𝗕𝗟𝗔𝗡𝗞 𝗕𝗔𝗟𝗟𝗢𝗧𝗦 𝗔𝗡𝗗 𝗧𝗛𝗘 𝟱𝟬% + 𝟭 𝗧𝗛𝗥𝗘𝗦𝗛𝗢𝗟𝗗: 𝗪𝗛𝗔𝗧 𝗗𝗢𝗘𝗦 𝗜𝗧 𝗠𝗘𝗔𝗡 𝗙𝗢𝗥 𝗧𝗛𝗘 𝗨𝗦𝗖 𝗦𝗣𝗘𝗖𝗜𝗔𝗟 𝗘𝗟𝗘𝗖𝗧𝗜𝗢𝗡𝗦?

The treatment of blank ballots has become an important part of the ongoing discussion surrounding the 2026 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 (𝗨𝗦𝗖) 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗘𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀, particularly in determining the threshold for University Councilor candidates.

Under the current guidelines, 𝗯𝗹𝗮𝗻𝗸 𝗯𝗮𝗹𝗹𝗼𝘁𝘀 𝗮𝗿𝗲 𝗻𝗼𝘁 𝗶𝗻𝗰𝗹𝘂𝗱𝗲𝗱 𝗶𝗻 𝘁𝗵𝗲 𝗱𝗲𝗻𝗼𝗺𝗶𝗻𝗮𝘁𝗼𝗿 used to determine whether a candidate reaches the 50% + 1 threshold.

Through this explainer, 𝗨𝗣 𝗣𝗢𝗟𝗜𝗦 aims to examine and explain the electoral rules and the issues surrounding the treatment of blank ballots, particularly for students who may not have the time to go through the legal basis, statements, and updates on their own. It brings together the relevant provisions, the University Electoral Board’s rationale, and the broader questions surrounding the issue in one place.

𝑀𝒶𝓅𝒶𝑔𝒷𝒶𝓃𝓎𝓊𝒽𝒶𝓎, 𝐹𝓇𝑒𝓈𝒽𝒾𝑒𝓈! ☀️

More than a month into the semester, the long-awaited 🌻 𝐌𝐀𝐏𝐀𝐆𝐁𝐀𝐍𝐘𝐔𝐇𝐀𝐘: 𝐎𝐫𝐲𝐞𝐧𝐭𝐚𝐬𝐲𝐨𝐧 𝐚𝐭 𝐏𝐚𝐠𝐭𝐚𝐧𝐠𝐠𝐚𝐩 𝐬𝐚 𝐦𝐠𝐚 𝐁𝐚𝐠𝐨𝐧𝐠 𝐈𝐬𝐤𝐨𝐥𝐚𝐫 𝐧𝐠 𝐃𝐞𝐩𝐚𝐫𝐭𝐚𝐦𝐞𝐧𝐭𝐨 𝐧𝐠 𝐀𝐠𝐡𝐚𝐦 𝐏𝐚𝐧𝐥𝐢𝐩𝐮𝐧𝐚𝐧 finally took place after several postponements due to class suspensions!

The orientation welcomed the 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭’𝐬 𝐟𝐫𝐞𝐬𝐡𝐢𝐞𝐬, 𝐬𝐡𝐢𝐟𝐭𝐞𝐞𝐬, 𝐚𝐧𝐝 𝐭𝐫𝐚𝐧𝐬𝐟𝐞𝐫𝐞𝐞𝐬, equipping them with what they need to know about their programs, curricula, activities, and life in the Department.

Of course, 𝐔𝐏 𝐏𝐎𝐋𝐈𝐒 🎗️ was there to welcome our newest 𝐈𝐬𝐤𝐨𝐥𝐚𝐫𝐬 𝐧𝐠 𝐁𝐚𝐲𝐚𝐧! The 𝐔𝐏 𝐏𝐎𝐋𝐈𝐒 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 brought the energy to the orientation by dancing their very own POLIS version of 💃🏻 𝘖𝘰𝘩𝘩 𝘓𝘢𝘭𝘢 𝘉𝘢𝘣𝘺 𝘣𝘺 𝘉𝘢𝘣𝘺 𝘋𝘰𝘭𝘭𝘴, giving our freshies a glimpse of what it means to be part of the home organization of UP Manila Political Science majors.

Meanwhile, 𝐕𝐢𝐜𝐞 𝐂𝐡𝐚𝐢𝐫𝐩𝐞𝐫𝐬𝐨𝐧 𝐟𝐨𝐫 𝐄𝐱𝐭𝐞𝐫𝐧𝐚𝐥𝐬 𝐊𝐡𝐫𝐢𝐳𝐞𝐥𝐥𝐞 𝐌𝐚𝐫𝐢𝐚𝐧 𝐀𝐧𝐠𝐞𝐥𝐞𝐬 shared tips on navigating the Political Science program and emphasized the importance of loving what you do to persevere through the challenges ahead.

The freshies, shiftees, and transferees also took their Oath as official Iskolars ng Bayan, affirming their commitment to learning, service, and the country. ✊🏻🌻

The program concluded with a lightning rally following UP Naming Mahal, amplifying the student body’s calls and reminding every Iskolar ng Bayan of their responsibility to serve the people and the nation.

