As we begin the JC3 Evaluation today, the OVPAA sends heartfelt wishes and encouragement to all our BulSU faculty members who have taken this important step in their professional journey.

Behind every document you prepared and every piece of evidence you submitted are years of hard work, dedication, sacrifice, and service. These documents tell storiesโ€”of classes taught, students mentored, research undertaken, communities served, innovations pursued, and countless hours devoted to becoming better educators.

The BulSU IEC deeply recognize the great responsibility entrusted to it. It will undertake this process with fairness, objectivity, transparency, and, most importantly, with respect for the professional journey of every faculty member who comes before us.

NOTICE TO THE PUBLIC

On Unauthorized Graduate Programs and Diploma Mills

The Commission on Higher Education (CHED), has received reports of certain institutions allegedly operating as โ€œdiploma mills.โ€ These entities are reportedly offering below minimum quality graduate education program standards and/or advertising online or distance graduate degree programs without obtaining the proper authority or recognition from CHED.

CHED reminds the public that only Higher Education Institutions (HEIs) officially recognized by CHED and duly granted the required permits or authority are authorized to offer graduate education programs.

Any HEI found operating as a โ€œdiploma millโ€ or offering unrecognized programs shall be subjected to a Cease and Desist Order and administrative sanctions, which may include fines, program closure, suspension, downgrading of status, or revocation of the institutionโ€™s permit or recognition. CHED shall endorse such cases to the appropriate authorities for prosecution to ensure that responsible HEIs and individuals are held fully accountable under civil and criminal law.

The Commission has already directed all CHED Regional Offices to conduct strict and continuous monitoring of HEIsโ€™ graduate program standards to ensure full compliance with the quality assurance standards prescribed under CMO No. 15, s. 2019. CHED will impose the appropriate sanctions without hesitation, including the immediate closure of programs found to be noncompliant.

Students enrolled in such programs shall not be issued Special Orders, and their academic credentials shall neither be validated nor recognized by CHED. Such credentials shall have no legal effect for purposes of employment, licensure, or further studies.

The public is strongly urged to exercise due diligence before enrolling in any HEI and to verify the institutionโ€™s official CHED recognition. Verified listings and official updates may be accessed through the CHED Regional Offices or the CHED Central Office website (ched.gov.ph).

CHED acknowledges the challenge of monitoring numerous programs and HEIs nationwide, particularly amid manpower constraints. Nevertheless, to safeguard the integrity of Philippine Higher Education, CHED, in coordination with the EDCOM II, DepEd, PRC, and BARMM, crafted a joint advisory on teacherโ€™s education programs to properly guide and caution students, parents, teachers, and employers from fraudulent academic institutions, and calls on the general public to promptly report any suspicious or unauthorized activities involving higher education programs.

CHED remains committed in protecting the integrity of Philippine Higher Education and will not tolerate the operation of โ€œdiploma mills.โ€ We appreciate your observations and concerns. Please feel free to reach us at [email protected].

DAY 2| Bulacan State University proudly took part in the Delegation of Universities in the Philippines & Cheng Shiu University held at National Chung Hsing University (NCHU) in Taichung, Taiwan, on November 10, 2025.

The event gathered representatives from Iloilo Science and Technology University, MSUโ€“Iligan Institute of Technology, University of Antique, Cheng Shiu University, and Bulacan State University to strengthen academic collaboration, cultural exchange, and institutional partnerships.

BulSU was represented by Dr. Warlito M. Galita, Vice President for Academic Affairs, and Dr. Eugene Burgos Mutuc, Director for Internationalization. The program featured opening remarks and gift-giving, an introduction to NCHUโ€™s academic programs and the Civil Engineering INTENSE Program, and a student experience sharing session. Delegates also enjoyed cultural immersion activities, including an apiary visit, pollen and tea tasting, and a guided tour of the NCHU Museum of Natural History.

The BulSU Internationalization Office expresses its deep gratitude to Dr. Teody C. San Andres, University President, for his visionary leadership and unwavering support in advancing BulSUโ€™s global engagement efforts and strengthening its commitment to international cooperation and academic excellence.

Day 1 | A Warm Welcome from Cheng Shiu University!

The first day of our 3-day jam-packed engagement with Cheng Shiu University officially kicked off with a heartfelt welcome to the Philippine university delegates โ€” a celebration of collaboration, learning, and cultural exchange. Representing Bulacan State University were Dr. Eugene Burgos Mutuc, Director of Internationalization, and Dr. Warlito M. Galita, Vice President for Academic Affairs with the strong support and encouragement of Dr. Teody C. San Andres, University President.

An INTENSE Forum was also held, bringing together Philippine and Indonesian students to share their experiences, challenges, and inspiring stories of pursuing education abroad.

We were likewise delighted to meet Ms. Sheleine C. Cruz, a proud BulSU alumna, now pursuing her Post-Baccalaureate degree at Cheng Shiu University under the INTENSE Program โ€” a true symbol of BulSUโ€™s growing international footprint.

This marks only the beginning of three exciting days filled with meaningful dialogue, collaboration, and global learning experiences!
