𝐄𝐌𝐁 𝐑𝐞𝐠𝐢𝐨𝐧 𝐕𝐈𝐈 𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐬 𝐒𝐚𝐧 𝐅𝐫𝐚𝐧𝐜𝐢𝐬𝐜𝐨 𝐘𝐨𝐮𝐭𝐡 𝐭𝐨 𝐋𝐞𝐚𝐝 𝐋𝐨𝐜𝐚𝐥 𝐄𝐜𝐨-𝐒𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬

Following a day of learning and discussions on environmental protection, more than 40 young leaders in San Francisco, Cebu wrapped up the two-day Seminar-Workshop of the Environmental Management Bureau (EMB) Region VII on August 25-26, 2026.

The first day focused on discussions on EMB-mandated environmental laws, climate change, and plastic-free lifestyles, followed by an interactive Eco-Brain Battle that allowed the participants to reinforce their learnings through teamwork and friendly competition.

Building on these lessons, the participants spent the second day reflecting on their roles as young environmental leaders through a SWOT Analysis. Working in groups, they identified their strengths, weaknesses, opportunities, and challenges in contributing to environmental protection in their communities.

The groups then presented their analyses through creative presentations, showcasing their ideas and perspectives on how young people can contribute to addressing environmental concerns.

The seminar-workshop culminated in an Amazing Race, where the participants put their environmental knowledge, teamwork, creativity, and problem-solving skills to the test through a series of engaging challenges.

Through the two-day activity, EMB Region VII provided the young leaders with an avenue to learn, reflect, collaborate, and recognize their potential as active partners in environmental protection and sustainable practices in their communities.

Metro Cebu is currently recording an Air Quality Index (AQI) of 203, placing our air in the 𝘼𝙘𝙪𝙩𝙚𝙡𝙮 𝙐𝙣𝙝𝙚𝙖𝙡𝙩𝙝𝙮 𝙧𝙖𝙣𝙜𝙚 (𝙝𝙞𝙜𝙝𝙚𝙧 𝙩𝙝𝙖𝙣 𝙮𝙚𝙨𝙩𝙚𝙧𝙙𝙖𝙮'𝙨 𝙧𝙚𝙨𝙪𝙡𝙩𝙨).

High levels of fine particulate matter PM2.5 make spending time outdoors risky for everyone right now.

To protect yourself and your family, please follow these safety precautions:
😷 Wear N95/KN95 Masks: Standard cloth or surgical masks do not filter fine haze particles. Use a well-fitted respirator mask if you must step outside.
🏠 Stay Indoors & Close Windows: Keep doors and windows closed to keep polluted air out. Set air conditioners to recirculate mode.
🛑 Avoid Outdoor Workouts: Reschedule outdoor activities, running, or heavy physical labor until air levels improve.
💧 Stay Hydrated & Monitor Symptoms: Drink plenty of water. If you experience chest tightness, persistent coughing, or trouble breathing, seek medical advice promptly.
👶 Protect Vulnerable Groups: Keep children, the elderly, and anyone with asthma or heart conditions strictly indoors.

CEBU, PHILIPPINES — September 1, 2026 — Environmental authorities have issued a public health advisory following a sharp decline in air quality across key areas of Cebu. Air monitoring station managed by the Department of Environment and Natural Resources–Environmental Management Bureau Region 7 (DENR-EMB 7) recorded an Air Quality Index (AQI) spiking to 173 (as of 3PM), officially categorizing local air quality under “Very Unhealthy” conditions.

The sudden deterioration in ambient air quality is directly linked to transboundary haze originating from ongoing forest fires and wildfires in Kalimantan, Indonesia. Prevailing southwest monsoon (Habagat) winds are currently transporting fine particulate matter (PM2.5) and smoke clusters northward across the sea, impacting air sheds throughout Central Visayas and surrounding regions.

Air quality specialists note that transboundary air pollution events of this nature are heavily influenced by prevailing weather patterns and can persist as long as active hotspots in Indonesia continue to burn and southwest winds remain strong. Continuous real-time ambient monitoring is ongoing across strategic locations in Cebu to track hourly concentration trends.

Health and Safety Precautions for the Public
Under "Very Unhealthy" air conditions, high concentrations of PM2.5 can pe*****te deep into the respiratory tract, posing noticeable health risks. The general public—especially vulnerable groups such as children, elderly citizens, pregnant women, and individuals with pre-existing heart or respiratory conditions like asthma—is advised to strictly observe safety measures. DENR-EMB Region 7 is working closely with the regional Office of Civil Defense, local government units (LGUs), health agencies, and regional disaster risk management offices to coordinate public safety measures. Amid the hazy conditions observed today, DENR-EMB Region VII is sharing the latest air quality monitoring data as of 6:00 AM.

Based on the monitoring data, PM2.5 levels at the CAAQMS–Talisay station registered an AQI of 152, classified as “Very Unhealthy.”

Meteorological data from PAGASA recorded an ambient temperature of 29°C and wind direction coming from the southwest (SW).

As a precaution, the public is advised to wear a mask when going outdoors, particularly in areas experiencing hazy conditions, limit prolonged outdoor activities, and stay updated through official advisories.

On August 20, 2026, the Bohol Provincial Capitol in Tagbilaran City served as the venue for the Septage Haulers’ Forum and Orientation. Spearheaded by the Panglao Island Coastal Waters Water Quality Management Area (PICW-WQMA) in close partnership with the Province of Bohol thru their Bohol Provincial Environmental Management Office (BPEMO), the event brought together key leaders from the Local Government Units of Panglao, Dauis, and Tagbilaran City to drive unified ecological action across the island’s critical coastal zones.

The forum provided a comprehensive platform to align national regulatory standards with local ex*****on and private sector capabilities. Key presentations were delivered by regulatory and technical agencies: Department of Health (DOH), Department of Public Works and Highways (DPWH), Privileged Industry Presentations (Septage treaters, haulers, and Water providers).

The discussions emphasized the pressing wastewater challenges facing Tagbilaran City, Panglao, and Dauis as tourism and urban development accelerate. As these regions grow, establishing compliant, sustainable sanitation systems—from proper septic tank maintenance to safe off-site treatment—has become an urgent imperative under the Clean Water Act.

Delegates from Panglao, Dauis, and Tagbilaran City actively engaged with DOH officials, DPWH engineers, and private service operators to explore inter-LGU linkages, compliance frameworks, and public-private partnerships. The session underscored a shared consensus: long-term protection of Bohol’s marine resources requires synced local ordinances, regulatory oversight, and dependable service providers working side-by-side.

The event concluded with a renewed commitment to inter-agency cooperation. By combining strong governance from provincial and LGU leadership, national regulatory backing from DOH and DPWH, and technical expertise from private treaters and haulers, Bohol continues to chart a sustainable path for coastal resource protection and public sanitation.
