𝑯𝑼𝑴𝑨𝑵 𝑹𝑰𝑮𝑯𝑻𝑺 𝑬𝑫𝑼𝑪𝑨𝑻𝑰𝑶𝑵 𝑶𝑵 𝑻𝑯𝑬 𝑹𝑰𝑮𝑯𝑻𝑺 𝑶𝑭 𝑷𝑹𝑰𝑺𝑶𝑵𝑬𝑹𝑺

In its continuing effort to strike a balance between empowering rights holders and reminding duty bearers of their responsibility to uphold and protect human rights, the Bangsamoro Human Rights Commission – LDS Provincial Office (BHRC-LDSPO) conducted a Human Rights Education session focusing on the rights of prisoners and persons deprived of liberty (PDLs).

The activity was actively participated in by personnel from the Bureau of Jail Management and Penology (BJMP) assigned at the New Marawi City Jail, along with members of the Philippine National Police (PNP) stationed in Marawi City and nearby municipalities.

Atty. Aina Sania Alauya-Bayanan of the Public Attorney's Office (PAO) – Marawi City served as the resource speaker, delivering a comprehensive discussion on the rights of prisoners and PDLs, with a strong emphasis on the Anti-Torture Law (RA 9745) and mechanisms to prevent abuse and ill-treatment.

This initiative underscores the vital role of law enforcers and custodial officers not only as duty bearers but as key actors in ensuring humane treatment, rehabilitation, and reintegration of persons in detention. It is a step forward in promoting a justice system rooted in dignity, accountability, and respect for human rights.

𝙃𝙐𝙈𝘼𝙉 𝙍𝙄𝙂𝙃𝙏𝙎 𝙀𝘿𝙐𝘾𝘼𝙏𝙄𝙊𝙉 𝙊𝙉 𝙄𝙉𝙏𝙀𝙍𝙉𝘼𝙏𝙄𝙊𝙉𝘼𝙇 𝙃𝙐𝙈𝘼𝙉𝙄𝙏𝘼𝙍𝙄𝘼𝙉 𝙇𝘼𝙒

The Bangsamoro Human Rights Commission – Lanao del Sur Provincial Office (BHRC-LDSPO) recently conducted a Human Rights Education session on International Humanitarian Law (IHL) with a composite group of personnel from the Armed Forces of the Philippines (AFP) operating in Lanao del Sur and Lanao del Norte.

Held at the 103rd Infantry (Haribon) Brigade Camp in Marawi City, the session aimed to deepen the understanding of IHL principles among military personnel, with particular focus on Republic Act No. 9851—the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity. This law serves as the domestic counterpart of international legal instruments governing armed conflict and the protection of civilians.

The initiative sought not only to educate participants on the key tenets of IHL, but also to reinforce their vital role as duty bearers in upholding human rights and adhering to the rules of war during combat operations and peacekeeping missions. At the heart of the discussions was the importance of protecting non-combatants—particularly civilians, the wounded, and those who are hors de combat—and ensuring accountability for violations, in accordance with both international standards and Philippine law.

By continuously engaging with the military sector, the BHRC affirms its commitment to upholding human rights and strengthening the humanitarian dimension of military operations, especially in conflict-affected areas.
