Through the conduct of more inspections, the BPLO continues to assist entrepreneurs and business establishments in securing their permits, licenses, and other regulatory requirements—making every transaction easier, faster, and more convenient.

We aim to be more present and personal to each establishment by conducting actual inspections and ocular visits to better educate and assist businesses toward registration.

Starting the week strong as we continued with our daily conduct of inspections.

The focus of today's inspection was on the monitoring of specific areas that were still not visited by our teams. Businesses are reminded that there will still be inspections throughout the year, and that violations may still be incurred. We have also identified key areas for our visits tomorrow and the days ahead.

Last week was indeed a busy week as we filled our schedule with inspections and visitations over business establishments to effectively regulate the conduct of operations in Mandaue City. The teams were able to identify some businesses without permits, which then caused the issuance of Notices of Violations.

The BPLO Legal, Enforcement and Inspection Division continuously conducts business inspection to various businesses within Mandaue City. Aside from verifying their business permits and regulatory compliance, these inspections are conducted to determine whether the business activities declared in their applications accurately reflect their actual operations.

📣 BPLO ADVANCES BARANGAY CLEARANCE INTEGRATION IN eBPLS

Last week, the Business Permit and Licensing Office (BPLO) presented before the Barangay Councils of Barangay Tawason, Paknaan, Alang-Alang, and Umapad to discuss the integration of the payment and issuance of Barangay Clearance Fee in the Electronic Business Permits and Licensing System (eBPLS) for business permit renewal.

As of July 2026, 20 out of 27 barangays in Mandaue City have already enacted their respective Barangay Ordinances on Barangay Clearance Integration.

The City Government, through the BPLO, remains committed to working closely with all barangays toward the goal of integrating all 27 barangays by the end of 2026.

The Business Permits and Licensing Office (BPLO) conducted strategic meetings in Barangays Tabok and Basak on June 2 and July 20, respectively, to discuss the integration of Barangay Clearance fees into the business permit renewal process, in accordance with Republic Act No. 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018), as well as relevant ARTA and DILG Circulars.

Through this reform, business owners are no longer required to personally visit their barangays to secure a Barangay Clearance before renewing their business permits. Instead, the Barangay Clearance is now processed through the Electronic Business Permits and Licensing System (eBPLS), with the corresponding Barangay Clearance fee automatically integrated into the Tax Order of Payment for business tax transactions.

As of July 2026, 19 out of 27 barangays in Mandaue City have already submitted their respective Barangay Ordinances in compliance with the integration process.

The City Government of Mandaue, through the BPLO, remains committed to streamlining business transactions and improving public service delivery by expanding the integration of more barangays into the eBPLS, making business permit renewals faster, more convenient, and more efficient for the Mandauehanons.

The Business Permits and Licensing Office (BPLO) of Mandaue City successfully conducted the BIZ-On-The-Go: Financial Wellness Seminar for MSMEs on July 28, 2026 at the Session Hall of Fame, Mandaue City Hall, with the participation of more than 70 entrepreneurs and MSME representatives.

This meaningful initiative provided valuable insights on marketing strategies, pricing and costing, and basic bookkeeping, equipping local businesses with practical knowledge to strengthen and grow their enterprises.

We extend our sincere gratitude to Bank of the Philippine Islands (BPI) for choosing Mandaue City as one of its partner local government units in bringing this important financial wellness program closer to our MSMEs.

We would also like to thank the Department of Trade and Industry (DTI) Region VII for sharing their expertise and serving as resource speakers during the seminar. Their informative discussions provided participants with essential tools and strategies for better business management and sustainability.

The program opened with welcome remarks from Atty. Kvyn Honoridez of the City Mayor’s Office, who emphasized the vital role of MSMEs as the backbone of Mandaue City’s local economy. Atty. Honoridez encouraged participants to maximize the opportunity to learn and apply the knowledge gained from the seminar to further improve their businesses.

Meanwhile, Atty. August Lizer Malate, BPLO Department Head, expressed his appreciation to all participants for taking the time to attend and invest in their entrepreneurial growth.

The City Government of Mandaue under the leadership of City Mayor Jovito "Jonkie" Ouano remains committed to supporting the development of our local business community through partnerships and capacity-building programs that empower entrepreneurs and promote sustainable economic growth.
