Bandang alas-2:20 ng madaling araw ng 25 Hulyo 2026, nakatanggap ng ulat ang mga naka-duty na personnel ng DOTr Special Action and Intelligence Committee for Transportation (SAICT) tungkol sa isang motorsiklong iligal na gumamit ng EDSA Busway at nag-counterflow sa pagitan ng EDSA Guadalupe at Buendia Busway Stations (southbound).

Agad na rumesponde si SN2 Calixtro PCG ng Team Echo at napahinto naman nito ang naturang motorsiklo. Sa isinagawang beripikasyon, napansin ding walang suot na helmet ang rider. Nang hingin ang driver’s license at Official Receipt at Certificate of Registration (OR/CR) para sa verification at pag-iisyu ng kaukulang Temporary Operator’s Permit (TOP) dahil sa mga naobserbahang paglabag sa batas trapiko ng nasabing rider, iniabot nito ang kanyang driver’s license at OR/CR. Gayunman, bago pa makumpleto ang proseso, bigla itong tumakas at iniwan ang kanyang mga dokumento.

Ang driver’s license at OR/CR na naiwan ng rider ay ituturn-over sa Land Transportation Office (LTO) para sa kaukulang aksyon alinsunod sa umiiral na mga batas at regulasyon. Kasabay nito, magsusumite rin ang DOTr SAICT ng kahilingan sa LTO para sa pag-isyu ng Show Cause Order (SCO) laban sa rider upang papanagutin ito sa mga naobserbahang paglabag sa batas trapiko.

Timely Intervention Brings an Individual to Safety

On the evening of 21 July 2026, personnel from DOTr-SAICT Team Hotel, in coordination with security personnel from D’Arm Security Specialist & Investigation Agency, Inc. (DASSIA) assigned at Bagong Barrio Busway Station, immediately responded to reports from concerned citizens regarding an individual in emotional distress on the station footbridge.

Through calm communication, patience, and compassionate de-escalation, the responding personnel helped bring the individual to safety. After ensuring the person’s well-being, they coordinated with the individual’s family, who took over the necessary care and support.

DOTr-SAICT commends the vigilance of the concerned citizens who immediately sought assistance, as well as the professionalism, teamwork, and compassion demonstrated by DOTr SAICT Team Hotel and the DASSIA security personnel during the incident.

This incident serves as a reminder that timely intervention, compassion, and community cooperation can make a life-saving difference.

In line with the directive of President Ferdinand R. Marcos Jr. to strengthen road safety and improve the country’s transportation system, and in support of the initiatives of Department of Transportation Secretary Banoy Lopez to promote safe, secure, and efficient mobility, Rear Admiral Oliver S. Tanseco, PCG, Inspector General of the Philippine Coast Guard and Commanding Officer of the PCG Contingent assigned to the Department of Transportation – Special Action and Intelligence Committee for Transportation (DOTr-SAICT), served as the resource speaker during the Road Safety Lecture held on 18 July 2026 at Lexus Car BGC.

Conducted in support of the guidance of ADM Ronnie Gil L. Gavan, PCG, Commandant of the Philippine Coast Guard, on the implementation of the Intensified Community Assistance, Awareness, Response, and Enforcement (iCARE) Program, the lecture featured discussions on the Philippine Road Safety Action Plan (PRSAP) 2023–2028, the Safe System Approach, and the Pillars of Road Safety.

The activity underscored the importance of fostering a culture of road safety through education, awareness, and shared responsibility among government agencies, stakeholders, and the public. It likewise reaffirmed the collective commitment to advancing initiatives that protect lives, strengthen road safety, and promote responsible road use.

Aligned with the vision of President Ferdinand R. Marcos Jr. for a safe, efficient, and reliable public transportation system, and under the leadership of DOTr Secretary Banoy Lopez, the Department of Transportation – Special Action and Intelligence Committee for Transportation (DOTr-SAICT), together with the Philippine Coast Guard (PCG) – SAICT Contingent, sustained its law enforcement, passenger assistance, transport security, and incident response operations throughout June 2026.

For the month, DOTr-SAICT successfully assisted 4,860,563 commuters along the EDSA Busway through continuous station deployment and passenger assistance operations, helping ensure the safe and uninterrupted movement of commuters.

As part of its intensified enforcement efforts, DOTr-SAICT issued 593 Temporary Operator’s Permits (TOPs) and apprehended and impounded 50 colorum vehicles, further strengthening the Department’s campaign against illegal transport operations.

DOTr-SAICT also intensified law enforcement operations around the ParaΓ±aque Integrated Terminal Exchange (PITX), maintained 24/7 operational readiness, and, together with the Metropolitan Manila Development Authority (MMDA) and other partner agencies, promptly responded to road crashes, vehicle breakdowns, medical emergencies, theft incidents, and other transport-related emergencies.

During the mass demonstration near the EDSA People Power Monument, DOTr-SAICT and the PCG–SAICT Contingent immediately deployed additional personnel to key EDSA Busway stations to help ensure the continuous operation of the EDSA Busway, strengthen commuter safety and security, and minimize disruptions despite heavy traffic conditions.

The Department of Transportation – Special Action and Intelligence Committee for Transportation (DOTr-SAICT), through its Philippine Coast Guard (PCG) contingent, reaffirmed its commitment to advancing data-driven road safety initiatives as Rear Admiral Oliver S. Tanseco, Commanding Officer of PCG-SAICT, served as Resource Speaker during the Data Collection Seminar and Focus Group Discussion organized by the Automobile Association Philippines (AAP) under the FIA (FΓ©dΓ©ration Internationale de l’Automobile) Safe Mobility 4 All & 4 Life – 5-I Framework Project in support of the Department of Transportation’s Philippine Road Safety Action Plan (PRSAP). The activity was held on 08 July 2026 at the AAP Tower in Quezon City.

The seminar brought together representatives from various government agencies and road safety stakeholders to strengthen collaboration in road crash investigation, data collection, and information sharing in support of evidence-based policymaking and safer roads.

During his presentation, Rear Admiral Tanseco shared the development and operationalization of the Data on Road Incident Visualization and Reporting System (DRIVERS), a collaborative initiative of the DOTr and the Philippine National Police (PNP). He also highlighted best practices in data collection, emphasizing the importance of accurate reporting, effective inter-agency coordination, and timely information sharing in enhancing road safety and transportation security.

The activity also featured discussions on the CREATE System, followed by a Focus Group Discussion aimed at validating assessment findings and identifying strategies to further strengthen the country’s road crash investigation and data management systems.

The initiative supports the administration of President Ferdinand R. Marcos Jr. and the Department of Transportation’s continuing efforts, under the leadership of Secretary Banoy Lopez, to strengthen road safety through innovation, digital transformation, and evidence-based policymaking.
