Nakatanggap ng Safe Conduct Pass ang 130 dating rebeldeng NPA sa San Fernando, Bukidnon noong Setyembre 2, 2026, bilang hakbang tungo sa mapayapang pamumuhay.

Pinangunahan ng 89th Infantry Battalion at ng mga LGU ng Valencia City at San Fernando ang seremonya, ipinangako ang patuloy na suporta.

𝐌𝐀𝐑𝐀𝐌𝐀𝐆, 𝐁𝐔𝐊𝐈𝐃𝐍𝐎𝐍 — One hundred thirty (130) Former Rebels (FRs) took another significant step toward peaceful reintegration as they received their Safe Conduct Passes (SCPs) during a turnover ceremony held on September 2, 2026, at the Municipal Gymnasium in Barangay Halapitan, San Fernando, Bukidnon.

The activity brought together government officials, peace stakeholders, security forces, and former rebels to support their transition to peaceful and productive civilian lives.

Lieutenant Colonel Antonio G. Bulao I, Commanding Officer of the 89th Infantry (MAKATAO) Battalion, opened the activity by welcoming the participants and acknowledging the 130 former rebels for their decision to return to peaceful civilian life.

Food packs were also distributed to the former rebels through the assistance of the Local Government Units of Valencia City and San Fernando. Representatives from both LGUs subsequently delivered messages of support and assured the beneficiaries of continued assistance as they reintegrate into their communities.

Meanwhile, Ms. Abigail F. Lai, Peace Program Officer of Local Amnest Board, discussed the importance of the Safe Conduct Pass and its role in enabling former rebels to participate in government peace and reintegration programs. The discussion was followed by the formal turnover of the SCPs to the 130 beneficiaries.

Brigadier General Christopher M. Diaz, Commander of the 1003rd Infantry (RAPTOR) Brigade, then encouraged the former rebels to remain committed to their decision to pursue peace. “Your decision to embrace peace is not only a step toward changing your own lives, but also an opportunity to build a better future for your families and communities,” Brig. Gen. Diaz said.

For the 130 former rebels, the turnover of the Safe Conduct Passes marked another step in their return to civilian life. With the support of government agencies and local stakeholders, they can continue their reintegration and work toward rebuilding their lives with their families and communities.

𝐌𝐀𝐑𝐀𝐌𝐀𝐆, 𝐁𝐔𝐊𝐈𝐃𝐍𝐎𝐍 — Indigenous Peoples and nine People’s Organizations (POs) from Malaybalay City gathered for Indigenous Peoples’ Sacred Rituals, and the official launching of the DSWD-PAMANA Livelihood Program on 26 August 2026 at the Folk Arts Theatre, Kaamulan Park, Malaybalay City, Bukidnon.

The activity brought together government officials, Indigenous Peoples, community leaders, and partner stakeholders to honor and preserve Indigenous cultural traditions while opening new livelihood opportunities for beneficiary communities.

Among the beneficiary POs from Malaybalay City were the Bendum Youth Organization, Lumayagan Farmers Association, Pigbuligaan Riders Association, Can-ayan Lady Growers Association (CLAGROA), Can-ayan Motor Drivers Association (CAMODA), Sitio Tigbawan Corn Growers Association, Pineville Homeowners Association Incorporated, Pigbuligaan Caburacanan Chapter, and Pigbuligaan Busdi Chapter.

Hon. Rogelio Niel P. Roque, Provincial Governor of Bukidnon, spearheaded the activity with the participation of Sec. Mel Senen Sarmiento of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU).

Meanwhile, Major General Marion S. Angcao, Commander of the 4th Infantry Division, Brigadier General Seigfred C. Tubalado, Commander of the 403rd Infantry Brigade, and Lieutenant Colonel Antonio G. Bulao, Battalion Commander of the 89th Infantry Battalion, also participated during the activity.

Indigenous community representatives led the sacred rituals and cultural rites, highlighting the importance of preserving their identity, traditions, and cultural heritage. The ceremonies also strengthened the participation of Indigenous communities in government programs that promote peace, development, and social inclusion.

The activity also officially launched the DSWD-PAMANA Livelihood Program, which seeks to create sustainable livelihood opportunities and strengthen the socio-economic capacity of beneficiary People’s Organizations and Indigenous communities.

The 89th Infantry Battalion joined and supported the activity alongside government agencies and other stakeholders, strengthening the whole-of-government effort to bring peace and development programs closer to grassroots communities.

Through the DSWD-PAMANA Livelihood Program, the beneficiary People’s Organizations can strengthen their livelihood initiatives, improve opportunities for their members and families, and build more self-reliant and resilient communities. The program also reinforces the role of organized communities and Indigenous Peoples as active partners in sustaining peace and development in Bukidnon.

𝐌𝐀𝐑𝐀𝐌𝐀𝐆, 𝐁𝐔𝐊𝐈𝐃𝐍𝐎𝐍—Gawad Kalinga and the Local Government Unit of San Fernando brought essential government and community services closer to residents through the Hatod Serbisyo Caravan 2026 on 27 August 2026 held at the Covered Court of Barangay Namnam, San Fernando, Bukidnon.

The activity was spearheaded by Hon. Rogelio C. Yeke, Municipal Mayor of San Fernando, in partnership with Gawad Kalinga and in coordination with Mr. Kent Marjun Primor, Director of Ford Group Philippines. The initiative aimed to provide accessible services and strengthen the collaboration of government, private partners, and community stakeholders in addressing the needs of residents.

Among the key deliverables of the caravan were free medical check-ups, distribution of medicines, and other essential government services and assistance, enabling residents to conveniently access basic healthcare and public services within their community.

