Valdes Professorial Chair Lecture in Political Economy titled: "Philippine Poverty and the Politics of Development" to an online format via Zoom.

Abstract:

Poverty is a perennial problem in the Philippines. It tends to be systemic and generational, rather than situational and transient. Its massive scale incessantly demands serious government attention. Unfortunately, conventional anti-poverty policies of the government basically center on dole-outs and other short-term palliatives. They do not systematically address the problem’s roots, which lie primarily in the lack of industries and gainful employment. Following the late Adrian Leftwich, an esteemed scholar of politics, I argue that politics is the ultimate driver of structural poverty in the Philippines. Philippine politics has long been characterized by neopatrimonialism and clientelism, with dismal results in terms of lifting millions of people out of poverty. For the Philippine state to survive in the 21st century, it is necessary to shift to a modern, developmental type of politics.

About the Speaker:
Eric Vincent C. Batalla is a Full Professor and former Chair of the Department of Political Science and Development Studies at De La Salle University. He teaches courses on political economy, comparative politics, research methods, and public policy and economic development at the undergraduate and graduate levels. Professor Batalla is co-editor of the Routledge Handbook of the Contemporary Philippines (2018) and the author of journal articles and other publications on the Philippines that address issues of corruption, political economy, and regional politics. He was a member of the reciprocal working committee on the comprehensive agreement on social and economic reforms at the Office of the Presidential Adviser for the Peace Process (OPAPP). Professor Batalla obtained his M.A. and Ph.D. degrees from Hiroshima University, Japan, and has served as a visiting professor and fellow at the Japan Foundation, Waseda University, Hiroshima University, Institute of Developing Economies, and Kobe University. He was a recipient of research grants from the Japan Ministry of Education, Fuji-Xerox Foundation, Hiroshima-Mitsubishi Research Institute, and Sumitomo Foundation.

Colegio de San Juan de Letran, an institutional member of the Philippine Political Science Association (PPSA), will host the PPSA-NCR Caravan on July 29, 2026. This event will provide a comprehensive analysis of recent developments and major challenges impacting domestic and national security. Dr. Sherwin Ona from the De La Salle University Department of Political Science and Dr. Francis Domingo from the University of the Philippines Diliman Department of Political Science will share their expertise. Assistant Professor Gilda Quinones from the host institution will moderate the discussion.