To our freshies, shiftees, and transferees, welcome to the Department of Social Sciences and UP Manila! May your journey as mga Iskolar ng Bayan be filled with growth, purpose, and meaningful experiences.

Nagtipon-tipon kahapon, 𝗦𝗲𝘁𝘆𝗲𝗺𝗯𝗿𝗲 𝟮𝟭, ang mga kabataan, progresibong grupo, at iba’t ibang sektor sa isang malawakang kilos-protesta upang sariwain ang 𝗶𝗸𝗮-𝟱𝟰 𝗻𝗮 𝘁𝗮𝗼𝗻 mula nang ideklara ang 𝗕𝗮𝘁𝗮𝘀 𝗠𝗶𝗹𝗶𝘁𝗮𝗿.

Mula 𝗨𝗣 𝗠𝗮𝗻𝗶𝗹𝗮, nakiisa ang 𝗨𝗣 𝗣𝗢𝗟𝗜𝗦 sa hanay ng mga nagmartsa patungong 𝗟𝗶𝘄𝗮𝘀𝗮𝗻𝗴 𝗕𝗼𝗻𝗶𝗳𝗮𝗰𝗶𝗼 at 𝗠𝗲𝗻𝗱𝗶𝗼𝗹𝗮 upang ihayag ang panawagan para sa 𝙝𝙪𝙨𝙩𝙞𝙨𝙮𝙖, 𝙥𝙖𝙣𝙖𝙣𝙖𝙜𝙪𝙩𝙖𝙣, at 𝙥𝙖𝙜𝙩𝙖𝙩𝙖𝙣𝙜𝙜𝙤𝙡 sa mga demokratikong karapatan ng mamamayan. Binigyang-diin din ni 𝗝𝘂𝘀𝘁𝗶𝗻𝗲 𝗥𝗮𝗺𝗼𝘀 mula sa ating hanay ang panawagang ma-convict si Sara Duterte para sa kanyang pananagutan, iginiit niya na ang bawat pisong ginastos sa confidential funds ay dapat maipaliwanag at maibalik sa taumbayan.

Sa gitna ng patuloy na katiwalian, kawalan ng pananagutan, at mga banta sa karapatan at kalayaan, nanindigan ang 𝗨𝗣 𝗣𝗢𝗟𝗜𝗦 kasama ang iba’t ibang sektor sa pag-alala sa mga aral ng Batas Militar at sa 𝗽𝗮𝘁𝘂𝗹𝗼𝘆 𝗻𝗮 𝗽𝗮𝗸𝗶𝗸𝗶𝗯𝗮𝗸𝗮 𝗽𝗮𝗿𝗮 𝘀𝗮 𝗶𝘀𝗮𝗻𝗴 𝗺𝗮𝗸𝗮𝘁𝗮𝗿𝘂𝗻𝗴𝗮𝗻 𝗮𝘁 𝘁𝘂𝗻𝗮𝘆 𝗻𝗮 𝗱𝗲𝗺𝗼𝗸𝗿𝗮𝘁𝗶𝗸𝗼𝗻𝗴 𝗹𝗶𝗽𝘂𝗻𝗮𝗻.

Kinitil nito ang libo-libong boses na tumatawag ng hustisya at iginapos ang mga nagtangkang isiwalat ang katotohanan sa likod ng mga naghaharing uri.

As we look back on this year’s Manila Linggo ng Kabataan, 𝐔𝐏 𝐏𝐎𝐋𝐈𝐒🎗️ proudly congratulates 𝐊𝐡𝐫𝐢𝐳𝐞𝐥𝐥𝐞 𝐌𝐚𝐫𝐢𝐚𝐧 𝐀𝐧𝐠𝐞𝐥𝐞𝐬, 𝘝𝘪𝘤𝘦 𝘊𝘩𝘢𝘪𝘳𝘱𝘦𝘳𝘴𝘰𝘯 𝘧𝘰𝘳 𝘌𝘹𝘵𝘦𝘳𝘯𝘢𝘭𝘴, and 𝐉𝐚𝐦𝐞𝐬 𝐇𝐚𝐫𝐨𝐥𝐝 𝐀𝐥𝐚𝐠, 𝘓𝘦𝘨𝘢𝘭 𝘈𝘧𝘧𝘢𝘪𝘳𝘴 𝘏𝘦𝘢𝘥, for their outstanding participation as delegates of the 🇵🇭 𝐁𝐚𝐭𝐚𝐧𝐠 𝐌𝐚𝐲𝐧𝐢𝐥𝐚 𝐋𝐞𝐚𝐝𝐞𝐫𝐬’ 𝐂𝐨𝐧𝐯𝐞𝐧𝐭𝐢𝐨𝐧 (𝐁𝐌𝐋𝐂).

