LOOK: The Philippine Extractive Industries Transparency Initiative (PH-EITI) brings the Philippine experience to the 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻 𝗧𝗮𝗹𝗸𝘀 𝗼𝗳 𝘁𝗵𝗲 𝟮𝟬𝟮𝟲 𝗘𝗜𝗧𝗜 𝗚𝗹𝗼𝗯𝗮𝗹 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲 at the SQUARE Brussels Convention Centre on October 8, 2026.

PH-EITI Deputy Coordinator for Communications, Research, and Data Management and Reporting Albert A. San Diego serves as one of the speakers for the session, presenting “From PDFs to a Portal: Making Mining Contracts Easier to Use in the Philippines.”

The session features experiences and innovative approaches from EITI implementing countries, highlighting how technology, open data, and practical solutions can strengthen transparency and accountability in the extractive sector.

Alongside the Innovation Talks, representatives from EITI implementing countries and stakeholders are also contributing to discussions across the conference’s parallel sessions, sharing country experiences, emerging practices, and approaches to responsible and accountable natural resource governance.

From visiting mining communities and seeing realities on the ground to engaging local government units and listening to community voices, PH-EITI works to bring transparency and accountability closer to where extractive activities happen.

But these stories should not end in meetings, reports, or conversations.

For 𝗦𝗲𝗻𝗶𝗼𝗿 𝗛𝗶𝗴𝗵 𝗦𝗰𝗵𝗼𝗼𝗹 𝗮𝗻𝗱 𝗰𝗼𝗹𝗹𝗲𝗴𝗲 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀, the 𝗣𝗛-𝗘𝗜𝗧𝗜 𝗗𝗼𝗸𝘆𝘂𝗙𝗲𝘀𝘁 𝟮𝟬𝟮𝟲 is an opportunity to look at your own community, ask questions, listen to different perspectives, and turn real experiences into meaningful visual stories.

Create an 𝟴–𝟭𝟮-𝗺𝗶𝗻𝘂𝘁𝗲 𝗱𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝗮𝗿𝘆 that explores the realities, experiences, and stories of extractive communities—and help bring their voices to a wider audience.

From open data to practical tools for public oversight, the Philippines is bringing its experience in extractive-sector transparency to the global stage.

As part of the 2026 EITI Global Conference in Brussels, the Innovation Talks will showcase innovative ideas, digital tools, and country experiences that are helping make extractive data more accessible, useful, and actionable for transparency and accountability.

San Diego, as he presents “From PDFs to a Portal: Making Mining Contracts Easier to Use in the Philippines” on 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟴, 𝟮𝟬𝟮𝟲, at the 𝗦𝗤𝗨𝗔𝗥𝗘 𝗕𝗿𝘂𝘀𝘀𝗲𝗹𝘀 𝗖𝗼𝗻𝘃𝗲𝗻𝘁𝗶𝗼𝗻 𝗖𝗲𝗻𝘁𝗿𝗲.

The presentation will highlight how the Philippines transformed static contract disclosures into a searchable digital portal, making information on around 180 extractive contracts covering more than 160 companies easier for the public to access and use.

The Innovation Talks bring together presentations from Senegal, Togo, Guinea, Democratic Republic of the Congo, Belgium, Central African Republic, the Philippines, Nigeria, Ghana, Mongolia, Colombia, Argentina, Brazil, Zambia, Canada/DRC, and Germany, showcasing diverse approaches to making extractive data more accessible, actionable, and useful for public oversight.

As part of the 2026 EITI Global Conference in Brussels, the Philippine Extractive Industries Transparency Initiative (PH-EITI), in partnership with the EITI International Secretariat, will host the partner event “Energy Security in Southeast Asia: Powering Resilience in an Era of Geopolitical Uncertainty” on October 9, 2026.

The session will bring together representatives from the Philippines, Papua New Guinea, Timor-Leste, Indonesia, and Tanzania to exchange perspectives on how transparency, accountability, and good governance can help strengthen energy security and support responsible resource development amid a changing geopolitical landscape.

The discussion will explore shared governance challenges, including transparency in resource development, public participation, institutional oversight, revenue governance, and maintaining public trust as countries pursue more secure and resilient energy and resource supply chains.

LOOK: Philippine Extractive Industries Transparency Initiative (PH-EITI) Chair and Focal Person, Undersecretary Bayani H. Agabin, discussed the commitment on the subnationalization of extractive governance under the 6th National Action Plan during the 3rd Quarter 2026 Philippine Open Government Partnership (PH-OGP) Steering Committee Meeting held at the Department of Finance on October 1, 2026.

“For PH-EITI, that is what we are trying to achieve with subnationalization. We want the commitment to create something that remains useful beyond the reporting period, beyond a particular administration, and beyond the meetings that we hold here at the national level,” Usec Agabin stated.

The meeting featured discussions among government representatives and non-government partners on updates regarding the implementation of commitments and priority actions under the 2026 OGP agenda.
