1. Democratization of power shall be pursued to encourage and allow the participation in governance of civil society in projects, programs and policies to be undertaken by the government
2. Ensure that a credible system of election is established through electoral and political reforms, and a sustainable level of engagement is reached among political actors, particularly political parties
3. Genuine and inclusive citizen empowerment shall be pursued, with the use of modern technology, where the citizen is made to be a stakeholder and participant in the pursuit of development, by providing equal access to opportunities, with an equal share in responsibilities.
