The Department of Agriculture - Philippines (DA), through the National Urban and Peri-urban Agriculture Program (NUPAP) and the Bureau of Plant Industry (BPI), together with the Technical Education and Skills Development Authority (TESDA), formally signed a landmark Memorandum of Agreement to strengthen urban and peri urban agriculture through technical vocational education, technology demonstration, and skills development.
The agreement lays the foundation for the development of the Urban Agriculture Production National Certificate II (NC II), the establishment of applied learning and demonstration hubs and the integration of livelihood pathways that will provide aspiring urban farmers with nationally recognized competencies and greater economic opportunities.
Department of Agriculture Secretary Francisco "Kiko" Tiu Laurel Jr. and TESDA Secretary Jose Francisco "Kiko" B. Benitez led the ceremonial signing, joined by BPI and NUPAP Director Gerald Glenn F. Panganiban Ph.D., Agricultural Training Institute Assistant Director Antonieta Arceo, and representatives from the Office of Senator Francis Kiko Pangilinan.
This strategic collaboration marks a significant step toward institutionalizing urban agriculture skills training in the country, empowering communities with climate resilient production technologies while advancing food security, sustainable livelihoods, and more resilient urban food systems.
