The RJJWC-NCR convened for a meeting on July 28, 2026, hosted by PAO Manila District Office.

It was formally called to order by Atty. Ramon Antonio C. Sabinorio of PAO Manila District Office and RJJWC-NCR Vice-Chairperson.

Presentation of activities for CY 2026 and feedback on the results of the monitoring visit to Bahay Pag-Asa / Youth Care Facilities and BJMP Manned Jails were among the agenda.

The committee members crafted resolutions as the results of the activities conducted for the best interest and welfare of vulnerable and disadvantaged children.

The meeting was well represented by NCRPO, DepEd, DILG, Stairway Foundation, Inc., CHR, DOJ, DOH, Child and Youth Sector.

The RJJWC-NCR visited Muntinlupa City Jails (male and female dorm) on July 21, 2026 to monitor their compliance to Republic Act 10630.

Jails officers were interviewed and confirmed that there were no minors during the visit.

Atty. Ramon Antonio C. Sabinorio of PAO Manila District Office and Mr. Raymond Maraño of DILG-NCR shared technical inputs and recommendations to jail officers on duty in proper handling of children in conflict with the law.

Bumisita ngayong araw ang RJJWC-NCR sa Muntinlupa City Bahay Pag-Asa (BPA) na pinangunahan ni Atty. Ramon Antonio C. Sabinorio ng PAO Manila District Office.

Ibinahagi ni Gng. Sheila R. Enaje, BPA Center Head ang kanilang mga programa at serbisyo sa kanilang pasilidad. Ipinakita rin ang ilan sa mga gawain ng mga residente para maging makabuluhan at kapakipakinabang ang kanilang oras sa araw araw.

Nagbigay naman ng magandang komento si G. Raymond Maraño ng DILG-NCR at makikipag-ugnayan sa kinauukulan para sa BCPC ng Muntinlupa City.

"Huwag sayangin ang pagkakataong magbago at bigyan ng direksyon ang buhay para sa magandang kinabukasan" - katagang iniwan ni Atty. Sabinorio sa mga residente sa pagtatapos ng focused group discussion.

The Juvenile Justice and Welfare Council in partnership with Consuelo Zobel Alger Foundation conducted Validation Workshop on the Draft Handbook for Duty Bearers on Restorative Justice (RJ) Programs in the Philippine Criminal Justice Sector on July 13 to 17, 2026 in Quezon City.

The development of RJ handbook commenced in 2025. This involved the series of consultation workshops participated by duty bearers from Luzon, Visayas and Mindanao.

Consultation sessions were also conducted with selected victims and children in conflict with the law and their families. These sessions aimed to ensure that their experiences, concerns and recommendations regarding their interactions with the juvenile justice system are reflected in and integrated into the handbook.

The results of the consultations were consolidated and served as the basis for the draft handbook.

Atty. Ramon Antonio C. Sabinorio of PAO Manila District Office and RJJWC-NCR Vice-Chairperson, and Dr. Editha R. Maniago, Directress of MaryMount School of Quezon City and Board Member of Association of Private School Administrators who were among the participants attended the validation workshop and represented the National Capital Region. Their valuable insights and contributions were instrumental in refining and validating the draft handbook.

The Caloocan City Social Welfare Development Department initiated an activity entitled Advocacy Sessions on Juvenile Justice and Welfare Act on July 9 & 10, 2026. It was actively participated by members of Barangay Council for the Protection of Children (BCPC).

The activity aims to strengthen the knowledge and capacity of BCPC members on their roles and responsibilities particularly in the prevention, referral and diversion process under the Juvenile Justice and Welfare System.

Likewise, it seeks to promote a rights-based, restorative justice and child friendly approach in handling cases of children at risk and children in conflict with the law.

Atty. Ramon Antonio C. Sabinorio of PAO Manila District Office and RJJWC-NCR Vice-Chairperson served as the subject matter expert who shared his knowledge on RA 9344 as amended by RA 10630.

Tama o Mali? Alamin ang tamang nilalaman ng Juvenile Justice and Welfare Act (JJWA).

❌ Walang tulong sa biktima ng children in conflict with the law (CICL)? Mali ‘yan!

Ayon sa Republic Act 9344, as amended, may karapatan ang biktima at pamilya sa psychosocial support at gabay ng social worker para masiguro ang patas, maayos at makataong hustisya at pagsulong ng paghilom sa naranasang pinsala.

Tama o Mali? Alamin ang tamang nilalaman ng Juvenile Justice and Welfare Act (JJWA).

“Walang mangyayari sa batang below 15 kahit heinous crime ang ginawa?” ❌ Mali ‘yan!

Ayon sa Republic Act 9344, as amended, may proseso para tugunan ang mga kaso ng mga batang nasa edad 15 pababa, kahit pa ito ay heinous crime. Ilalagay sila sa isang detention facility na tinatawag na Bahay Pag-Asa sa loob ng isang taon at pwedeng i-extend pa depende sa assessment ng multi-disciplinary team.
