PBBM spearheads inauguration of DPWH Flood Control Project

The Small River Impounding Project (SRIP) and Drainage System along Cadcadir River, Barangays Union and Cadcadir, Claveria, Cagayan, also known as Union Water Impounding Dam, was officially inaugurated on Tuesday, October 14.

Spearheaded by President Ferdinand “Bongbong” Marcos Jr. (PBBM), along with Department of Public Works and Highways (DPWH) Secretary Vivencio "Vince" Dizon, National Irrigation Administration (NIA) Administrator, Engr. Eduardo Eddie Guillen, and local government officials, this flagship project underscores the government's dedication to initiatives that enhance food security, climate resilience, and inclusive development, particularly in rural communities.

The inauguration program commenced with the ceremonial unveiling of the project marker, followed by the symbolic opening of the intake gates that channel water to the irrigation canals. An inspection and guided tour of the facility ensued, providing the President with a comprehensive overview of the project's scope and features.

"Napatunayan natin na maaring gumawa ng magandang flood control na effective. Basta't maayos ang pagpa(pa)gawa, maayos ang disenyo, maayos ang implementasyon, wala tayong makikitang problema."

(We've proven that we can build effective flood control systems. As long as the construction, design, and implementation are done properly, we won't see any problems.)

Representatives from seven (7) Irrigators' Associations (IAs) in the municipality of Claveria attended the event, making it more meaningful. A key component of the event was the 'Ugnayan' session, where PBBM addressed pressing agricultural challenges affecting farmers.

The project, with a contract cost of Php 510,361,377.64, commenced on September 14, 2023, and was completed on January 5, 2025, under the implementing efforts of the DPWH – Unified Project Management Office – Flood Control Management Cluster, in partnership with NIA. It can impound 514,000 cubic meters of floodwater that can supply 1,050 hectares of irrigable land, directly benefiting 1,017 farmer beneficiaries across seven (7) barangays, namely, Union, Mabnang, San Vicente, Lablabig, Cadcadir East, Kilkiling, and Cadcadir West.

The Union Water Impounding Dam represents a monumental leap towards a resilient future, harnessing water resources to fuel agricultural growth and community empowerment.

Interim Mid-year Meeting together with Korea Eximbank on Integrated Disaster Risk Reduction and Climate Change Adaptation (IDRR-CCA) Measures in Low Lying Areas of Pampanga Bay Stage 2 Project

An Interim Mid-Year Meeting on Integrated Disaster Risk Reduction and Climate Change Adaptation(IDRR-CCA) was conducted on April 24, 2025 at DPWH UPMO-FCMC Field Office in Apalit, Pampanga, amongst the attendees are officers from Korea Eximbank; Mr. Jang Tae-Gyu, KEXIM Headquarter Senior Loan Officer; Mr. Kim Woo-Jae, KEXIM Headquarters Loan Officer; Ms. Minjeong Kwon, Manila Deputy Director; Ms. Jezreel Gonzaga, Manila Program Officer, Also DPWH Project Managers Jerry A. Fano, Edgar M. Jiao and Tomas Edison S. Olalia and Engineers Alma Y. Robles, Alvin Y. Diaz, Justine T. Olalia, Jericho P. Jiao, Anna Coreene Del Rio, Honey Grace Galit, Nichole Denisse Santos, Mariette Joyz Lee, Therese Lorraine Mendiola and Maria Raphaela Renee Lim and representatives from Consultants; Kyong-ho Engineering & Architects Co., Saman Corporation and Isan Corporation.

The meeting commenced with a comprehensive presentation by Engineer Nash Jett Reyes of Kyong-ho Engineering & Architects Co., detailing the progress of the Feasibility Study for IDRR-CCA Stage 2. Set for completion by June 20, 2025, the study aims to mitigate flood damage through river improvement projects, contributing to national development and enhancing residents’ quality of life.

An open forum followed, where Project Manager Jerry A. Fano proposed the integration of green engineering concepts into the project’s design, emphasizing sustainable and environmentally friendly approaches as essential to long-term disaster resilience.
Following the discussions, officials from Korea Eximbank, Department of Public Works Highways (DPWH), and Kyong-ho Engineering & Architects Co. conducted a site visit to the Sapang Maragul Sluice Gate in Masantol, Pampanga.

The meeting underscored the continued collaboration between local and international partners, working together to develop smart, adaptive, and sustainable infrastructure that strengthens community resilience.

A review mission was conducted on April 1-11, 2025 for the Metro Manila Flood Management Project, Phase 1, jointly funded by the World Bank (WB) and Asian Infrastructure Investment Bank (AIIB).

One of the activities of the mission was the site inspection of the on-going Construction of Four (4) New Pumping Stations in Tatalon, Doña Imelda, Roxas I and II, Quezon City. The inspection was led by Project Manager Violenda B. Sucro and Project Manager Martiniano M. Dela Cruz, Jr. of DPWH – Flood Control Management Cluster, along with the Engineers and Consultants of the project, together with the representatives from World Bank and AIIB, and Contractors.

