The DILGโ€“NCR Local Governance Resource Center (LGRC) formally signed the Regional Memorandum Circular establishing the Metro Manila Resilience Hub during the DILGโ€“NCR National Disaster Resilience Month (NDRM) Culmination Program held on July 30, 2026, at Lakeshore Activity Center in the City of Taguig.

The establishment of the Resilience Hub is one of the key milestones of DILGโ€“NCRโ€™s Upscaling Plans for Resilient Urban Governance (UPSURGE) Project, funded through the Australian Government-supported UNDPโ€“SHIELD Programme. The drafting of the policy builds on earlier efforts supported by the Programme, which, in 2024, facilitated a series of roundtable discussions with local DRMM offices, local colleges and universities, regional line agencies, and non-governmental organizations.

Apart from the Resilience Hub policy, DILGโ€“NCRโ€™s Regional Policy Guidelines on the Capacity Development for the Management of the Dead and Missing Persons (MDM) was also signed, further strengthening the LGRCโ€™s role in providing comprehensive MDM capacity development interventions for local government units in the region.

With all these milestones, the DILGโ€“NCR pledges its full support and commitment to knowledge management, multi-stakeholder partnerships, and convergence toward building safer, more adaptive, and resilient urban communities.

The City of Manila conducted an Emergency DRRM Meeting at 9:00 AM onwards, presided over by Hon. Francisco โ€œIsko Morenoโ€ Domagoso, with City Administrator Atty. Eduardo โ€œWardeeโ€ Quintos, DILG-Manila, PNP-Manila Police District (MPD), MMDA, City Engineering Office, Manila City Disaster Risk Reduction and Management Department (MCDRRMD), Manila Department of Social Welfare (MDSW), Department of Public Services (DEPS), Manila Health Department (MHD), other local functionaries, and a representative from Meralco in attendance.

The meeting covered the latest weather and high tide reports, affected roads and flooded areas, response actions of the MPD, garbage collection and tree-cutting activities, MDSW assistance to evacuees, the response of MDSW, MHD and other city hospitals, as well as Meralcoโ€™s support in flood-affected areas.

The meeting focused on strengthening coordination among concerned offices and ensuring that immediate response and assistance are provided to affected communities in the City of Manila.

The DILG Manila Field Office, in partnership with the DILG Muntinlupa Field Office, provided technical assistance to Barangay 397, City of Manila, during its Learning Exchange on the City of Muntinlupa's Gender and Development (GAD) best practices.

The learning exchange featured Muntinlupa's flagship GAD initiatives, including the SAFER Muntinlupa and WE LEAP programs, as well as the inspiring experiences of Barangays Alabang and Ayala Alabang in implementing gender-responsive programs at the grassroots level.

The DILG Manila Field Office expresses its heartfelt appreciation to the City Government of Muntinlupa, especially the GAD Office, SAGIP ng Muntinlupa, Barangay Alabang, and Barangay Ayala Alabang, for their warm hospitality and unwavering support. Together, we continue to strengthen gender-responsive governance by sharing innovative practices and building partnerships that empower our communities.

The City of Manila has received the Special Achievement in GIS (SAG) Award by Esri, the global leader in Geographic Information Systems, at the Esri User Conference in San Diego, California on Wednesday afternoon, July 16 local timeโ€”Thursday morning in Manila.

Mayor Francisco "Isko" Moreno Domagoso led the Manila delegation to receive the award. The City of Manila is the only Philippine awardee among the 197 organizations chosen from more than 100,000 Esri clients worldwide.

Manila joined a distinguished group of international awardees that included the Land Transport Authority of Singapore, Turkey's Disaster and Emergency Management Presidency, Switzerland's Humanitarian Aid unit, Habitat for Humanity International, Wajima City of Japan, and the Regional Centre for Mapping of Resources for Development in Kenya.

The SAG Award is presented to governments and organizations worldwide that demonstrate exceptional innovation and excellence in using GIS technology to improve public service, decision-making, and operational efficiency, with winning organizations set apart by their ability to create measurable benefits for citizens and stakeholders.

Through the use of GIS, Manila significantly improved its disaster preparedness and response capabilities, implementing projects that use digital mapping, spatial analysis, and real-time data monitoring to strengthen the city's management of floods, fires, and other emergencies across the city's six districts.

Domagoso also attended the invitation-only Executive Session at the Esri User Conference 2026, where GIS leaders from around the world shared knowledge, best practices, and resources curated from the ArcGIS community.

Joining Domagoso in San Diego were Manila City Assessment Department Officer-in-Charge Atty. Ma. Cristina Fernandez, Manila GIS Team Leader Ramon Jefferson Verano, and Manila City Disaster Risk Reduction and Management Department research and planning chief Christian John Evangelista.