During the program, Mayor Yeke delivered his message emphasizing the importance of bringing government services directly to the barangays and ensuring that every resident receives equitable access to assistance and support. Mr. Kent Marjun Primor likewise highlighted the value of partnerships and collective community action in creating meaningful and sustainable development initiatives for grassroots communities.

Meanwhile, personnel of Alpha Company, 89th Infantry Battalion, led by Second Lieutenant Kim John Barbolino, Platoon Leader, together with one squad of CAA-I personnel from Namnam Patrol Base under Sergeant John A. Loreco, Detachment Commander, provided security assistance to help ensure the safe, peaceful, and orderly conduct of the activity.

Through the Hatod Serbisyo Caravan 2026, residents of Barangay Namnam gained improved access to healthcare services, medicines, and government assistance while strengthening their connection with institutions committed to public service. The collaborative efforts of Gawad Kalinga, the LGU of San Fernando, partner organizations, and security stakeholders demonstrated how unified action can promote a healthier, more responsive, and empowered community.

𝐌𝐀𝐑𝐀𝐌𝐀𝐆, 𝐁𝐔𝐊𝐈𝐃𝐍𝐎𝐍 - Fourteen (14) People’s Organizations (POs) in Quezon, Bukidnon each received ₱300,000 in assistance through the PAMANA LGU-led Ceremonial Check Turnover on 27 Aigust 2026 held at the Barangay Covered Court in Poblacion, Quezon, bringing the total assistance to ₱4.2 million.

The activity was spearheaded by Hon. Joseph T. Durotan Sr., Vice Mayor of Quezon, Bukidnon, together with Ms. Phoebe Delalyn T. Tidalgo, PAMANA LGU-led Focal Person, and representatives of the beneficiary organizations.

The assistance aims to support the development of the beneficiary POs by providing resources that can help strengthen their livelihood initiatives, organizational capacity, and community-based activities.

Supporting the activity were personnel of the 89th Infantry (MAKATAO) Battalion, Philippine Army, represented by Second Lieutenant Maria Lorzano, Acting Civil-Military Operations Officer, and Second Lieutenant Kenneth Sanchez, Community Development Officer of Charlie Company, together with Community Development Operators, Corporal Jose S. Lopez and Private First Class Glacier Edd M. Lapiz.

The participation of the 89IB facilitated coordination among the Philippine Army, the Quezon LGU, and the beneficiary organizations, reinforcing the collaborative implementation of government programs that promote sustainable community development and peace.

The assistance provides the 14 People’s Organizations with additional resources to strengthen their livelihood initiatives, create opportunities for their members, and support projects that benefit the wider community. Through these efforts, the POs can further contribute to local economic activity, improve household livelihoods, and become more active partners in sustaining community development in Quezon.

𝐌𝐀𝐑𝐀𝐌𝐀𝐆, 𝐁𝐔𝐊𝐈𝐃𝐍𝐎𝐍 — Residents, local officials, and community stakeholders gathered in Brgy. Poblacion, Valencia City, Bukidnon, to celebrate the annual San Agustin Fiesta, marked by a Civic Parade and other community activities.

To support the peaceful and orderly conduct of the celebration, Alpha Company of the 89th Infantry (MAKATAO) Battalion, provided security support in coordination with the Valencia City Police Station and the City Disaster Risk Reduction and Management Office (CDRRMO).

Prior to the festivities, one section led by Sergeant Mark John A. Azarcon, Platoon Sergeant, attended a security and deployment briefing with Police Lieutenant Lovella Paeste, Admin PCO of Valencia City Police Station, and Mr. June-Ray A. Valero, CDRRMO Officer. The briefing focused on the security situation, deployment of personnel, and coordination of response efforts among participating agencies.

Following the briefing, Alpha Company personnel joined the Civic Parade and supported the succeeding fiesta activities. Their participation complemented the efforts of local authorities in maintaining public safety and ensuring a peaceful environment for residents and visitors attending the celebration.

The activity highlighted the importance of inter-agency coordination and community participation in maintaining peace and order during public gatherings. Through coordinated efforts among the local government, police, disaster-response personnel, and security forces, the San Agustin Fiesta proceeded in a safe and orderly manner.

𝐌𝐀𝐑𝐀𝐌𝐀𝐆, 𝐁𝐔𝐊𝐈𝐃𝐍𝐎𝐍 — Key government, law enforcement, and education stakeholders gathered for an Orientation on the School Safety Drill for Active Attack Incidents on 26 August 2026 at the San Agustin Institute of Technology (SAIT), Valencia City, Bukidnon.

The activity focused on strengthening the awareness and preparedness of school personnel and concerned stakeholders in responding to active attack incidents and other emergencies within the school environment. It brought together various sectors to promote coordinated and synchronized actions in ensuring the safety and protection of students, faculty, and staff.

The orientation was attended by Hon. Amie G. Galario, City Mayor; Mr. June Ray A. Valero, City Disaster Risk Reduction and Management (DRRM) Officer; Mr. Jan Eric L. Manasan, City Local Government Operations Officer; and Police Lieutenant Colonel Brian Panganiban, Chief of Police, Valencia City Police Station.

A squad led by Second Lieutenant Kim Jhon Barbolino, Platoon Leader of Alpha Company, 89th Infantry Battalion, also participated in the activity and contributed to discussions on coordinated preparedness and response measures. The engagement provided an avenue for continued coordination among the Army and local stakeholders in strengthening school safety and emergency preparedness.

The conduct of the orientation forms part of Valencia City’s continuing efforts to strengthen safety measures in schools and prepare concerned personnel for possible emergencies. By bringing key stakeholders together, the activity reinforced the importance of collective preparedness in protecting students and maintaining a safe learning environment.