This review mission aimed to check if the implementation was up to the standards of World Bank, AIIB, and the Department, ensuring the quality of infrastructure and on-time completion of the projects.

Korean Exim Bank Site Visit on Integrated Disaster Reduction and Climate Change Adaptation (IDRR-CCA) Measures in Low Lying Areas of Pampanga Bay Stage 1 Project

Last April 3,2025, Ms. Minjeong Kwon, Manila Deputy Director; Ms. Jezreel Gonzaga, Manila Program Officer and Mr. Sungjin Cho, External Expert from the Korean Eximbank conducted a site visit on the completed Integrated Disaster Reduction and Climate Change Adaptation (IDRR-CCA) Measures in Low Lying Areas of Pampanga Bay Stage 1 project.

Before proceeding to project site, a project briefing was conducted at DPWH UPMO-FCMC Field Office in Apalit, Pampanga with Project Managers Edgar Jiao and Tomas Edison Olalia, Engineers Alvin Diaz, Alma Robles, Anna Coreene Del Rio and Therese Lorraine Mendiola during their courtesy call. Afterwards, they conducted the project site visit together with the representatives from HJ Shipbuilding & Construction, Ltd. and DPWH UPMO-FCMC Project Engineer Tomas Edison Olalia and Engineers Alma Robles, Anna Coreene Del Rio and Therese Lorraine Mendiola on the constructed concrete slope protection at Eastern Branch Channel and Third River and Sapang Maragul Sluice Gate at Sapang Maragul River. Additionally, officers from Korean Eximbank interviewed some beneficiaries of the project.

The purpose of this visit was to monitor the completed project and evaluate whether the project serves its intended purpose which is to reduce flood damage and inundation on the low-lying areas of Pampanga.

Cavite Industrial Area – Flood Risk Management Project, JICA Loan No. PH-P265

An effective flood risk management requires both structural and non-structural measures. To support this, the CIA-FRIMP conducted a Geographic Information System (GIS) Training on March 26–27, 2025, at Mayor Tik Hall, Kawit, Cavite.

Spearheaded by Engr. Francis Funa, a Geodetic Engineer and GIS Expert from the project consultant, the training aimed to enhance map updating capabilities for disaster risk management. Key officials from DPWH-UPMO-FCMC and JICA, led by Project Manager Aurelio C. Mendoza and Mr. Hateda Mikio, attended the event, with Project Consultant’s Team Leader Shuji Kaku and Non-Structural Measures Specialist Mimi Estaris at the forefront of the initiative.

Participants included representatives from Kawit’s Municipal Disaster Risk Reduction Management Office, Municipal Planning and Development Office, and Municipal Engineering Office, all working together to strengthen the municipality’s flood mitigation strategies.

Monitoring of JICA-assisted projects at Cataggaman, Tuguegarao City

The Flood Risk Management Project for Cagayan River, Tagaloan River, and Imus River (FRIMP-CTI) in Cataggaman, Tuguegarao City, was visited by the Japan International Cooperation Agency (JICA Philippines). The officers received a brief briefing during their courtesy call at the DPWH UPMO-FCMC Field Office in Lingu, Solana, Cagayan.

The purpose of this visit was to monitor the JICA-assisted and completed projects in Tuguegarao City to assess whether they are well-maintained and if the projects are serving their intended objectives. Ms. Mariebel Dulay, Senior Program Officer; Ms. Ycon Orsilino, Program Officer; and Ms. AKAGAWA Ayami, Project Formulation Advisor (Disaster Risk Reduction and Management) from JICA Philippines, visited the site along with Engr. Gilbert T. Baliton and Engr. Yenn T. Surait, through the initiative of Project Manager Francis L. Escobar.

Project for Enhancement of Flood Control Structure in Prioritized River Basin Field Visits in Cagayan River Bank

From March 17-21, 2025, Mr. SHICHIJUGARI Akio, Mr. KATAOKA Taiga, and Mr. REYNEL Mojica, officers from CTI Engineering International Co., Ltd. and the JICA Study Team, visited the ongoing Enhancement of Flood Control Strategy in Prioritized River Basins (Cagayan River Basin) Project, which is under grant aid from the Japan International Cooperation Agency (JICA). The officers paid a courtesy visit to the DPWH-UPMO-FCMC Cagayan Field Office in Lingu, Solana.

Together with Engr. GILBERT T. Baliton, the team held meetings with representatives from DPWH Region II and the contractor. They conducted site visits to the confluence of the Pinacanauan River - Cagayan River, the Magapit Dredging Site, Gabut (Amulung) and the San Isidro (Iguig) Cut-off Channel, the river mouth at Aparri, and the bridges along the Cagayan River (San Pablo, Malalam, Lullutan, Delfin Albano, and Cansan-Bagutari).

The purpose of the site visit was to gather information regarding cost estimation, conduct interviews with local contractors regarding labor conditions, available machinery, material procurement processes, and construction planning. Another objective of the visit was for the officers to provide additional alternatives for flood mitigation strategies for the Cagayan River. They aimed to gather references and information in case alternatives and structural plans are developed, so they can incorporate cost estimation.
