๐—ก๐—ข๐—ช | Opening the Region 10 Disaster Preparedness Forum: Harmonizing LGU Preparedness Actions for a Resilient Northern Mindanao, DILG 10 Regional Director Bruce A. Colao, CESO V emphasized that disaster preparedness should be regarded not as a seasonal undertaking but as a continuing responsibility that requires coordinated action across all levels of government.

The first batch of the forum is attended by Local Chief Executives, Local Disaster Risk Reduction and Management Officers, and Municipal Local Government Operations Officers from the Province of Bukidnon, the Province of Misamis Oriental, and the City of Cagayan de Oro.

READ | DILG Launches Nationwide Digital Document Management System for LGUs

The Department of the Interior and Local Government (DILG) has launched the Document Management System for Local Government Units (DMS4LGUs), a nationwide digital platform designed to modernize records management and strengthen efficiency, transparency, and accountability in local governance.

The initiative supports President Ferdinand R. Marcos Jr.'s directive to accelerate digital transformation across all levels of government.

Developed under the Local Government Unit Support Systemโ€“Cities and Municipalities Information Management System (LGUSS-CMIMS), the DMS4LGUs digitizes, centralizes, and securely manages official government records through a single platform. The system will be provided free of charge to all local government units nationwide.

DILG Secretary Jonvic Remulla said the DMS4LGUs marks a significant step toward more responsive and future-ready local governance by reducing paperwork, improving records management, accelerating transactions, and strengthening coordination across LGU offices. He said the platform replaces fragmented, paper-based processes with a secure and reliable digital system that enhances administrative efficiency while ensuring easier access to government records.

Remulla encouraged local government units to fully utilize the platform, emphasizing that embracing digital innovation will help make government "more accessible, responsive, and effective for every Filipino."

He said maximizing the DMS4LGUs is part of the broader effort to build local governments that are "ready for the future and capable of delivering the quality of service our people deserve."

Prior to its nationwide rollout, the DILG conducted consultations and pilot implementation with selected local government units to validate the system's functionality and refine the platform based on operational feedback. The pilot covered the provincial governments of Cavite and Rizal, the cities of Quezon, Marikina, and Carmona, and the Municipality of San Mateo, ensuring the system was responsive to the operational needs of LGUs before its nationwide deployment.

Congratulations to all barangays that successfully passed the CY 2026 Barangay Anti-Drug Abuse Council (BADAC) Functionality Assessment!

Out of the 464 barangays in the Province of Bukidnon, an impressive 414 (out of 448 assessed) barangays met the assessment standards and successfully passed, resulting in an outstanding 92.41% provincial passing rate.

For a barangay to have a functional BADAC, it must demonstrate compliance with the required indicators and minimum standards set in the assessment. These include having an organized BADAC structure with mandatory members, conduct of regular meetings, implementation of anti-illegal drug initiatives, proper documentation and reporting, and strengthened coordination with partner agencies and community stakeholders.

The Department of the Interior and Local Government (DILG) Bukidnon commends all barangays for their continued commitment to strengthening community-based efforts against illegal drugs and ensuring that mechanisms for drug prevention, intervention, and rehabilitation remain active and operational.

๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’| Members of the Municipal Peace and Order Council โ€“ Special Action Committee on Anti-Insurgency (MPOC-SAC) convened at the Liga ng mga Barangay Conference Hall on June 01, 2026 discussing matters on the municipalityโ€™s proposed declaration in achieving Stable Internal Peace and Security (SIPS).

The meeting commenced with an opening message from Hon. Reynaldo L. Bagayas, Jr, Acting Municipal Mayor, stressing the need of those who holds public office to be firm in championing peace and order. The discussion highlighted the briefing on guidelines, criteria, and processes for the declaration of SIPS of the municipality including the roles of the concerned agencies in supporting the municipalityโ€™s peace and security measures. Said discussion was spearheaded by MAJ Bilver Butale of the 1st Special Forces Battalion. Following the briefing, parameters and requirements were also presented in the level of the AFP, the municipality and the barangay. To further grasp the process, conduct of SIPS Declaration flow chart was presented beginning with the JAPIC Certification, signing of Memorandum of Understanding through the Municipal Peace and Order Council (MPOC), Provincial Peace and Order Council (PPOC) Resolution declaring SIPS for City/Municipality, RJPSCC adopting the resolution from the PPOC, Regional Peace and Order Council (RPOC) adopting the resolution from the RJPSCC, and issuance of the recognition seal.

Prior to the adjournment, an insightful exchange of ideas went on between MAJ Bilver Butale, MLGOO Christie Cubero, Chief of Police Rogie Ortencio, Sangguniang Bayan Committee Chairperson on Peace and Order Hon. Raquel Bayacag and the Peace and Order Champions of the 22 barangays of the municipality.
