๐Ÿ“ **May 30, 2026 | Kick-Off of the โ€œPlastic Na May Balikโ€ Program**

The City Government of Malolos thru the City Environment and Natural Resources Office (CENRO) and DepEd Malolos officially kicked off the โ€œPlastic Na May Balikโ€ Program this morning at the Center of Excellence School of Malolos, led by Mr. Amiel S. Cruz, City ENRO, and Ms. Leilani S. Cunanan, Schools Division Superintendent of Malolos. The event, attended by school heads of public schools in the City of Malolos, also featured the inauguration of the Model Classroom as one of the program's key initiatives.

The Model Classroom features armchairs and waste bins made from post-consumer plastic waste, demonstrating how recyclable materials can be repurposed into durable and practical resources that support both education and environmental sustainability.

The event was honored by the presence of Ms. Cynthia Briones, SGOD Chief; Mr. Joel S. Eugenio, City Administrator; Hon. Meri Ann Bulaong; Hon. Victorino Aldaba III; and the representative of Hon. Miel Arthem Agustin, who all expressed their support for the program.

In his message, Mr. Cruz emphasized the programโ€™s objective of giving waste materials a new purpose to benefit students in the City of Malolos.

The initiative reflects the strong commitment of Mayor Atty. Christian D. Natividad to promoting environmental sustainability and innovative waste management solutions in the City of Malolos. Through programs such as โ€œPlastic Na May Balik,โ€ the City Government continues to encourage community participation in environmental protection while creating meaningful benefits for learners and schools.

Also recognized during the event was Mr. Jonathan Co, CEO of Sentinel Upcycling Technologies Inc., the City Government of Malolos' partner in the implementation of this program, whose collaboration plays a vital role in advancing the program's environmental sustainability objectives.

The inauguration was followed by a seminar held at President Corazon Cojuangco-Aquino Memorial National High School, attended by School Heads, YES-O Coordinators, BERT Advisers, and Planning Officers from the Schools Division Office.

Through collaboration and innovation, the โ€œPlastic Na May Balikโ€ Program continues to promote environmental sustainability while creating meaningful opportunities for the education sector and the youth of Malolos.

Extreme drought under Super El Niรฑo can feel like nature forgot how to rain properlyโ€”where a short burst of rain could equal what should have fallen over weeks or even a whole month, leaving long dry periods in between.

This prolonged lack of consistent rainfall leads to drying water sources, stressed farmlands, and increased pressure on daily water supply in communities.

On May 19, 2026, the CENRO team conducted an inspection on the cutting of trees in Cyber Ville and Regatta Subdivision.

During the inspection, the team assessed tree cutting activities, checked compliance with environmental guidelines, and identified trees that may still be preserved through pruning, maintenance, or relocation instead of removal.

Tree preservation is important because it helps maintain ecological balance, protects biodiversity, improves air quality, and plays a major role in flood reduction by absorbing rainwater, slowing runoff, and reducing surface water buildup during heavy rains. It also helps reduce urban heat and ensures responsible and sustainable development.

Trees should not always be cut down as the first solution. In many cases, proper pruning, maintenance, relocation, or adjustments in construction plans can help preserve trees while still ensuring public safety.

Protecting trees leads to cleaner air, cooler surroundings, better flood control, soil protection, and healthier communities.

Every tree preserved today is a step toward a more sustainable and livable future for everyone.

Nature-Based Solution Project

The City Government of Malolos showcased its Nature-Based Solution project located in Barangay Pamarawan, with the walkthrough of the project site led by the City Environment and Natural Resources Office (CENRO) headed by Mr. Amiel S. Cruz. The initiative forms part of the cityโ€™s efforts to address tidal flooding and promote sustainable environmental practices. The project was presented as a model that may be adapted by other local government units and communities facing similar flood-related challenges.

Through the implementation of this initiative, the city demonstrated effective flood mitigation strategies, proving that nature-based solutions can significantly contribute to disaster risk reduction and environmental protection.
Present during the activity were representatives from the Department of Public Works and Highways โ€“ Office of the Undersecretary for Special Concerns: Usec. Charles Calima Jr., COS Raymond Mendoza, Atty. Rose Ann Dalonos, and Engr. Roxanne Ferrer. Also present from the Bureau of Equipment were Engr. Vincent Jan Nicer and Engr. Christopher De Castro; from the Regional Office, Engr. Jason De Claro; and from the DEO, Engr. Gian Rabacal, OIC-Chief of the Planning Section; Engr. Emmanuel Ian Sunga, OIC-Chief of the Maintenance Section; and Engr. Justine Carl Castro, Engineer II of the Maintenance Section.

Also in attendance were Mr. Joel S. Eugenio, City Administrator; Mrs. Lolit Santos, Head of the CSWDO; PSMAJ Rommel Geneblazo, Chief of Police of Malolos; Engr. Redentor Dela Cruz from the City Engineering Office; Atty. Darwin Clemente, City Legal Officer; Mr. Omar Magno, representative from the Office of the City Mayor; Hon. Ruben T. Paraiso of Barangay Calero; Hon. Inocencio Villena Jr. of Barangay Bagna; and Hon. Cesar S. Bartolome, ABC President.

Following the site visitation, the officials paid a courtesy visit to Mayor Christian D. Natividad and shared their positive feedback on the project, recognizing its effectiveness and potential as a benchmark initiative for flood mitigation and sustainable urban resilience.

The webinar focused on promoting Disability Inclusive Disaster Risk Reduction, emphasizing the importance of accessibility, participation, and ensuring that no one is left behind in disaster preparedness, response, and climate resilience initiatives.

๐ŸŒณ On the same day, the CENRO team also conducted a tree inspection in San Pablo, Malolos City, Bulacan prior to its scheduled cutting. The activity aimed to assess the condition of the tree and ensure that proper procedures, evaluation, and environmental considerations are observed before any action is taken.
