Research Institute for Teacher Quality PH RITQ is a partnership between the Philippine Normal University and the University of New England Australia.

RITQ: Improving Teacher Quality

In 2012, the Australian and Philippine Governments founded the Philippine National Research Center for Teacher Quality (RCTQ), a research organization focused on improving teacher quality in the Philippines. It is based at the Philippine Normal University, designated as the National Center for Teacher Education per R.A. 9647. Its staff and programs are supported by

SiMERR National Research Centre based at the University of New England Australia. Behind the creation of a new research center was the expressed desire from the Department of Education (DepEd) to continue to build strong and meaningful linkages between the Philippines and Australia at a time of great educational change and innovation in the Philippine education. One of the suggested linkages of strong interest, and of high priority, was in the area of quality education and, in particular, teacher quality. The Center undertakes strategic national research studies that guide and support the development and implementation of evidenced-based approaches to education provision within the Philippines and, with a particular emphasis to support DepEd and the Commission on Higher Education (CHED). Twelve years after its founding, RCTQ is now officially rebranded as the Research Institute for Teacher Quality (RITQ). The transformation to RITQ marks the realization of a five-year strategic plan meticulously crafted by RCTQ in 2021 and 2022, designed to guide its sustainability and autonomy as a leading research institution in the field of education.

RITQ, as part of the Philippine Normal University, the National Center for Teacher Education, ensures the continual improvement of its Quality Management System as part of its commitment to quality assurance.

RITQ participated in the 1st and 2nd Quarter Internal Audits, held on March 19 and August 18, 2026, respectively, facilitated by Mr. Ernest Dave A. Tenorio, Internal Auditor designated to RITQ. This undertaking serves as continuous monitoring of the Instituteโ€™s alignment with the Universityโ€™s core values, and its commitment to maintaining the ISO 9001:2015 standard.

RITQ Director Dr. Brando C. Palomar Represents the Philippines at EdUHK IPCRF 2026

Dr. Brando C. Palomar, Director of the Research Institute for Teacher Quality (RITQ), represented the institute and Philippine Normal University (PNU) at the International Postgraduate Conference and Research Forum 2026 at The Education University of Hong Kong (EdUHK) from July 28 to 31. Centered on the theme "Resilience and Adaptability: Preparing Global Citizens for Sustainable Development," Dr. Palomar engaged in key academic activities as an EdUHK alumnus, culminating in his presentation on "Reviewing Curriculum Implementation Designs and Support Mechanisms to Faculty and Students in Philippine Teacher Education Institutions." This RITQ study, led by Dr. Palomar as a Research Fellow at the Ateneo Research Institute for the Futures of Education, in collaboration with EDCOM II, identifies the different innovative teacher education curriculum implementation designs and varied support programs to tracher educators and pre service teachers.

Beyond presenting RITQ's policy research, Dr. Palomar mentored PNU PhD students, Mr. Kenneth Paul Gallema of NU Baliwag and Mr. Bryl Dovic Caballero of NU Cebu, who both successfully delivered their respective study presentations during the parallel sessions. This marks his third consecutive year at EdUHK's flagship forum, following an Outstanding Paper Award in 2024 and an Alumni Roundtable panelship in 2025. Dr. Palomar's continued engagement underscores RITQโ€™s commitment to expanding international research partnerships and driving evidence-based reforms in Philippine teacher education. RITQ extends its gratitude to PNU's top management for their support of Dr. Palomar's participation.

Sa paglipas ng panahon, nagbago ang mukha ng edukasyonโ€”mula sa mga tradisyunal na pisara at aklat hanggang sa pag-usbong ng makabagong teknolohiya at ibaโ€™t ibang inobasyon sa pagtuturo at pagkatuto.

Ngunit sa kabila ng mga pagbabagong ito, nananatiling pareho ang layunin ng Teacher Education Council: ang itaguyod ang patuloy na pag-unlad ng teacher education at propesyon ng pagtuturo.

Ngayong taon, mas lalong pinalakas ng TEC ang pagkilala sa mahalagang papel ng mga g**o bilang mga pangunahing katuwang sa paghubog ng mga mag-aaral, pagsusulong ng dekalidad na edukasyon, at paghubog ng mas maunlad na kinabukasan para sa bansa.

Ang TEC ay tinatag noong ika-4 ng Agosto 1994 sa ilalim ng Republic Act No. 7784. Pinalakas ito ng Republic Act No. 11713 noong 2022.

The Research Institute for Teacher Quality (RITQ) recently participated in the two-part Development Workshop of the Draft Performance Management and Evaluation System โ€“ Philippine Professional Standards for School Heads (PMES-PPSSH) Tools. Facilitated by the Department of Educationโ€™s (DepEd) Bureau of Human Resource and Organizational Development โ€“ Human Resource Development Division, the workshops were held on June 16-18, 2026, in Quezon City and on July 13-16, 2026, in Tanza, Cavite.

RITQ supports TEC Q2 initiatives pursuing teacher quality reforms

Positioning itself as a thought leader in teacher quality, the Research Institute for Teacher Quality (RITQ) participates in various activities facilitated by the Teacher Education Council Secretariat (TECS) that advance significant reforms to ensure teacher quality in the Philippines. Among the TEC initiatives undertaken by RITQ during the second quarter of the year are activities related to teacher career stage affirmation, alternative pathways in teacher education, and support systems for teacher development.

July 20, 2026 - RITQ hosted the PNU Flag Raising Ceremony, centering on forgiveness as this weekโ€™s value focus. RITQ Director Dr. Palomar led the discussion on the transformative power of forgiveness as a choice toward inner peace. RITQ Deputy Director Dr. Maria Teresa Manicio-Tembrevilla followed with the weekly declaration, encouraging the community to translate forgiveness into action by extending grace, seeking reconciliation, and restoring relationships.

Closing the program, PNU President Dr. Bert J. Tuga delivered an inspiring message reminding the community that forgiveness is a path toward healing and freedom. He urged everyone to embrace reflection, choose peace, and practice forgiveness both for others and ourselves as we continue serving with excellence and purpose.
