The 2026 Strategic Planning Workshop of the Regional Trial Court Clerks of Court of the Philippines has successfully concluded!

RTC Court Clerks from various regions gathered to assess past accomplishments, identify key priorities, and chart strategic directions aimed at improving court operations and the delivery of justice.

The workshop served as a meaningful platform for collaboration, knowledge-sharing, and strengthening the commitment of court personnel toward a more efficient and responsive judiciary.

The event featured inspirational messages from the Hon. Remiebel U. Mondia from RTC Branch 110 of Pasay City and the Hon. Phillip Charles G. Santos from RTC Branch 45 of Manila.

Atty. Rochelle Anne O. Obleno, National President of the RTC Clerks of Court Association of the Philippines (RTC COCAP) and Board of Directors Representative from MunParLas Atty. Rizzi Angelica V. Maribao, paid a courtesy visit to Hon. Pia Cristina Bersamin-Embuscado, Executive Judge of the Regional Trial Court of Las Piñas City and National President of the Philippine Judges Association to discuss the programs and initiatives of the organization. After the courtesy visit, Atty. Obleno and Atty. Maribao had a dialogue with the Branch Clerks of Court of Las Piñas and did a warm “kamustahan” session as a mini break in the middle of a busy work schedule as public servants.

During the meeting, Judge Embuscado conveyed her appreciation for RTC COCAP’s continuing initiatives, particularly the Association’s Disposal and Ceremonial Destruction of Evidence Program for fi****ms and other object evidence in terminated cases. She likewise expressed her full support for this significant undertaking, recognizing its vital role in promoting accountability, proper evidence management, and the efficient administration of justice.

As a manifestation of her support, Judge Embuscado graciously committed to attend the Ceremonial Destruction of Evidence on 29 July 2026, covering the courts under the jurisdiction of the Southern Police District, to be held at the Southern Police District Headquarters.

RTC COCAP extends its sincere gratitude to Judge Embuscado for her steadfast support and shared commitment to advancing programs that strengthen judicial administration through collaboration and innovation.

Turning the page on justice, one case at a time. ⚖️

On 9 July 2026, the Regional Trial Court Clerks of Court Association of the Philippines (RTC COCAP) successfully conducted the Disposal and Ceremonial Destruction of Object Evidence pertaining to cases that have already attained finality in the south, with Makati as pilot chapter. The turnover of the said pieces of evidence was held at the Makati Session Hall while the ceremonial destruction was held at the Headquarters of the Makati Police Station, reaffirming our shared commitment to the proper, transparent, and accountable disposition of court evidence.

This significant undertaking was made possible through the collective efforts and steadfast support of our partners in the judiciary and law enforcement including
PCol. Pedro A. Alagano - Chief of Police, Makati Police District, Atty. Rochelle Anne O. Obleno - National President, RTC COCAP, Atty. Edgar Allan C. Ramos - President, RTC COCAP – Makati Chapter, and Atty. Merian Joy O. Tating-Tomanglao - Board of Director for Makati, RTC COCAP National.

This activity marks the first leg of RTC COCAP’s Southern Cluster Disposal Initiative, paving the way for a more coordinated and efficient approach to evidence management among the courts in the southern area. Building on this milestone, a Centralized Disposal for the Southern Courts covering both fi****ms and non-firearm object evidence is set to take place later this month, further strengthening inter-agency collaboration and advancing the judiciary’s commitment to the timely and proper disposition of evidence from terminated cases.

Together, we move the administration of justice forward—one milestone at a time.

Meaningful engagements, stronger partnerships, shared commitment.

National President Atty. Rochelle Anne O. Obleno, together with Vice President of NCJR Atty. Reyville M. Caratiquit, Treasurer Atty. Ana Maria Verga-Francisco, and Asst. Treasurer Atty. Elaine Joy D. Magabilin-Buendia, paid courtesy calls to Executive Judge Rowena Nieves A. Tan and Judge Remiebel U. Mondia of the Regional Trial Court of Pasay City. During the meetings, both esteemed members of the judiciary expressed their full support for the Association’s ongoing programs and initiatives, particularly the disposal and destruction of evidence in cases that have already attained finality, in line with the judiciary’s commitment to efficient and responsive court administration.

The RTC COCAP National Officers likewise had the honor of meeting with Pasay City Mayor Emi Calixto-Rubiano to formally inform her that the upcoming RTC COCAP Strategic Planning Meeting will be held in Pasay City. Mayor Emi warmly welcomed the Association and graciously extended her support for the activity, reflecting her steadfast commitment to initiatives that strengthen public institutions and promote good governance. RTC COCAP is truly grateful for her generosity, warm accommodation, and unwavering encouragement, which continue to inspire the Association as it pursues programs that benefit the judiciary and the communities it serves.

These meaningful engagements underscore the value of collaboration between the judiciary and local government in advancing programs that foster excellence, innovation, and integrity in the administration of justice. On July 2, 2026, Atty. Rochelle Anne O. Obleno met with PBGen Glenn Cinco, District Director, PCOL NOEL M FERMIN, Deputy District Director for Administration; PCOL ROBERT R BAESA, Deputy District Director for Operations; and PCOL RICARDO A PUNZALAN, Chief, District Directorial Staff of the PNP Southern Police District, to further discuss matters regarding the the disposition and destruction of court evidence involving cases which have already been terminated. The meeting was likewise joined by Atty. Marga Erum, Board of Directors Representative for Pasay; Atty. Matet Obediencia from Parañaque; Atty. Leilani Rose R. Magturo, Deputy Clerk of Court - RTC-OCC Las Piñas City and Acting Branch Clerk, RTC 198 (Office of the Executive Judge); and Mr. Elphinston Nicolas Javier from the FEO SAO.