𝐊𝐡𝐫𝐢𝐳𝐞𝐥𝐥𝐞 𝐌𝐚𝐫𝐢𝐚𝐧 𝐀𝐧𝐠𝐞𝐥𝐞𝐬 was elected as the 𝐟𝐢𝐫𝐬𝐭-𝐞𝐯𝐞𝐫 𝐕𝐢𝐜𝐞 𝐌𝐚𝐲𝐨𝐫 𝐨𝐟 𝐭𝐡𝐞 𝐁𝐌𝐋𝐂, while 𝐉𝐚𝐦𝐞𝐬 𝐇𝐚𝐫𝐨𝐥𝐝 𝐀𝐥𝐚𝐠 was appointed as the 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐇𝐞𝐚𝐝 𝐟𝐨𝐫 𝐏𝐮𝐛𝐥𝐢𝐜 𝐇𝐞𝐚𝐥𝐭𝐡 𝐚𝐧𝐝 𝐖𝐞𝐥𝐥𝐧𝐞𝐬𝐬. Both also received various awards and recognitions throughout the convention, highlighting their excellence and leadership.

As the premier youth leadership development program of the City of Manila, BMLC, held under the observance of 𝐋𝐢𝐧𝐠𝐠𝐨 𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧 𝐧𝐠 𝐌𝐚𝐲𝐧𝐢𝐥𝐚 𝟐𝟎𝟐𝟔, brought together youth leaders to engage in policy debates, developmental discussions, and institutional simulations.

𝐔𝐏 𝐏𝐎𝐋𝐈𝐒🎗️ celebrates their achievements and remains committed to empowering young leaders in public service and governance.

𝗘𝗗𝗝𝗢𝗣 𝗡𝗢𝗪 𝗦𝗛𝗢𝗪𝗜𝗡𝗚 𝗡𝗔𝗧𝗜𝗢𝗡𝗪𝗜𝗗𝗘 🎬

Last September 2, 𝗨𝗣 𝗣𝗢𝗟𝗜𝗦🎗️ attended “𝙀𝘿𝙅𝙊𝙋 𝘾𝙖𝙢𝙥𝙪𝙨 𝘾𝙤𝙣𝙫𝙚𝙧𝙨𝙖𝙩𝙞𝙤𝙣𝙨: 𝙑𝙚𝙧𝙞𝙩𝙖𝙨 𝙞𝙣 𝙇𝙚𝙖𝙙𝙚𝙧𝙨𝙝𝙞𝙥” held at the 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗼𝗳 𝗦𝗮𝗻𝘁𝗼 𝗧𝗼𝗺𝗮𝘀. The event gave them the opportunity to meet and ask questions to the film’s director, 𝗞𝗮𝘁𝘀𝗸𝗶 𝗙𝗹𝗼𝗿𝗲𝘀, Edjop’s eldest daughter, 𝗝𝗼𝘆𝗲𝘁𝘁𝗲 𝗝𝗼𝗽𝘀𝗼𝗻, and cast members 𝗘𝗹𝗶𝗷𝗮𝗵 𝗖𝗮𝗻𝗹𝗮𝘀 and 𝗞𝗮𝗸𝗶𝗲 𝗣𝗮𝗻𝗴𝗶𝗹𝗶𝗻𝗮𝗻.

𝗘𝗗𝗝𝗢𝗣 🎞️ tells the story of 𝗘𝗱𝗴𝗮𝗿 𝗝𝗼𝗽𝘀𝗼𝗻, a young student leader and activist whose life became intertwined with the struggle against the 𝗠𝗮𝗿𝗰𝗼𝘀 𝗱𝗶𝗰𝘁𝗮𝘁𝗼𝗿𝘀𝗵𝗶𝗽 and 𝗠𝗮𝗿𝘁𝗶𝗮𝗹 𝗟𝗮𝘄. The film explores his activism, ideals, relationships, and the realities faced by young Filipinos who stood up for democracy and social change.

As we approach the 𝟱𝟰𝘁𝗵 𝗮𝗻𝗻𝗶𝘃𝗲𝗿𝘀𝗮𝗿𝘆 of the 𝗱𝗲𝗰𝗹𝗮𝗿𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗠𝗮𝗿𝘁𝗶𝗮𝗹 𝗟𝗮𝘄, EDJOP reminds us that history is not merely something to be remembered, but something to be understood in the context of the present. As we once again live under a Marcos regime, remembering the experiences of those who fought during Martial Law allows us to critically examine the conditions of our society today and reflect on the responsibilities of the youth in protecting truth, democracy, and human rights.

Sa isang demokrasya, hindi sa iilan nagmumula ang kapangyarihan. Nagmumula ito sa mamamayan. Ngunit hindi nagtatapos ang ating papel sa paglalagay ng isang pangalan sa balota. Sapagkat kung ang kapangyarihan ay ipinagkakatiwala sa atin bilang mamamayan, dapat din nating itanong kung paano natin ito ginagamit, paano tayo naririnig, at kung tunay bang may puwang tayong makilahok sa mga desisyong humuhubog sa ating buhay.

Sapagkat ang demokrasya ay hindi nagsisimula at nagtatapos  sa araw ng halalan. Nabubuhay ito sa bawat mamamayang nagtatanong, nakikilahok, at nagsasalita nang buong puso at diwa.
