PAHAYAG

Ang kamakailang anunsyo ng pagtaas ng singil ng tubig ng Mangaldan Water District (MAWAD) simula June 2025 consumption (July 2025 billing) ay nakatanggap ng samu’t saring reaksyon at komento.

Nais naming bigyang linaw na ang pagtaas na ito ay dumaan sa tama at mahabang proseso na inilatag ng Local Water Utilities Administration (LWUA), na siyang sumasaklaw sa mga water districts gaya ng MAWAD, hindi ang lokal na pamahalaan ng Mangaldan (LGU).

Noong May 2022 pa lamang ay inumpisahan na po naming makipag-ugnayan sa LWUA tungkol sa hiling na pagtaas ng singil ng tubig.

Sa direktiba ng LWUA, nagsagawa ang MAWAD ng public hearing, na dinaluhan ng mga consumers, noong December 16, 2022 kung saan ipinaliwanag na ang pagtaas ng singil ng tubig ay epekto lamang ng biglang pagtaas din ng kuryente, gasolina, at iba pang gamit sa operasyon. Ito ang mga pangunahing kailangan ng MAWAD para sa tuloy-tuloy na operasyon ng pumping stations. Kinakailangan ng MAWAD na mag-adjust sa mga ganitong hindi inaasahang pagkakataon upang mapanatili at mapabuti pa ang serbisyo ng tubig sa bayan ng Mangaldan. Kung inyong matatandaan na pinresenta sa public hearing, ₱150.00 minimum charge ang hiniling ng MAWAD sa LWUA.

Ang pagtaas ng water rates ng MAWAD ay hindi lang basta-basta inaprubahan. Napakaraming dokumento ang isinumite ng MAWAD sa LWUA sa halos tatlong taon bago ito pormal na naaprubahan sa pamamagitan ng LWUA Board of Trustees Resolution No. 34, S. 2025 noong March 28, 2025. Sa kanilang sulat, ₱147.50 na lang ang kanilang aprubadong minimum charge, na may karagdagang 2% franchise tax sa bawat billing. Gusto rin linawin ng Management na itong franchise tax ay ireremit lang din sa BIR nang buo; wala pong portion ng 2% na ito ang maiiwan sa MAWAD.

Mapapansin din ninyo na aprubado na ang water rates increase noong March 2025 pa. Ngunit sa mabuting konsiderasyon ng Board of Directors at General Manager ng MAWAD, pinatapos muna ang eleksyon period bago ito i-implement sa kadahilanang ayaw po naming madikit sa kung ano mang pulitika. Ang MAWAD ay isang hiwalay na GOCC na ang mandato ay makapagbigay ng tubig sa bayan ng Mangaldan.

Nananatili kaming nakatuon sa pagbibigay sa inyo ng mas mahusay pang serbisyo. Salamat sa inyong patuloy na suporta at pang-unawa.

OF WATER RATES INCREASE

To All Our Valued Consumers:

This is to inform you that the new adjusted water rates, as presented in the public hearing held on December 16, 2022, have been approved by the Local Water Utilities Administration (LWUA) as confirmed by Board of Trustees Resolution No. 34, S. 2025. These rates are adopted through MAWAD Board Resolution No. 18, S. 2025 effective June 2025 consumption (July 2025 billing).

In addition to the water rates, please be informed that a 2% franchise tax will be included and reflected in your monthly billing.
