𝐏𝐍𝐔-𝐎𝐕𝐏𝐀, 𝐑𝐈𝐓𝐐 𝐇𝐨𝐥𝐝 𝐏𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐨𝐫𝐲 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝐨𝐧 𝐅𝐮𝐭𝐮𝐫𝐞-𝐑𝐞𝐚𝐝𝐲 𝐏𝐫𝐨𝐟𝐞𝐬𝐬𝐢𝐨𝐧𝐚𝐥 𝐒𝐭𝐚𝐧𝐝𝐚𝐫𝐝𝐬 𝐚𝐭 𝐓𝐄𝐂 𝐓𝐄𝐝 𝐑𝐨𝐚𝐝𝐦𝐚𝐩 𝟐𝟎𝟑𝟓 𝐂𝐚𝐫𝐚𝐯𝐚𝐧

The Philippine Normal University (PNU), through the Office of Vice President for Academics (OVPA) and the Research Institute for Teacher Quality (RITQ), conducted a participatory co-creation workshop on future-ready professional standards for teachers and school leaders last September 25, 2026, at Saint Louis University in Baguio City. As part of the Teacher Education Council (TEC) Teacher Education Roadmap 2035 Caravan, this workshop was led by Dr. Celia Ilanan, Dean of the College of Alternative and Lifelong Learning, and Dr. Brando Palomar, Director of RITQ.

Held on the fourth and final day of the Caravan, the workshop, “Setting the Standards of Future-ready Teachers and School Leaders: A Participatory Co-creation Workshop,” brought together education stakeholders to examine the Philippine Professional Standards for Teachers (PPST), Philippine Professional Standards for School Heads (PPSSH), and Philippine Professional Standards for Supervisors (PPSS). Through guided discussions, participants provided input on which domains and indicators remain essential, which may need reframing, and which emerging competencies should be integrated into the standards.

RITQ joins the continuation of the PMES tool development for school heads

The Research Institute for Teacher Quality (RITQ) participated in the continued development of the draft Performance Management and Evaluation System (PMES) tools for school heads. The development writeshop was facilitated by the Department of Education’s Bureau of Human Resource and Organizational Development-Human Resource Development Division (DepEd BHROD-HRDD) on September 22-24, 2026, in Mandaue City, Cebu. This is part of DepEd’s broader initiative to establish a systematic performance management system for school heads, aligned with the Philippine Professional Standards for School Heads (PPSSH), a standards document finalized through research and development work by the Research Center for Teacher Quality (RCTQ), now RITQ.

The Research Institute for Teacher Quality (RITQ) participated in the continued development of the draft Performance Management and Evaluation System (PMES) tools for school heads.

The latest results of the PISA 2025 highlight an inspiring turning point for Philippine basic education. The RITQ welcomes these results with optimism. These gains reflect the commitment, resilience, and hard work of our teachers in the classroom and school environment. Their tireless effort to build strong foundational skills and support struggling learners made these results possible.

As an institute dedicated to enhancing teacher quality, RITQ views the PISA 2025 results as a catalyst to translate evidence into concrete actions. Hence, the Institute commits to continue translating these insights into actions by bringing research and practice closer together. This year, the Institute will pursue stronger school-university research-practice partnerships that will bring together faculty, pre-service teachers, graduate students, and partner schools to test practical interventions addressing priority concerns such as literacy, numeracy, science learning, learning engagement, and educational equity.

Together with our teachers, school leaders, and education stakeholders, RITQ looks forward to sustaining this progress and building an education system where every Filipino learner receives the quality education they deserve.

RITQ, as part of the Philippine Normal University, the National Center for Teacher Education, ensures the continual improvement of its Quality Management System as part of its commitment to quality assurance.

RITQ participated in the 1st and 2nd Quarter Internal Audits, held on March 19 and August 18, 2026, respectively, facilitated by Mr. Ernest Dave A. Tenorio, Internal Auditor designated to RITQ. This undertaking serves as continuous monitoring of the Institute’s alignment with the University’s core values, and its commitment to maintaining the ISO 9001:2015 standard.
