Strengthening Public Participation in Governance

The Department of the Interior and Local Government (DILG) Mandaue City, together with the City Government of Mandaue, the DILG Regional Office, and CSO partners conducted the Co-Creation of Flagship Program Actions Problem-Solution Workshop for the Philippine Open Government Partnership (PH-OGP) Localization Program on August 25, 2026.

The OGP is a global initiative that promotes transparency, accountability, and participatory governance by giving civil society organizations a meaningful role in decision-making. The DILG serves as a key facilitator of the Philippine Open Government Partnership (PH-OGP) by providing guidance, technical assistance, and coordination to local governments in implementing open government initiatives. Local government units (LGUs), meanwhile, are responsible for localizing and implementing these initiatives by promoting transparency, accountability, citizen participation, and collaboration with civil society and other stakeholders in addressing local concerns.

Mayor Thadeo Jovito M. Ouano, through his representative Atty Claudine Faye Riconalla, gave his support to the program highlighting the importance of good governance, saying: "We believe that good governance is strengthened through collaboration by brining together government, civil societies, and other stakeholders, we create opportunities to identify local challenges, develop practical solutions and improve delivery of services to our people."

Ms. Catherine Melody Ruiz of the Kaabag sa Sugbo, a service provider in the localization of PH-OGP, facilitated the workshop.

This workshop marks an important step in strengthening Mandaue City's commitment to the Philippine Open Government Partnership Localization Program, fostering greater transparency, accountability, citizen participation.

Beyond Compliance: Excellence in Local Governance

Under the leadership of DILG Mandaue City Director Jerome Gonzales, DILG Mandaue City conducted the Seal of Good Local Governance Mock Assessment on August 24, 2026.

The Seal of Good Local Governance (SGLG) is the program of the DILG that honors local government units that demonstrate good performance in governance and public service. Institutionalized through Republic Act No. 11292, or the Seal of Good Local Governance Act of 2019, it assesses LGUs across key governance areas: Financial Administration and Sustainability, Disaster Preparedness, Social Protection and Sensitivity, Health Compliance and Responsiveness, Sustainable Education, Business-Friendliness and Competitiveness, Safety, Peace and Order, and Environmental Management. The SGLG encourages LGUs to uphold high standards and deliver better services that improve the quality of life of their constituents.

City Director Jerome Gonzales, LGOO VI Rothwel Pulido, and LGOO II Reymund Cuizon reviewed the documentation of all concerned departments of the City Government of Mandaue. Overall, the SGLG serves as a measure of Mandaue City's commitment to good governance, accountability, and quality public service.

The Department of the Interior and Local Government (DILG) Mandaue City facilitated the conduct of the Citizen Satisfaction Index Survey (CSIS) Utilization Conference.

The Citizen Satisfaction Index System (CSIS) uses independent academic surveys from the DILG's partner Learning Resource Institute (LRI) of the University of San Jose Recoletos (USJR) to measure how citizens view local government services like health, education, and safety.

DILG City Director Jerome G. Gonzales gave the opening remarks. On behalf of Mayor Thadeo Jovito M. Ouano, Atty Riczen Gingoyon delivered the message of support, highlighting the importance of collaborative efforts as Mandaue City can do more with the participation of all stakeholders.

Then, the USJR team presented their research. The Project Supervisor Engelvert Reyes gave the overview of the CSIS. Followed by Project Manager Randy Salazar presentation of the results of the CSIS survey.

The Department of the Interior and Local Government (DILG) Mandaue City initiated an Integrity Circle Activity participated by all personnel at Mandaue City, on August 5-6, 2026.

DILG City Director Jerome Gonzales delivered the opening remarks emphasizing the importance of unity in the team.

Program Manager LGOO VI Rothwel Pulido facilitated the Team Building activities and LGOO II Reymund Cuizon discussed the Barangay Integrated Awards (BIA) assessment indicators.

LGOO V Jean Marvette Diaz shared her expertise in photojournalism and Atty III Grace Melanie Lacamiento shared her knowledge in technical writing.

Learning Mental Health Awareness!

The Department of the Interior and Local Government (DILG) Mandaue City, with the Mandaue City Substance Abuse and Mental Health Services Office (SAMHSO), conducted a Learning Session for Barangay Secretaries and Treasurers, today, 30 July 2026.

Mr. Calvin Keithz Calvadores, MA, RPsy, presented valuable insights on mental health awareness, self-assessment, and practical ways to address mental health concerns. This timely learning session aims to equip participants with the knowledge to promote mental wellness and provide better support within their communities.

Strengthening communities starts with creating safe spaces!

The City of Mandaue officially opened the newly constructed Balay Silangan Reformation Center during the ribbon cutting ceremony on July 28, 2026.

In his speech, Mayor Thadeo Jovito M. Ouano reaffirmed the City Government's full support for the program, to wit: "This facility reflects our commitment to a balanced approach while we remain firm in our campaign against illegal drugs." He also emphasized the importance of providing opportunities for transformation through proper intervention and rehabilitation.

