The City Government of Masbate, headed by Mayor Atty. Olga 'Ara" T. Kho, and Dr. Arnel B. Millesca of DEBESMSCAT have officially formalized research collaboration through the successful approval and signing of a Memorandum of Agreement (MOA) for the Batuan Project.

This milestone marks a pivotal shift from the inception phase last December 2025 to active field operations. Under the BICOL RISER Program, this externally funded initiative "Harnessing the Hydroecological Potential of Garcinia binucao for Flood Risk Management in Masbate City", seeks to bridge the gap between scientific research and practical, nature-based disaster mitigation.

Implementation is scheduled to commence in the second quarter, with the research team set to conduct site assessments and community consultations across Masbate City. The project will prioritize engagement with vulnerable, flood-prone barangays, ensuring that the development of flood-risk solutions is grounded in the lived experiences of those most affected. By studying the hydroecological potential of the Garcinia binucao (Batuan) tree, the team aims to establish sustainable interventions that protect both the urban landscape and the city's natural resources.

Leading the collaborative effort are Project Leader and Director of Research and Publication Services, Dr. Alvin M. Mahawan, alongside Study Leaders Dr. Rodolfo B. Burac, Jr. (VP for Research, Extension and Innovation and Dennis G. Corlet (Director for Technical Advisory and Extension Services).

The partnership between the Department of Social Welfare and Development โ€“ Sustainable Livelihood Program (DSWDโ€“SLP) Masbate and Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) reached another meaningful milestone with the successful renewal of their Memorandum of Agreement on April 17, 2026. Global Voices, Big Ideas Mark Day Two of IRODEO 2026 at DEBESMSCAT

April 14, 2026 โ€” The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) sustained the momentum of its 3rd International Research Opportunities, Development, and Extension Outcomes (IRODEO) Conference 2026 as it successfully carried out the second day of activities at JMBL Ricarte Road, City of Masbate, Masbate.

The second day brought together distinguished plenary speakers from across the Philippines and the international academic community, who shared insights on advancing inclusive, innovative, and sustainable development through research and extension.

Among the featured speakers was Dr. Baby Boy Benjamin D. Nebres III, SUC President IV of Bicol University, who discussed advancing gender-responsive research and extension for inclusive societies. He was followed by Dr. Reginald G. Ugaddan of the University of the Philippinesโ€“National College of Public Administration and Governance (UP-NCPAG), who emphasized the role of strategic foresight and futures thinking in shaping sustainable development pathways.

Prof. Moises A. Dorado of the University of the Philippines Los Baรฑos also delivered a plenary lecture focusing on the integration of data, artificial intelligence, and digital technologies to promote equitable development.

Meanwhile, Ms. Maria Teresa L. De Guzman of the Department of Science and Technologyโ€“Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) highlighted the importance of global collaboration in building climate-resilient and inclusive agri-food systems.
An interactive open forum followed the plenary sessions, providing both onsite and virtual participants the opportunity to engage with the speakers, raise questions, and exchange ideas.

In the afternoon, the conference shifted to parallel research presentations, where participants showcased their studies across various thematic tracks at designated venues, including the Osmeรฑa Colleges session hall and the main plenary hall.

Entries were evaluated by a panel of judges composed of representatives from the Commission on Higher Education (CHED) Regional Office V, alongside DEBESMSCAT officials, including directors, deans, and vice presidents.

The day concluded with the recognition and awarding of research presenters, acknowledging outstanding contributions in the field of research and extension.

The final day of the 3rd IRODEO Conference on April 15 is expected to culminate with the announcement of winners across different research categories, marking the close of the three-day international academic gathering.

April 13, 2026 โ€” The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology(DEBESMSCAT) formally opened the 3rd International Research Opportunities, Development, and Extension Outcomes (IRODEO) Conference 2026, gathering a diverse network of international and local scholars, innovators, and development practitioners to advance research-driven solutions for sustainable and equitable growth.

Centered on the theme โ€œGlobal Synergies in Research and Extension: Co-Creating Sustainable and Equitable Development Solutions,โ€ the conference underscores the vital role of collaboration in bridging academic research and community impact, particularly in addressing pressing global challenges.

In his welcome message, DEBESMSCAT President Dr. Arnel B. Millesca extended his appreciation to distinguished guests, plenary speakers, board of judges, and participants, highlighting the institutionโ€™s commitment to fostering innovation and partnerships that translate research into meaningful societal outcomes.

The conference rationale was presented by Dr. Alvin M. Mahawan, Director for Research and Publication Services, who emphasized the eventโ€™s goal of generating inclusive and impactful solutions through shared knowledge and global cooperation.

Delivering the keynote address, Dr. Alberto N. Naperi, SUC President IV of Central Bicol State University of Agriculture and President of Philippine Association of State Universities and Colleges Bicol Region, underscored the role of education in promoting peace, addressing climate threats, and strengthening international solidarity.

The academic sessions were formally set in motion by Dr. Rodolfo B. Burac Jr., Vice President for Research, Extension, Innovation, Creative Works, and Knowledge Management, who introduced the plenary speakers.

Faustino-Eslava of University of the Philippines Los Baรฑos and Dr. Maria Victoria Espaldon, Project Leader of Project SARAI, who highlighted how smart technologies and environmental science innovations are transforming Philippine agriculture and strengthening community resilience.

In the afternoon session, Dr. Nikki Faith A. Bantillo introduced Prof. Dr. Iwan Sugihartono of Universitas Negeri Jakarta, who presented a global perspective on reimagining education systems through research, technology, and community extension.
