DHSUD-7, Tagbilaran City Strengthen Partnership for Expanded 4PH Housing Initiatives.

The Department of Human Settlements and Urban Development (DHSUD) Region VII, led by Regional Director Engr. Mark Anthony L. Lindugan, paid a courtesy visit to Mayor Jane C. Cajes-Yap to strengthen collaboration on the implementation of the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program in Tagbilaran City.

The meeting centered on the proposed rental housing project under the Expanded 4PH Program, an initiative that seeks to provide safe, affordable, and sustainable housing for underserved Filipino families while addressing the city’s growing housing needs.

During the discussions, the City Government of Tagbilaran also expressed its interest in participating in the Enhanced Community Mortgage Program (ECMP) as part of the Expanded 4PH framework. The initiative aims to provide organized communities with greater opportunities to secure land tenure and develop sustainable housing solutions, further complementing the city’s efforts to address the housing needs of low-income and underprivileged residents.

Mayor Jane C. Cajes-Yap conveyed the local government’s full support for the national housing agenda of President Ferdinand R. Marcos Jr., implemented through the leadership of DHSUD Secretary Jose Ramon P. Aliling. She reaffirmed the city’s commitment to working closely with DHSUD in advancing housing initiatives that will expand access to decent, secure, and affordable homes for its constituents.

Regional Director Lindugan underscored the importance of strong collaboration between the national government and local government units in realizing the goals of the Expanded 4PH Program. He emphasized that initiatives such as the rental housing modality and the Enhanced Community Mortgage Program reflect the government’s commitment to delivering inclusive, sustainable, and people-centered housing solutions tailored to the diverse needs of Filipino communities.

The meeting reaffirmed the shared commitment of DHSUD Region VII and the City Government of Tagbilaran to advancing accessible and sustainable housing programs, reinforcing the administration’s Bagong Pilipinas vision of building resilient communities and improving the quality of life of every Filipino.

DHSUD Recognized as Key Partner in Mandaue City’s Housing Initiatives

MANDAUE CITY, Cebu — The Department of Human Settlements and Urban Development (DHSUD) was recognized as a key National Government partner in Mandaue City’s efforts to provide safe, affordable, and innovative housing solutions.

During his State of the City Address (SOCA), Mayor Jonkie Ouano highlighted the development of Bayanihan Village in Barangay Guizo, a pioneering modular shelter community established through the collaboration of the City Government and the National Government through DHSUD under the leadership of Secretary Jose Ramon Aliling. The project provides temporary housing and essential support facilities, including a daycare center and a health center, for families in need.

Mayor Ouano particularly acknowledged DHSUD Region VII Regional Director Engr. Mark Anthony L. Lindugan for the agency’s continued support in advancing housing initiatives in Central Visayas, particularly in promoting modular housing technologies.

The City Government is further expanding its housing program, with the design-and-build implementation of three residential buildings underway and additional projects being pursued under the Pambansang Pabahay para sa Pilipino (4PH) Program.

The continued partnership between Mandaue City and DHSUD Region VII reflects the shared commitment of the National and Local Governments to delivering decent, resilient, and affordable housing communities that improve the lives of Filipino families. # # #

PUBLIC ADVISORY. Suspension of the Mandatory Amendment of Homeowners Association Bylaws

Pursuant to Department Circular No. 2026-019 series of 2026 dated 24 August 2026, the Department of Human Settlements and Urban Development (DHSUD) hereby indefinitely suspends the operative deadline for the mandatory amendment of the bylaws of homeowners associations under the 2024 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9904.

Accordingly, all concerned homeowners associations, homeowners, federations, confederations, and umbrella organizations are advised to hold in abeyance any action or compliance related to the mandatory amendment of bylaws pending further guidance from the Department.

The suspension does not repeal or amend the 2024 Revised IRR and does not exempt homeowners associations from complying with other applicable laws, rules, and regulations.
