The Department of Agriculture - Philippines (DA), through the National Urban and Peri-urban Agriculture Program (NUPAP) and the Bureau of Plant Industry (BPI), together with the Technical Education and Skills Development Authority (TESDA), formally signed a landmark Memorandum of Agreement to strengthen urban and peri urban agriculture through technical vocational education, technology demonstration, and skills development.
The agreement lays the foundation for the development of the Urban Agriculture Production National Certificate II (NC II), the establishment of applied learning and demonstration hubs and the integration of livelihood pathways that will provide aspiring urban farmers with nationally recognized competencies and greater economic opportunities.
Department of Agriculture Secretary Francisco "Kiko" Tiu Laurel Jr. and TESDA Secretary Jose Francisco "Kiko" B. Benitez led the ceremonial signing, joined by BPI and NUPAP Director Gerald Glenn F. Panganiban Ph.D., Agricultural Training Institute Assistant Director Antonieta Arceo, and representatives from the Office of Senator Francis Kiko Pangilinan.
This strategic collaboration marks a significant step toward institutionalizing urban agriculture skills training in the country, empowering communities with climate resilient production technologies while advancing food security, sustainable livelihoods, and more resilient urban food systems.

DA-BPI, Mitsui Partner on Mango Crop Protection Research

The Department of Agricultureโ€“Bureau of Plant Industry (DA-BPI) and Mitsui & Co. (Asia Pacific) Pte. Ltd. Manila Branch signed a Memorandum of Understanding (MOU) on July 29, 2026, to launch a research collaboration on an innovative crop protection technology for the Philippine mango industry.

The signing was led by BPI Director Gerald Glenn F. Panganiban, Ph.D., and Mitsui Manila General Manager Marilen R. Francisco, and witnessed by Agriculture Secretary Francisco P. Tiu Laurel Jr., Undersecretary-Designate for Identified High-Value Export Crops and Agri-Fishery Export Development and Promotion Philip C. Young, Mitsui & Co.'s Chief Strategy Officer of the Asia-Pacific Business Unit Takanubu Murayama and Deputy Branch General Manager Lysander Quinones.

Under the MOU, both parties will undertake pre-trial research on a controlled-release crop protection technology designed to improve the effectiveness of crop protection applications while reducing resistance development, runoff, and ultraviolet degradation. The collaboration will generate technical and regulatory data, including residue and dosage studies, to support the future evaluation and registration of the technology in the Philippines.

Through this partnership, DA-BPI will provide technical guidance, coordinate pre-trial activities, identify suitable mango trial sites, and work closely with mango growers and other stakeholders. The initiative supports the development of science-based solutions to address key production challenges, including cecid fly infestation, and reinforces DA-BPI's commitment to strengthening the competitiveness and sustainability of the Philippine mango industry.

BPI and Chinese Embassy Advance Agricultural Trade Cooperation

August 5, 2026 โ€“ The Bureau of Plant Industry (BPI) and the Chinese Embassy held a meeting to strengthen bilateral agricultural trade relations and reaffirm their shared commitment to continued technical cooperation at the Director's Office Conference Room.

The Bureau of Plant Industry (BPI) Director Gerald Glenn F. Panganiban, Ph.D., led the bilateral meeting with the Chinese Embassy, which was headed by Mr. Wang Xiaohu, First Secretary (Customs Affairs), and Mr. Zhao Yiguang, Second Secretary (Agricultural Affairs). BPI provided technical updates and reaffirmed the compliance of Philippine agricultural exports with international phytosanitary standards, which the Chinese side acknowledged. Both parties emphasized the importance of science-based approaches and continued open communication.

The meeting also highlighted opportunities for enhanced cooperation, particularly with renewed private sector engagement in specialty milled rice exports. Key next steps include the submission of technical documentation, sharing of prior market access communications, and continued regulatory coordination. Both parties also welcomed a tentative on-site inspection in September 2026 to further promote transparency and mutual confidence.