Philippine Drug Enforcement Agency Undersecretary Isagani Nerez enjoined Mandauehanons to "support those who want change and rebuild their lives as a safer community is achieved not only by removing the drug problem, but also by helping reformists return as productive citizens."

Balay Silangan is a program that supports qualified drug pushers who voluntarily surrendered under the government's intensified campaign against illegal drugs, or plea bargainers who are not qualified to be admitted in a DOH Drug Abuse Treatment and Rehabilitation Facility. Qualified reformers undergo in-house intervention, counseling, values formation, and livelihood training designed to help them reform and successfully reintegrate into society as productive and law-abiding citizens.

The successful implementation of the Balay Silangan program underscores the City of Mandaue's commitment in fostering a safer and more progressive community. Through institutionalized reformation and sustainable livelihood development, Mandaue City continues to pave the way for the successful reintegration of reformers into mainstream society.

The Department of the Interior and Local Government (DILG) Mandaue City extends its warmest congratulations to the City Government of Mandaue for earning the distinction of being a High Performing Local Government Unit in the 2026 Peace and Order Functionality Audit, based on its Calendar Year 2025 performance.

This achievement is a testament to the City's strong commitment to maintaining peace and public order through effective leadership, sound governance, and the collective efforts of Mayor Thadeo Jovito M. Ouano, the City Peace and Order Council, and all other stakeholders.

Strengthening Peace and Order Through Strategic Planning!

The Department of the Interior and Local Government (DILG) Mandaue City successfully conducted the Peace and Order Programs (POPs) Planning Workshop at Waterworld, Mandaue City, on 20-21 July 2026. The two-day activity gathered representatives from various national government agencies and local offices to collaboratively assess the city's peace and order situation and formulate strategic, responsive, and sustainable programs that will contribute to a safer and more secure Mandaue.

The workshop formally opened with a message from DILG Mandaue City Director Jerome G. Gonzales, who underscored the importance of comprehensive planning in identifying the goals, strategies, programs, projects, and activities that will effectively address the city's peace and order concerns. He emphasized that the success of every initiative relies on strong inter-agency coordination and a shared commitment to public service. LGOO VI Rothwel S. Pulido facilitated the first session by presenting an overview of the Peace and Order Programs Planning process, including its legal basis, background, and planning framework. This provided participants with a common understanding of the planning process before proceeding to the presentation of sectoral updates.

Following the sectoral presentations, participants conducted Workshop 1, where they identified, analyzed, and ranked the priority peace and order issues affecting their respective sectors. This was followed by the review of the accomplishments of the current Peace and Order Programs, identification implementation gaps and challenges, and discussion on lessons learned that would guide future planning. In Workshop 2, the participants collaboratively formulated strategic goals, objectives, strategies, programs, projects, and activities to address the identified priority concerns.

In his inspirational message as delivered by Atty. Ramy Armenion, Mayor Thadeo Jovito M. Ouano said: "Everyday our Mandauehanon expects one thing from us; to keep our city safe, peaceful, and prepared. Mao na atong responsibilidad og mao pud na atong commitment."

The successful conduct of the Peace and Order Programs Planning Workshop demonstrated the unwavering commitment of DILG Mandaue City and its partner agencies to strengthen inter-agency collaboration, improve strategic planning, and develop responsive, evidence-based, and sustainable peace and order initiatives.

Ensuring Sustainable Access to Safe and Reliable Water for Every Mandauehanon!

The Department of the Interior and Local Government (DILG) Mandaue City, together with the Project Development and Management Division Region VII (PDMD-R7), conducted the validation of the FY 2023 Local Government Support Fund – Support to the Barangay Development Program (LGSF-SBDP) project, Level III Water System in Barangay Labogon, Mandaue City, today, 16 July 2026, as part of the evaluation for the Regional SubayBAYANI Awards 2026.

The project aims to provide the residents of Barangay Labogon with a clean, affordable, and accessible water supply, significantly improving the community's quality of life through reliable access to this essential service.

The activity commenced with the opening remarks of Hon. Reynaldo B. Lloren, followed by an overview of the SubayBAYANI Awards delivered by Local Government Operations officer (LGOO) III Engr. John Arnold Reluya. Simultaneously, Financial Analyst III Jessa Ngojo conducted interviews with project beneficiaries to gather firsthand accounts of the project's impact on the community and Engineer II Hannah Joy Paz inspected project documents.

During the validation, DILG Mandaue City Director Jerome G. Gonzales emphasized that the successful implementation of the project demonstrates how government programs can efficiently and effectively deliver essential services directly to the people. Meanwhile, PDMD Chief Atty. Rommel A. Correa highlighted the effectiveness of the LGSF-SBDP in addressing the priority needs of communities and promoting inclusive, sustainable local development.

Through initiatives such as the LGSF-SBDP, the government continues to strengthen local governance by implementing impactful projects that improve the lives of every Filipino.
