Emran Mohamad is a graduate of Bachelor of Secondary Education from Notre Dame University, Cotabato City (Batch 1989). He has served as a government officer for more than 29 years and as a consultant to various local and international non-governmental organizations. He has traveled extensively to ASEAN countries and the Middle East as an Ambassador of Goodwill and resource person for exposure programs, short courses, peace conferences, and advocacy work. He currently serves as Chairman of the Board of Trustees of the Bangsamoro Communication Network (BCN), Inc., Deputy President for External Affairs of the League of Bangsamoro Organizations (LBO), and Secretary General and Second Nominee of the ABoT Party.
𝗕𝗮𝗻𝗴𝘀𝗮𝗺𝗼𝗿𝗼 𝗣𝗮𝗿𝘁𝘆 (𝗕𝗔𝗣𝗔)
𝗗𝗲𝗯𝗮𝘁𝗲𝗿: 𝗔𝘁𝘁𝘆. 𝗢𝗺𝗮𝗿 𝗬𝗮𝘀𝘀𝗲𝗿 𝗖. 𝗦𝗲𝗺𝗮
Atty. Omar Yasser C. Sema has served as a Member of Parliament of the Bangsamoro Transition Authority (BTA) since 2019 and previously as Deputy Speaker (appointed November 2020), while also acting as Parliament Focal Person for the EU-UNDP Support to Bangsamoro Transition (SuBaTra) Programme and maintaining affiliations with the Moro National Liberation Front (MNLF) and the Bangsamoro Party. A lawyer who earned his Juris Doctor from Ateneo de Davao University College of Law (2008; admitted to the Philippine Bar in 2009) and a Bachelor of Arts in Public Administration from Notre Dame University, Cotabato City (2002), he is the Founder and Managing Attorney of The Law Office of Omar Yasser C. Sema and currently teaches at the Cotabato State University College of Law. Before joining the BTA, he was a member of the Expanded Bangsamoro Transition Commission (2017–2019), contributing to the drafting of the Bangsamoro Organic Law, and served as City Legal Officer of Cotabato City. His legislative priorities center on peace process implementation, democratic autonomy, institutional transparency, and public safety; he is the principal author of 31 bills, including the Bangsamoro Public Petitions Act and the proposed BARMM Gun Safety Law, along with numerous resolutions advancing regional governance and development.

Atty. Al-Rashid Lucman Balt is a Bangsamoro lawyer and Shariah counselor currently serving as Director-General of the Ministry of Public Order and Safety in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). He previously worked as a Junior Associate Partner at Subejano & Ditucalan Law Offices in Iligan City, Legal Officer of Geostrukt, Inc., Executive Assistant VI in the Office of the Attorney General of the former ARMM, and Supervising Legislative Staff Officer VI and Political Affairs Officer VI in the Bangsamoro Transition Authority Parliament under MP Hussein P. Muñoz. After passing the Bar in 2014, he volunteered extensively for the Bangsamoro Basic Law campaign through school and community advocacy, congressional lobbying, public lectures, and as a legal volunteer for the expanded Bangsamoro Transition Commission. His work is guided by a commitment to religious tolerance, peaceful coexistence, social transformation, and poverty alleviation.
𝗕𝗮𝗻𝗴𝘀𝗮𝗺𝗼𝗿𝗼 𝗙𝗲𝗱𝗲𝗿𝗮𝗹𝗶𝘀𝘁 𝗣𝗮𝗿𝘁𝘆 (𝗕𝗙𝗣)
𝗗𝗲𝗯𝗮𝘁𝗲𝗿: 𝗔𝘁𝘁𝘆. 𝗡𝗮𝗴𝘂𝗶𝗯 𝗚. 𝗦𝗶𝗻𝗮𝗿𝗶𝗺𝗯𝗼
Atty. Naguib G. Sinarimbo is a Member of the Bangsamoro Transition Authority Parliament in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), appointed by President Ferdinand Marcos Jr. A lawyer and public servant with more than two decades of experience, he focuses on development, justice, and good governance to uplift marginalized communities and advance lasting peace in Mindanao. He previously served as Minister of the Interior and Local Government, where he strengthened local government capacities and democratic institutions, and as Spokesperson of the Bangsamoro Government during its critical transition. Earlier, he was a member of the Moro Islamic Liberation Front (M**F) Technical Working Group and the M**F Peace Panel’s Legal Team in the early 2010s, contributing to the negotiations that led to the creation of the Bangsamoro. As Executive Secretary of the Office of the Regional Governor of the former Autonomous Region in Muslim Mindanao (ARMM) from 2009 to 2011, he helped stabilize the region in the aftermath of the Maguindanao massacre, advanced transparency reforms, and led responses to major crises. He has also provided governance expertise to local government units, civil society organizations, and international partners including UNDP, UNFPA, and the World Bank. Driven by a deep commitment to his people, Atty. Sinarimbo believes that just and inclusive governance can transform lives and build a more accountable, responsive Bangsamoro.
