The newly appointed Philippine Coast Guard (PCG) Commandant, Vice Admiral Rommel Supangan, presented four strategic pillars that will guide his leadership during the Change of Command ceremony in Port Area, Manila, today, October 19, 2026.
Vice Admiral Supangan identified (1) institutional transformation and good governance, (2) effective maritime governance, (3) modernization and capacity building, and (4) strategic partnerships and cooperation as his four core priorities.
Under the first pillar, Institutionalizing Transformation and Good Governance, the PCG Commandant seeks to strengthen institutional accountability and transparency across Coast Guard units while sustaining organizational reforms.
The second pillar, Strengthening Effective Maritime Governance, emphasizes the PCG's role in safeguarding the Philippinesโ maritime interests.
โThe PCG's sovereign patrols, particularly in the West Philippine Sea, will support the whole-of-government approach to assert our sovereignty and sovereign rights. We will stand on what is ours, and we will do so with dignity, integrity, and absolute resolve,โ Vice Admiral Supangan said.
Through the third pillar, Modernization and Capacity Building, he aims to advance the development of Coast Guard capabilities to address the country's evolving maritime safety and security challenges.
The fourth pillar, Strategic Partnerships and Cooperation, focuses on strengthening collaboration with government agencies, international partners, and maritime stakeholders.
โAs we face an era defined by shifting geopolitical tides and escalating maritime vulnerabilities, the PCG must stand as an unyielding vanguard, resolute in action, governance, and compassionate in service,โ the Coast Guard Commandant furthered.
Vice Admiral Supangan also expressed his gratitude to President Ferdinand R Marcos Jr and Department of Transportation Secretary Giovanni Lopez for the trust and confidence placed in his leadership. He also paid tribute to outgoing PCG Commandant, Admiral Ronnie Gil Gavan, for his distinguished service and contributions to the organization.
โTo the Filipino people, your Coast Guard is ready, an institution of service and hope. We will keep our enduring commitment to serve with professionalism, integrity, and excellence for the flag, country, and the Filipino people,โ he concluded.
