PSR-LISTED REBEL OPERATIVE CAPTURED OVER MURDER CASE
The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested a Periodic Status Report (PSR)-listed rebel operative wanted for murder and three counts of frustrated murder during a joint counterinsurgency operation in Barangay Giubonon, Esperanza, Agusan del Sur on July 31, 2026.
The operation was conducted by the 1304th Maneuver Company, Regional Mobile Force Battalion 13, with personnel of the 1st Special Action Battalion, Special Action Force (1SAB, SAF) providing tactical support, alongside other PNP units. It resulted in the arrest of the suspect, known only by the alias “Kamandag,” who is listed under the Sub-Regional Committee 1, North Central Mindanao Regional Committee in the 2nd Quarter CY 2022 Periodic Status Report (PSR).
The suspect was arrested by virtue of standing warrants issued by the Regional Trial Court Branch 7 in Bayugan City, Agusan del Sur. Following the operation, the arrested individual was turned over to the Esperanza Municipal Police Station, Agusan del Sur Police Provincial Office, for documentation and proper disposition.
“Our sustained counterinsurgency operations remain focused on protecting communities and ensuring that individuals who evade the law are brought before the courts. We will remain relentless in preserving peace, upholding public safety, and enforcing the rule of law,” said PNP Chief PGEN Nartatez.

At the heart of this agenda are key priorities that define the course of the PNP, with this operation reinforcing Enhanced Managing Police Operations through sustained counterinsurgency efforts and the effective enforcement of lawful court orders.
“Malinaw ang ating paninindigan—walang puwang ang karahasan sa ating mga komunidad. Patuloy nating ipatutupad ang batas nang may katatagan at pananagutan,” PGEN Nartatez said.
As the PNP intensifies its campaign against insurgency-related criminality and other wanted persons under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
