The Presidential Human Rights Committee Secretariat serves as a presidential instrument under the Office of the President that assists in defining the State's overall human rights agenda; in monitoring, coordinating and ensuring the compliance by all Executive bodies concerned of their human rights duties and obligations under the same agenda; and in engaging, as appropriate and necessary, with multi-stakeholders on relevant human rights advocacy matters.

📍 PHRCS PARTICIPATES IN THE NATIONAL FORENSIC INSTITUTE T.W.G. MEETING

The PHRCS joined fellow members of the Technical Working Group (TWG) created under Administrative Order No. 29, s. 2025, during its meeting on 2 June 2026 to discuss the current status of the proposed National Forensics Institute (NFI) and address key issues related to its establishment.

The meeting served as a platform for participating agencies and institutions to review progress, exchange updates, and strengthen inter-agency collaboration toward building a robust, science-based forensic system that supports the administration of justice, accountability, and the protection of human rights.

As a member of the TWG, PHRCS remains committed to advancing initiatives that promote the rule of law, strengthen institutions, and uphold the Philippines' human rights obligations through effective implementation, reporting, and follow-up mechanisms.

During the 61st Regular Session of the United Nations Human Rights Council (UNHRC), the Philippines co-sponsored the resolution on "The rights of persons with disabilities: disability-inclusive digital technologies and infrastructure, including transport and housing."

STRENGTHENING DIALOGUE AND PARTNERSHIP FOR THE PROMOTION AND PROTECTION OF HUMAN RIGHTS

The Presidential Human Rights Committee Secretariat (PHRCS) welcomed Bae Anna Jessa Mae Y. Crisostomo, National Spokesperson of the Mindanao Indigenous Peoples Youth Organization, during her courtesy call to the Secretariat.

During the meeting, Bae Anna shared her experiences representing Indigenous Peoples' communities from the Philippines in various engagements at the United Nations in New York, where she participated in discussions on human rights, youth participation, and Indigenous Peoples' issues at the international level.

At the PHRCS office, Bae Anna met with Atty. Gerald G. Bitonio, Director IV of the PHRCS, to exchange views on human rights concerns affecting Indigenous Peoples and the youth sector. The discussion also explored potential areas of collaboration, particularly in advancing the localization of the Fourth Philippine Human Rights Plan in Davao and strengthening the participation of Indigenous Peoples' youth in human rights initiatives.

🌍 ADVANCING HUMAN RIGHTS THROUGH RESPONSIBLE GLOBAL FINANCIAL GOVERNANCE

The PHRCS contributed to the Philippines’ engagement at the 61st Regular Session of the United Nations Human Rights Council, particularly in the resolution on the “Mandate of the Independent Expert on the effects of foreign debt and other related international financial obligations of States on the full enjoyment of all human rights, particularly economic, social and cultural rights,” which the Philippines co-sponsored. The resolution highlights the importance of the mandate of the Independent Expert in addressing how foreign debt and related financial obligations affect vulnerable sectors and the enjoyment of human rights, particularly economic, social, and cultural rights.
The PHRCS provided technical and policy support to the Philippine position on the resolution, particularly on the human rights impacts of foreign debt and financial obligations.

The Philippines co-sponsored the resolution on the Mandate of the Special Rapporteur on the sale, sexual exploitation and sexual abuse of children during the 61st Regular Session of the UN Human Rights Council. The resolution highlights the importance of continuing efforts to protect children from all forms of exploitation and abuse through strengthened measures and international cooperation.
The PHRCS provided inputs to the Philippine position during the drafting of the resolution, including perspectives relating to existing child protection efforts and human rights concerns at the national level.

Food is not merely a commodity: it is a fundamental human right essential to dignity, survival, and well-being.

During the 61st regular session of the United Nations Human Rights Council, the resolution on “The right to food” was adopted, with the Philippines among its co-sponsors—reaffirming its commitment to global efforts in addressing hunger, food insecurity, and the structural barriers that prevent equitable access to adequate and nutritious food.

The PHRCS, as the country’s National Mechanism for Implementation, Reporting, and Follow-up (NMIRF), provided inputs to the Philippine position delivered by the Department of Foreign Affairs.

🇵🇭👧🏽🕊️ EVERY CHILD HAS THE RIGHT TO LIVE IN PEACE, SAFETY, DIGNITY, AND HOPE.

The Philippines officially delisted from the United Nations Secretary-General’s list of "situations of concern" regarding Children and Armed Conflict (CAAC) in 2025. The formal delisting from the United Nations grave child rights violations watchlist reflects years of reforms, accountability measures, and strengthened protection mechanisms anchored on international humanitarian law and human rights principles. This milestone underscores the importance of safeguarding children from recruitment into armed conflict, violence, abduction, attacks on schools, and denial of humanitarian access.

Through stronger domestic legislation, inter-agency coordination, protection-centered military protocols, preservation of schools as zones of peace, and demobilization efforts, the country continues to affirm that children are rights-holders who must be protected at all times, especially in situations of armed conflict.

This development also highlights the continuing responsibility of government institutions, civil society, communities, families, and the youth to sustain a culture where the best interests of the child remain paramount.

Human rights begin with protecting the most vulnerable. When children are protected, peace becomes more enduring and justice becomes more meaningful.
