2. Barangay Clearance
3. Police Clearance
4. Endorsement from the Chief, Regional HPG or Chief, Provincial HPG
5. Driver's license, MC's OR/CR and
6. Other proof of ownership.

PNP BAGS CAGAYAN’S NO. 1 WANTED CARNAPPER AND MOTORBIKE THIEF

“The Philippine National Police is sending a clear message: our uncompromising stance against carnappers and other criminals who endanger our streets and our families will be intensified until all of them are put behind bars” Chief PNP Debold Sinas declared as he lauded the Highway Patrol Group for the significant strikes against carnappers in Cagayan and in Bulacan on Wednesday.

Accordingly, joint personnel of Cagayan Provincial Highway Patrol Team (PHPT) (lead unit), Sta. Teresita MPS and San Guillermo MPS conducted manhunt operation on February 10, 2021 at Sitio Vietnam Brgy. Burgos San Guillermo, Isabela that resulted in the arrest of JAMES ESTUARIA aka Justin Imput, CAGAYAN PHPT’s TOP 1 Most Wanted Person (Provincial Level), 24 years old and a resident of Sitio Vietnam Brgy. Burgos San Guillermo Isabela by virtue of Warrant of Arrest issued Presiding Judge CONRADO T. TABACO of Second Judicial Region, Regional Trial Court, Branch 09, Aparri, Cagayan for the crime of CARNAPPING with recommended bail bond of Php 180, 000.00, for violations of Republic Act No. 6539 as amended by RA 10883.

Meanwhile, personnel of Regional Highway Patrol Unit of Police Regional Office 5 conducted a Manhunt Charlie operation on February 10, 2021, at about 8:20 in the evening, that resulted in the arrest of PATRICK DUGAN y LIRIO aka "Boy Negro", 24 years old and a resident of Brgy. Bancal Extension, Meycauyan, Bulacan, by virtue of Warrant of Arrest for violation of Republic Act No. 10883 issued by Presiding Judge Edgar L Armes, RTC Branch 4, Legaspi City, with P300,000.00 recommended bail bond for his temporary liberty.

Recovered from the control and possession of the suspect is one (1) unit of motorcycle TM Mitsukoshi Bonus X100, color black/blue, Engine Nr. VMSD3A2D000221, Chassis Nr. RLGSCMUNKD000221, bearing Temporary Plate with MV File number 1801-00000010123 which is also the subject of a complaint for carnapping in Camalig, Albay.
