This month marks the celebration of National Heritage Month 2023 with the theme "Heritage: Change and Continuity." This annual event, led by the National Commission for Culture and the Arts (NCCA) through the Subcommission on Cultural Heritage, recognizes the cultural heritage of our country and its continuous innovation to preserve the creative products of every Filipino.

In line with Presidential Proclamation No. 439 s.2003, which declares May as the National Heritage Month, the celebration aims to showcase the potential of cultural heritage and properties in developing the people, economy, and environment. It also promotes the benefits, opportunities, and advocacies that arise from research and innovation, as well as encourages participation in programs that protect intangible cultural heritage and preserve urban heritage.

Let us all take part in the celebration of our rich cultural heritage and promote its continuous evolution and preservation.

Cityhood of Isabela de Basilan, A Brief History

By virtue of Republic Act No. 9023, Isabela (then known as Municipality of Isabela) was granted Cityhood which have been ratified by Isabela residents on April 25, 2001, through a plebiscite. The first City Mayor of Isabela was the late Luis Rubio Biel II, the sitting municipal mayor elected in 1998.

Presently, the City of Isabela de Basilan is a 4th city income class, undergoing major socio-economic reforms since 2010s. The name 'Isabela de Basilan' was first used during the late Spanish rule on the island 1840s, to distinguish the two Isabela (one located at Luzon, now a province). The ancient name of Isabela was Pasangan/Pasangen.

The City of Isabela de Basilan was a bustling city with multi-ethnic population, diverse traditions, and a cultural melting pot. Sakayan (outrigger boat) is a popular mode of transport within the coastal area of Isabela and adjacent islands, and also the name of one of its biggest festivals.

A Sama-Bajau family on Sakayan, circa 1940-50s near the island of Gaunan, Maluso, Basilan

In the past, Sama Bajaus of Basilan spent most of their time at sakayan, connoting the sea-dependent and nomadic lifestyle they were known for since time immemorial. Up to 8-12 close-knit members of the family stay and seldomly set foot on land except for collecting kindling woods, trading with coastal Tausug and Sama communities, and important activities and festivities such as 'Adlaw Haylaya' (Eid Fitr and Eid Adha).

Inauguration & Turn-over Ceremony of Maluso Standard MPS Building is held today with PBGEN Samuel Rodriguez of PRO-BARMM & Provincial Governor Jim Hataman as guest
of honors.

The new MPS building is another tangible project implemented during the present administration of Governor Jim Hataman & Mayor Hanie Bud. With this newest facility for our local police force, it is hoped that the present stability as regard to peace and order situation in the Municipality will continue to exist.
