Following the deliberation of the Management, Screening and Evaluation Committee (MSEC), seventeen (17) Persons Deprived of Liberty (PDL) from the Mandaue City Jail โ Male Dormitory were granted their liberty through the application of the Good Conduct Time Allowance (GCTA) and other applicable legal provisions. Their release was approved after a thorough evaluation of their records, earned time allowances, exemplary behavior, and consistent participation in educational, developmental, and rehabilitative programs.
While in custody, these individuals made the conscious decision to change. Through discipline, positive conduct, continuous learning, and active participation in correctional interventions, they demonstrated that genuine rehabilitation is possible. Their journey reflects the BJMP's commitment to recognizing reform and providing deserving individuals with the opportunity to rebuild their lives.
Under the leadership of City Jail Warden JSUPT JESSIE JAMES C GINGOYON, the Mandaue City Jail โ Male Dormitory continues to uphold restorative justice by fostering an environment where rehabilitation, personal growth, and successful reintegration into society remain at the forefront of its mission.
The successful conduct of the MSEC deliberation was made possible through the dedicated efforts of JINSP BONIE JOHN L LASDOCE, Assistant Warden; SJO4 Christopher D Delega, Chief Intelligence and Investigation Officer; JO2 Johanna Ericka A Ungay, PDL Records and Releasing Officer; and JO1 Kristine G Daligdig, PDL Big Brother (PBB) Focal Person. Their commitment to fairness, integrity, and due process ensures that every recommendation is carefully evaluated in accordance with the law.
