Sidhaya is now an 𝐨𝐟𝐟𝐢𝐜𝐢𝐚𝐥 𝐦𝐞𝐦𝐛𝐞𝐫 𝐨𝐟 𝐂𝐫𝐨𝐬𝐬𝐫𝐞𝐟 and has been issued its Provisional 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐒𝐭𝐚𝐧𝐝𝐚𝐫𝐝 𝐒𝐞𝐫𝐢𝐚𝐥 𝐍𝐮𝐦𝐛𝐞𝐫𝐬 (𝐈𝐒𝐒𝐍), with 𝟑𝟏𝟓𝟓-𝟔𝟕𝟏𝐗 assigned to its print version and 𝟑𝟏𝟓𝟓-𝟔𝟕𝟐𝟖 to its online version.

Crossref membership strengthens the journal’s scholarly publishing infrastructure by supporting persistent digital identification, metadata registration, and improved discoverability of published research. The issuance of its provisional ISSN further establishes Sidhaya’s distinct identity as a continuing scholarly publication.

This milestone also reflects Sidhaya's ongoing efforts to strengthen its publishing standards, expand the reach of its research outputs, and provide researchers with a more established platform for academic dissemination.

What happens when the national budget becomes more than a financial document?

A budget is not simply a list of revenues and expenditures. It is a powerful governance instrument—one that connects government priorities, legislative authorization, public spending, and accountability.

In her article, “𝑮𝒐𝒗𝒆𝒓𝒏𝒊𝒏𝒈 𝑷𝒖𝒃𝒍𝒊𝒄 𝑭𝒊𝒏𝒂𝒏𝒄𝒆: 𝑰𝒏𝒔𝒕𝒊𝒕𝒖𝒕𝒊𝒐𝒏𝒂𝒍 𝑬𝒗𝒐𝒍𝒖𝒕𝒊𝒐𝒏 𝒂𝒏𝒅 𝑹𝒆𝒇𝒐𝒓𝒎 𝒐𝒇 𝒕𝒉𝒆 𝑷𝒉𝒊𝒍𝒊𝒑𝒑𝒊𝒏𝒆 𝑩𝒖𝒅𝒈𝒆𝒕 𝑪𝒚𝒄𝒍𝒆," Janella Marie Caballero of the Provincial Government of Bulacan examines how the Philippine budget cycle has evolved and how institutional reforms have shaped public financial management.

Using qualitative content analysis of constitutional provisions, laws, executive issuances, and public financial management reports from 2016–2025, the study traces the legal and institutional foundations of the Philippine budgeting system.

What does the study reveal?

While the Philippine budget system has a strong legal foundation, challenges remain in budget ex*****on, fiscal devolution, and institutional capacity. The study highlights recent reforms—including performance-informed budgeting, the Cash-Based Budgeting System, the Mandanas-Garcia devolution shift, and the modernization of public procurement—as important efforts to address these challenges.

But perhaps the most important insight is this:

Effective public budgeting depends not only on having good laws and formal systems but also on the capacity of institutions to implement them consistently and collaboratively.

This makes the study particularly relevant to discussions on fiscal governance, transparency, accountability, and responsive public administration in the Philippines.

This year’s conference is organized by the U.P. Department of Journalism in partnership with the Journalism Studies Association of the Philippines, together with the Embassy of Canada in the Philippines, University of Santo Tomas, VERA Files, and the Simbulan family.

The Bulacan State University Research and Innovation Office successfully conducted the Onboarding Program for BulSU Research Fellows with the theme “From Researcher to Scholar: Building a Culture of Excellence, Ethics, and Impact.”

The activity served as a meaningful academic platform to formally introduce the University’s Research Fellows to the BulSU research community and to strengthen opportunities for research collaboration, consultation, mentorship, and scholarly engagement. It also highlighted the University’s continuing commitment to advancing a research culture grounded in academic excellence, ethical practice, interdisciplinary cooperation, and meaningful impact.

Through the participation of local and international Research Fellows, the program opened avenues for knowledge exchange and future collaborative work among faculty members, non-academic personnel researchers, and partner scholars from various fields of expertise.

The Research and Innovation Office extends its sincere appreciation to the University officials, resource speakers, Research Fellows, and the BulSU community who contributed to the success of this academic gathering.
