The Sovereign Military Order of Malta engages with the Southeast Asian region through its two National Associations, four Diplomatic Missions, and several humanitarian relief efforts by Malteser International. Among Southeast Asian countries, the Philippines is unique in hosting both a National Association and an Embassy of the Order, making it one of the Order's closest partners in the region.
The Philippine Association of the Order of Malta, formally established in 1957, became the first national association in Southeast Asia. It is one of the oldest national associations in Asia, with its origins tracing back to the Spanish Delegation for the Spanish Association of the Order of Malta, formed by Spanish Knight Don Paulino Sampedro in Manila during the 1930s. Southeast Asia would wait nearly half a century before another national association was established in 2006, with the Singaporean Delegation of the Australian Association formally becoming the Singapore Association of the Sovereign Military Hospitaller Order of Saint John of Jerusalem of Rhodes and of Malta. That same year also marked another milestone for the Order in Singapore, as H.E. Jimmy Yim Wing Kuen, a Singaporean Knight, became the Ambassador of the Sovereign Order of Malta to the Republic of the Philippines. The Order also maintains a presence in Thailand, with the Order of Malta - Thailand being registered as a charity under Thai law. However, the association has yet to be granted the status of a National Association by the Sovereign Council of the Order of Malta, and it remains under the administration of the Australian Association.
The Republic of the Philippines was likewise the first in Southeast Asia to establish formal diplomatic relations with the Sovereign Order of Malta in 1965, followed by the opening of the Embassy in Manila in 1978. Diplomatic relations with the Kingdom of Thailand were then established in 1984, followed by those with the Kingdom of Cambodia, and finally with the Democratic Republic of Timor-Leste in 2008.
Beyond its institutional and diplomatic presence, the Order’s humanitarian mission extends across the region through its worldwide relief agency, Malteser International, which provides immediate emergency relief and disaster response to those in need. Some notable missions of Malteser International has been in Southeast Asia such as its efforts during the Vietnam War in 1966, assistance to victims of the Khmer Rouge in the late 1970s, relief and recovery programs to victims of the 2004 Indian Ocean earthquake and tsunami in Thailand and Indonesia, emergency response to 2013 Typhoon Haiyan victims in the Philippines, and humanitarian response for those affected by the Rohingya crisis in Myanmar beginning in 2015. Notably, the Vietnam War mission was the first large-scale overseas deployment undertaken by Malteser International.
As the relationship between the Sovereign Order of Malta and Southeast Asia has grown over the years, there are encouraging signs of closer and deeper engagement with the region in the future. In February 2026, the Secretary-General of ASEAN, Dr. Kao Kim Hourn, met with the Grand Chancellor of the Sovereign Military Order of Malta, Riccardo Paternò di Montecupo, during the Munich Security Conference. In their meeting, the Grand Chancellor expressed the Order’s interest in further developing and formalizing its ties with the ASEAN region.
The meeting reflects the Order’s aspiration to become a stronger humanitarian and diplomatic partner of ASEAN and its 11 Member States. Guided by its enduring mission to advance human dignity through service to the poor and the sick, the Sovereign Order of Malta welcomes the opportunity to expand its network of partnerships across Southeast Asia beyond its existing diplomatic and institutional ties. Through deeper dialogue and closer cooperation with regional mechanisms and national governments, the Order hopes to extend its humanitarian assistance and compassionate service to more communities throughout the region.
