2. Ang mga proseso ng evaluation at signatory validation ng aplikasyon ay dadaan sa online o virtual queuing.

3. Makatatanggap ng SMS o text message at e-mail ang applikante sa kanyang registered cellphone number at e-mail address ng status ng kanilang COC/COP application.

4. Maaaring i-print ng seafarer ang kanilang COC/COP kung kinakailangan. 5. Maaaring i-verify ang COC/COP sa pamamagitan ng pag-scan ng QR code.

In view of the issuance of Memorandum Circular No. 122 by the Office of the President, operations and services at the MARINA Central Office and MARINA Regional Office - NCR, Trium Square Building, Pasay City will be SUSPENDED today, Thursday, 06 August 2026.

However, the THEORETICAL EXAMINATION will proceed today, as scheduled. Seafarers who will not be able to take the examination may apply for β€œRESCHEDULE WITHOUT PAYMENT” or β€œRESIT WITHOUT PAYMENT” in the MISMO system starting 07 August 2026.

Meanwhile, the CONDUCT OF PRACTICAL ASSESSMENT in affected areas may proceed at the discretion of the concerned Assessment Centers (ACs).
ACs in both affected and unaffected areas shall ensure compliance with the CCTV recording submission requirements under Memorandum Circular No. SC-2022-03, Series of 2022.

Also, seafarers who are scheduled to process their MARINA Professional License ID today at the MARINA Regional Office-NCR may process their application any day within the week starting 07 August 2026.

Regular operations and services will RESUME on Friday, 07 August 2026.

Bukod sa pagpaparehistro ng mga bangka at paglalabas ng mga lisensya, pinalawak din ang kaalaman ng mga kalahok sa mga umiiral na maritime safety regulations, vessel compliance requirements, at mga responsibilidad ng mga boat operator at tripulante sa pagpapanatili ng ligtas na paglalayag.

Nagpasalamat naman si San Juan Mayor Hon. Rubilyn M. Ragay kay Regional Director Engr. Ronaldo P. Bandalaria sa maagap na pagtugon ng MARINA sa kahilingan ng lokal na pamahalaan na maisagawa ang aktibidad. Nagpaabot din ng suporta ang tanggapan ni Congressman Zaldy Villa, ang Philippine Coast Guard, at ang San Juan Association of Diving Operators (SADO).

The Philippines and Chile discussed areas of collaboration that may promote employment opportunities for qualified Filipino seafarers.

Administrator Sonia B. Malaluan, together with other MARINA officials, welcomed Chilean Ambassador to the Philippines H.E. Felipe Alejandro Díaz IbÑñez to the MARINA Central Office in Port Area, Manila, on 31 July 2026. The two parties discussed the shared commitment of the Philippines and Chile to empowering the maritime workforce and addressing illegal, unreported, and unregulated (IUU) fishing.

MARINA and the Embassy of Chile in the Philippines intend to enter into an agreement that will establish a framework for the reciprocal recognition of STCW certificates issued by both countries, reaffirming their mutual commitment to upholding internationally accepted standards in maritime education, training, and certification. The proposed agreement is in relation to Regulation I/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended.

Prior to this, MARINA had formalized partnerships with various countries for the reciprocal recognition of STCW certificates, as well as for expanding bilateral cooperation.

Meanwhile, Ambassador IbÑñez encouraged MARINA to actively support initiatives related to the Agreement on Biodiversity Beyond National Jurisdiction (BBNJ Agreement), which aims to promote the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction.

The meeting was also attended by STCWO Executive Director Samuel Batalla, MARINA Acting Deputy Administrator for Education, Training and Certification Presca Lee Lugo, and Chief of Staff of the Administrator and Overseas Shipping Service Director Engr. Ramon Hernandez.

Patuloy na lumalakas ang maritime workforce ng bansa matapos maitala ng Maritime Industry Authority (MARINA) ang pinakamataas na bilang ng mga aplikasyon para sa Seafarer’s Identity Document (SID) at Seafarer’s Record Book (SRB) sa unang anim na buwan ng 2026.

Umabot sa 162,770 ang SID at SRB applications mula Enero hanggang Hunyo ngayong taonβ€”61.49% na mas mataas kumpara sa 100,791 applications na naitala sa kaparehong panahon noong 2025. Ito rin ang pinakamataas na first-half figure sa nakalipas na limang taon.

Batay sa datos ng MARINA, nalampasan din nito ang 89,058 applications noong 2024, 86,814 noong 2023, at 61,097 noong 2022.

Pinakamataas ang bilang ng mga aplikasyon noong Marso na may 30,943, sinundan ng Hunyo (28,769), Pebrero (27,114), Mayo (26,461), Abril (24,925), at Enero (24,558).

Ayon kay MARINA Administrator Sonia B. Malaluan, patuloy na pinaiigting ng ahensya ang mga hakbang upang gawing mas mabilis, mas episyente, at mas accessible ang pagproseso ng SID at SRB applications ng mga seafarers.

β€œWe encourage our seafarers to continue scheduling their appointments using the eGovPH App via MARINA’s Online Appointment System or OAS. Marami pa pong available appointment slots sa iba’t ibang MARINA offices sa buong bansa. Patuloy po naming pinag-iigihan ang aming serbisyo upang mas mabilis at maayos ninyong makuha ang inyong SID at SRB,” ani Malaluan.

Sa kasalukuyan, mahigit 13,000 appointment slots para sa SID at SRB ang nananatiling available sa iba’t ibang MARINA offices sa buong bansa sa buwan ng Agosto at Setyembre.

Matatandaan na ayon sa pinakahuling ulat ng Baltic and International Maritime Council (BIMCO), nananatiling number one source of seafarers ang Pilipinas sa buong mundo, na may tinatayang 1.6 milyong Pilipinong marino.
