The European Union Governance in Justice (EU-GOJUST) Programme supports government and non-government partners in reforming policy and practice to make justice service delivery in the Philippines responsive, accessible, and people-centered. ๐Ÿ‡ช๐Ÿ‡บ๐Ÿ‡ต๐Ÿ‡ญ GOJUST specifically aims to develop more responsive and accountable justice services in the country, with a particular focus on those who are most vulnera

ble, including women, LGBTI, persons with disabilities, indigenous peoples, and other excluded groups. The programme has a two-pronged approach to strengthening access to justice in the Philippines by combining improvements in the administration of justice and enhancing the promotion and protection of human rights. We work closely with local communities as well as with the Philippine Supreme Court, the Department of Justice, and the Department of the Interior and Local Government - to improve access to justice for all. We brought together representatives from 26 implementing partners from 18 projects across the Philippinesโ€”including CSOs and partner Law Schoolsโ€”for hands-on sessions on all matters concerning Project Management.

The European Union in the Philippines-GOJUST Programme is proud to support the Department of Justice (DOJ) in revisiting and refining its Vision, Mission, and Core Values (VMV). This strategic session held on 14 August 2026 at the Diamond Hotel Manila brought together DOJ leadership to align the Departmentโ€™s core principles with its mandate as the countryโ€™s principal law agency.

By anchoring their direction as they prepare for the DOJ 2027โ€“2033 Development Plan, this effort paves the way for a more unified, responsive, and accessible justice system for all Filipinos.

Designing a child-friendly, integrated justice facility requires more than just infrastructureโ€”it takes shared knowledge and a unified vision.

During a recent writeshop supported by EU-GOJUST, the Cagayan de Oro Justice Zone (CDO JZ) and IACAT came together to map out a coordinated, victim-centered framework for the upcoming Children's Advocacy Processing Center. By adapting proven models, this future facility will streamline protection, legal, and healing services for young survivors under one roof.

We thank IACAT for sharing their journey and guiding this crucial local initiative. Together, we are removing barriers to justice for the most vulnerable.

The Department of Justice (DOJ), in partnership with the European Union-funded Governance in Justice (EU-GOJUST) Programme, officially launched its Strategic Planning Activity through a high-level meeting with Secretary of Justice Fredderick A. Vida, bringing together key officials to define the Departmentโ€™s long-term strategic direction, policy priorities, and institutional aspirations.

The activity marked the beginning of a Department-wide strategic planning process aimed at transforming the DOJ into a more resilient, responsive, innovative, and future-ready institution, one that delivers accessible, efficient, and people-centered justice services and strengthens public trust and confidence in the justice system.

In his message, the Secretary of Justice emphasized that the initiative should not merely produce a planning document, but should serve as a catalyst for meaningful institutional transformation capable of responding to evolving legal, governance, and societal challenges.

Among the key priorities identified were the review of the mandates and strategic framework of DOJ offices and its attached and constituent agencies; strengthening institutional and human resource development through capacity-building, digital transformation, and innovation; and expanding access to justice through the nationwide establishment of Katarungan Offices.

Supported by EU-GOJUST and coordinated by the Planning and Management Service (PMS), the strategic planning process will adopt a participatory and evidence-based approach, engaging DOJ offices and its attached and constituent agencies in shaping a shared vision for the Department, one that reinforces the DOJโ€™s role as a trusted institution committed to upholding the rule of law and delivering justice that is accessible, effective, and responsive to the needs of every Filipino.
