MANDAUE CITY— By virtue of Republic Act 11642 or the Domestic Administrative Adoption and Alternative Child Care Act, the second week of June is designated as the Adoption and Alternative Child Care Week (AACCW).

Led by the National Authority for Child Care (NACC) and its 16 Regional Alternative Child Care Offices (RACCOs), this year’s AACCW carries the theme, “Love Makes a Family,” to emphasize that families are also built and strengthened through love.

“We hope that this celebration reminds the public that family is not only defined by blood, but also by the unconditional love, care, and commitment that bind people together," RACCO VII Officer-in-Charge Concepcion E. Solera said.

RACCO VII will lead the Central Visayas celebration in partnership with the Local Government Unit of Naga City, Cebu by holding the annual BISIG-Kleta: Bike Ride and Fun Run for a Cause on June 13, 2026 at the Saint Francis of Assisi Ocean Park, Naga City, Cebu.

The event features two race categories: a 10-kilometer route for bikers, and a 5-kilometer course for runners.

NACC and RACCO VII are inviting the public to celebrate and support legal adoption and alternative child care by joining BISIG-Kleta.

“He is now legally our son and we are lawfully his parents.” 💙💛❤️

My husband and I had been married for 8 years when Matt (not his real name) came into our lives.

My husband had brought up adoption once and I responded with a vehement no because my idea of adoption was shaped by the entertainment narrative which created fear and vicarious stigma. But on the day my husband came to my workplace to tell me about a baby he was going to see, I had the intuition that that was it.

After work that very day, we picked up our one-day-old son. As I was holding Matt in my arms for the first time, I looked at him not as a stranger’s given-up son but as my very own. Somehow, gazing at him created a mother and child bond and I quietly promised to love him and take care of him.

We left our house that night as a childless couple, and went home as a family of three.

Back then, adoption was long, tedious and expensive. From what I knew, the child would be taken from the Prospective Adoptive Parents (PAPs) until the completion of the adoption. That was a risk we didn’t want to take. We want Matt to have the security of a family and a home and to make him feel that he is loved despite being adopted. Every day apart is a gap that may be hard to make up for.

We decided to follow the easy route taken by many adoptive families who couldn’t afford the legal fees associated with adoption in the Philippines. We simulated the birth record of our adoptive son despite knowing that it was not right. We bore that guilt until we heard of RA 11222.

The Simulated Birth Rectification Act (SIBRA) was an answered prayer for us. How can man, on his own, save himself from the consequences of sin? We knew it was wrong but we had the right motive. But, good intent does not excuse one from facing the consequences of traversing the law. Driven by the desire to correct the error of our ways, we decided to avail of the amnesty under Republic Act No. 11222.

The SIBRA process was still tedious but not as long and not as expensive as it would have been had adoption in the Philippines remained the way it was. With the help of dedicated social workers from the municipal level to the regional level, we were able to successfully rectify the simulated birth record of our son.

Now, we live in freedom and no longer in fear. We are not anxious about the future anymore as Matt is now legally our son and we are lawfully his parents.

The Simulated Birth Rectification Act (SIBRA) or Republic Act No. 11222, provides a 10-year amnesty window for individuals to adopt through correction of simulated birth records. The amnesty ends on March 29, 2029.

This law exempts from criminal liability for those who falsified records out of a genuine desire to raise and protect a child.
