activity and underscored the importance of strengthening government systems and promoting efficient, transparent, and responsive public service.
Ms. Eileen Ma. Em-Em Y. Agbuya, Project Development Officer II, who provided an introduction and overview of the PGRP and RAP, including the ten Philippine Good Regulatory Principles designed to guide agencies in developing and implementing effective, transparent, and evidence-based regulations.

This was followed by Ms. Lizamyl D. Buquid, Division Chief of the BRO-SDC and Head of the PGRP-RAP Secretariat, who discussed the PGRP-RAP Scoring Tool and Data Capture Form, providing participants with a clearer understanding of the assessment requirements and documentation needed for the recognition program.

In his closing remarks, Atty. Jayric L. Amil, Department Head of PCEDO, emphasized that the initiative should go beyond mere compliance. He highlighted the importance of using the principles to inspire continuous improvement, encourage better regulatory practices, and strengthen service delivery to the public and the business community.

The orientation served as an important step in building a stronger culture of good regulatory governance, evidence-based decision-making, stakeholder engagement, and continuous improvement across the Province of Bulacan.

The Provincial Government of Bulacan, through the Provincial Agriculture Office (PAO), in coordination with the Provincial Veterinary Office (PVO) and the Provincial Cooperative and Enterprise Development Office (PCEDO), met with the Philippines Partnership for Sustainable Agriculture (PPSA) on September 1, 2026 at the PAO Building to explore possible collaboration in strengthening the provinceโ€™s coffee and poultry value chains. The meeting was led by PAO Head Ma. Gloria SF Carrillo, together with Leandro โ€œDaxโ€ Gazmin, Executive Director of PPSA, and representatives from the concerned provincial offices.

Discussions focused on potential interventions to improve the competitiveness, sustainability, and market access of Bulacanโ€™s coffee and poultry producers. Among the opportunities explored was the possible use of the Competitiveness Enhancement Measure Fund (CEMF) to support appropriate projects, including a proposed poultry waste treatment facility that can promote better waste management while creating value from its outputs. PPSA may also assist in linking producers to appropriate technologies and potential markets or off-takers.

For the coffee sector, the group discussed strengthening the value chain through improved producer profiling, identification of potential partners, and appropriate technical and market support. The collaboration aims to bring together the resources and expertise of the provincial government and PPSA to develop practical interventions responsive to the needs of local producers.

The meeting concluded with an agreement to further consolidate producer profiles, identify potential partners, and continue discussions toward developing viable projects. The initiative reflects the Provincial Governmentโ€™s continuing effort to build partnerships that can provide Bulacan farmers and poultry raisers with opportunities to become more competitive, sustainable, and market-ready.

The Provincial Government of Bulacan, through the Provincial Cooperative and Enterprise Development Office (PCEDO), joined the Opening Ceremony and Ribbon Cutting of the 14th Bulacan Food Fair and Exposition (BUFFEX 2026) on September 1 at The Pavilion, Hiyas ng Bulacan Convention Center, City of Malolos, reaffirming its commitment to strengthening local micro, small, and medium enterprises (MSMEs) and cooperatives. Now on its 14th year, BUFFEX, themed โ€œFlavors Without Borders: Empowering Local MSMEs โ€“ Local Flavors. Global Opportunities,โ€ has grown beyond a food exposition into a platform for MSME development, market access, innovation, entrepreneurship, and the promotion of Bulacanโ€™s rich culture and local products.

Highlighting the opening was the presence of Governor Daniel R. Fernando, who underscored the Provincial Governmentโ€™s continuing support for Bulacanโ€™s MSMEs and cooperatives. In his message, the Governor emphasized the importance of sustaining programs and activities that create opportunities for local entrepreneurs, while encouraging everyone to continue serving, innovating, and supporting initiatives that help Bulakenyo enterprises grow. His message of โ€œtuloy lang ang paglilingkodโ€ reflects the provinceโ€™s continuing commitment to provide meaningful support and opportunities for its entrepreneurs and cooperatives, recognizing their vital role in creating livelihoods and strengthening the local economy. Also gracing the occasion was Vice Governor Alexis C. Castro, who highlighted the importance of promoting Bulacanโ€™s own products, enterprises, and culture through initiatives such as BUFFEX and Explore Bulacan.

The opening likewise brought valuable perspectives on taking Bulacan products to wider markets. Ma. Lourdes D. Mediran, Deputy Executive Director of the Center for International Trade Expositions and Missions (CITEM), the Philippine government's export promotion authority attached to the Department of Trade and Industry (DTI), challenged local entrepreneurs to bring the best of Bulacan products to the global market. Her message also called for Bulacan to establish a Bulacan Pavilion in CITEM activities in 2027, giving local MSMEs a stronger platform to showcase their products and explore international market opportunities. Meanwhile, Leandro โ€œDaxโ€ Gazmin, Executive Director of the Philippines Partnership for Sustainable Agriculture (PPSA), highlighted the value of sustainable agribusiness, learning, and knowledge-sharing among the government, private sector, and other stakeholders. PPSAโ€™s participation further strengthens the eventโ€™s focus on practical learning, innovation, and market-oriented approaches for local enterprises and agricultural value chains.

As BUFFEX 2026 continues, the event stands as a testament to the growing potential of Bulacanโ€™s entrepreneurial community. Through the continued partnership of the Provincial Government, PCEDO, Bulacan Chamber of Commerce and Industry, national government agencies, and the private sector, local entrepreneurs are given opportunities not only to showcase what Bulacan can produce, but also to learn, connect, innovate, improve their competitiveness, and reach bigger markets. Nakikiisa ang Pamahalaang Panlalawigan ng Bulacan sa pagsasagawa ng Tatak Singkaban Trade Fair, na tampok sa pagdiriwang ng Singkaban Festival at nagsilbing pagkakataon upang maipakilala sa publiko ang mga natatanging produkto at likha mula sa lalawigan.