This signifies the continuing commitment of the organization in streamlining and standardizing the process of evidence disposal, and strengthening its partnership with law enforcement authorities in promoting innovation and efficiency in the justice system.

A milestone for history. A legacy for the future.

Today, RTC COCAP Manila proudly unveiled the RTC Manila Virtual Museum—the first of its kind dedicated to preserving and showcasing the rich history, heritage, and milestones of the Manila justice system through a digital platform that will serve as a lasting archive for generations to come.

Guided by the vision of Atty. Rochelle Anne O. Obleno to eventually roll out similar Virtual Museums across other court jurisdictions as part of her program, this pioneering initiative marks the first step toward preserving the institutional heritage of the Philippine Judiciary on a nationwide scale.

The program was hosted by Atty. Rowena Notario and Atty. Ronnel A. Deinla, with Atty. Janna Christi Parmisano-Soltykiewicz, Project Head, presenting the vision behind the Virtual Museum. The ceremony featured an inspirational message from the Executive Judge of Manila, Hon. Carolina Icasiano-Sison, a special message from Virtual Museum Curator, Dr. Flordeliza T. Villaseñor, MNSA, PhD, the ceremonial unveiling and ribbon-cutting, a message of gratitude from Atty. Kimberly Agniezka R. Cortez, and concluded with an inspiring message from Atty. Rochelle Anne O. Obleno, who reflected on how strangers brought together by a shared purpose can become lifelong friends, partners, and blessings in the pursuit of meaningful service.

This historic milestone was made possible through the unwavering support of Hon. Carolina Icasiano-Sison, and the invaluable encouragement of Chief Justice Hon. Alexander G. Gesmundo, Senior Associate Justice Marvic M.V.F. Leonen, and Court Administrator Ma. Theresa Dolores C. Gomez-Estoesta.

The success of this project is likewise a testament to the dedication and teamwork of the RTC COCAP Manila Chapter Officers and Members. From conceptualization and research to documentation, coordination, and ex*****on, every contribution reflected a shared commitment to preserving the history and legacy of the Manila justice system. This Virtual Museum stands as a proud product of collaboration, volunteerism, and a collective belief that our heritage deserves to be remembered and shared.

More than a digital archive, the RTC Manila Virtual Museum is a living repository of our institution's journey—preserving the stories, people, milestones, and traditions that have shaped the Manila justice system. As the first of its kind, we hope this initiative inspires courts across the country to preserve their own histories, ensuring that the story of the Philippine Judiciary continues to grow, one chapter at a time.

Strengthening partnerships in the administration of justice.

On June 4, 2026, officers and representatives of the Clerks of Court Association of the Philippines (CoCAP) paid a courtesy visit to the Makati City Police Station and held a productive dialogue with the leadership of Makati CPS headed by PCOL Pedro A. Alagano, Jr., Chief of Police.

The delegation was led by CoCAP National President Atty. Rochelle Anne Obleno, RTC CoCAP Makati Chapter President Edgar Allan C. Ramos, and RTC CoCAP Manila Chapter President Kimberly Agniezka R. Cortez, together with chapter officers, board directors, and presidential staff members.

During the coordination meeting, RTC CoCAP Manila Chapter officers, led by President Kimberly Agniezka R. Cortez, shared the best practices and lessons learned from Manila's recently concluded disposal and destruction of court evidence. The discussion highlighted effective strategies in evidence management, inter-agency coordination, and compliance with judicial procedures.

The meeting likewise served as an opportunity to discuss the national initiative spearheaded by CoCAP National President Atty. Rochelle Anne Obleno. As part of the Association's continuing commitment to support Branch Clerks of Court (BCCs) nationwide, this marks the second rollout of the Disposal of Evidence Program, a project designed to provide guidance, technical assistance, and practical solutions in addressing long-standing evidence management concerns across various courts.

The dialogue further reinforced the partnership between the judiciary and the Philippine National Police, fostering stronger collaboration, improved communication, and a shared commitment to efficient, responsive, and people-centered public service in the administration of justice.

RTC COCAP National President Atty. Rochelle Anne O. Obleno together with the Officers of the RTC COCAP Manila Chapter hosted a consultation meeting with Court Administrator Ma. Theresa Dolores C. Gomez-Estoesta on May 19, 2026.

Among the matters discussed were:

• Streamlining of reports
• Parameters for conducting fundraising activities of the Association
• Procurement of court supplies
• Career Enhancement Programs including the BCC and Judges lane in the PJP
• Clarifications on the disposal of old disposed records as residuals, particularly on documents required to be retained by the courts pursuant to existing circulars
• Disposal of non-drug and non-firearm evidence, including the possible collaboration with the Manila Chapter in crafting a collective circular that may serve as a guide for the aid of all Branch Clerks of Court nationwide
• Updates on the Salary Reclassification, with the Office of the Court Administrator reaffirming its continuing efforts to advocate for its favorable consideration based on its merits

The meeting served as a productive avenue for dialogue and coordination in further strengthening support systems, operational efficiency, and institutional initiatives within the judiciary, while reflecting the RTC COCAP’s commitment to proactive leadership, collaboration, and employee welfare.

Atty. Rochelle Anne O. Obleno reaffirmed her continuing commitment to advancing programs and initiatives that promote the welfare of Branch Clerks of Court nationwide.