𝗕𝗔𝗥𝗠𝗠 𝗚𝗿𝗮𝗻𝗱 𝗖𝗼𝗮𝗹𝗶𝘁𝗶𝗼𝗻 (𝗕𝗚𝗖)
𝗗𝗲𝗯𝗮𝘁𝗲𝗿: 𝗔𝗺𝗶𝗿 𝗦. 𝗠𝗮𝘄𝗮𝗹𝗹𝗶𝗹
Amir Mawallil has served in the interim Bangsamoro Parliament for six years and was one of its youngest members, championing proposed legislation on freedom of information, healthcare access, public education, and human rights. A public administration practitioner and published author, his career centers on policy reform and elevating Bangsamoro voices and perspectives in Mindanao. His executive background includes serving as Director of the Bureau of Public Information and Director of the Office on Bangsamoro Youth Affairs in the former Autonomous Region in Muslim Mindanao (ARMM). Mawallil’s public service is supported by an extensive academic foundation. He completed his undergraduate studies in communications at Ateneo de Zamboanga University and holds four specialized master's degrees: a Master in Public Safety Administration from the Philippine Public Safety College, an Executive Master in Disaster Risk and Crisis Management from the Asian Institute of Management, a Master in National Security Administration from the National Defense College of the Philippines, and a Master in Public Management from Ateneo de Manila University. He is currently pursuing a Doctor of Public Administration degree with a Global Security and Development track at the Polytechnic University of the Philippines. Following his national defense studies, he was commissioned as a Commander (CDR) in the Philippine Navy Reserve Force. As a journalist and author, Mawallil has written extensively on regional history and political identity. He previously worked as a reporter for BusinessWorld, a writer for Rappler, and a columnist for ABS-CBN Online, and currently serves as a contributor researcher for the Ateneo Policy Center. He has authored books documenting Bangsamoro perspectives, including "A Constant Retelling: Exploring the Bangsamoro Narratives" (2018) and "Sumangsang Sug: Going Against the Current" (2020).

Abdulhussein M. Kashim is a Sama professional who holds a doctorate in Management. He has taught at universities, served in the diplomatic service, and delivered public lectures. He currently serves as a diplomatic researcher at a foreign embassy in Manila.
𝗠𝗮𝗵𝗮𝗿𝗱𝗶𝗸𝗮 𝗣𝗮𝗿𝘁𝘆 (𝗠𝗔𝗛𝗔𝗥𝗗𝗜𝗞𝗔)
𝗗𝗲𝗯𝗮𝘁𝗲𝗿: 𝗡𝘂𝗿-𝗔𝗶𝗻𝗲𝗲 𝗧𝗮𝗻 𝗟𝗶𝗺 𝗠𝗶𝘀𝘂𝗮𝗿𝗶
Nur-Ainee Tan Lim Misuari is the First Nominee of the Mahardika Party, Deputy Minister of the Ministry of Social Services and Development (MSSD), Vice-Chairperson of the BARMM Women Advisory Council, and Chair of the Socio-economic Subcommittee of the MNLF-GPH Peace Implementing Committee. She holds a Master in Development Management from the Asian Institute of Management, where she graduated Top 1 and on the Dean’s List. She also earned a Bachelor of Arts in Islamic Studies from Preston University Ajman, UAE, and a Bachelor of Science in Business Administration from the American University of Sharjah, UAE. A Shari’ah Counselor-at-Law, she passed the Shari’ah Bar Examination in 2022. In 2025, she was named one of The Outstanding Women in the Nation’s Service (TOWNS).
𝗠𝗼𝗿𝗼 𝗔𝗸𝗼 𝗣𝗮𝗿𝘁𝘆 (𝗠𝗢𝗥𝗢 𝗔𝗞𝗢)
𝗗𝗲𝗯𝗮𝘁𝗲𝗿: 𝗔𝘁𝘁𝘆. 𝗡𝗮𝗷𝗲𝗲𝗯 𝗟. 𝗧𝗮𝗶𝗯, 𝗦𝗖𝗟
Atty. Najeeb L. Taib, SCL is a lawyer and academic who earned his Juris Doctor from Mindanao State University (MSU)–Marawi City and graduated cm laude with an AB in Islamic Studies from the same university. He was an Excellent Awardee at Ibn Siena Integrated School and valedictorian of Diwan Elementary School. He previously served as a Public Attorney with the Public Attorney’s Office in Malabang and Ganassi, Lanao del Sur, as well as in Iligan and Tubod, Lanao del Norte. He has also taught as a Professorial Lecturer at the MSU–Marawi College of Law and the MSU–IIT Extension College of Law. In leadership roles, he served as President of the MSU Student Supreme Government (SSG) and as SK Chairman of Barangay Condaran, Bayang, Lanao del Sur.
𝗣𝗲𝗼𝗽𝗹𝗲’𝘀 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝘃𝗲 𝗣𝗮𝗿𝘁𝘆 (𝗠𝗨𝗦𝗛𝗔𝗪𝗔𝗥𝗔)
𝗗𝗲𝗯𝗮𝘁𝗲𝗿: 𝗗𝗿. 𝗔𝗹𝗶𝗽𝗶𝗸𝗿𝗲 𝗥. 𝗕𝗮𝘀𝗵𝗲𝗿
Dr. Alipikre R. Basher is a veteran public servant and leader in Bangsamoro affairs. He previously served as Secretary General and Speaker of the Bangsamoro National People’s Congress of the MNLF, and as Acting Cabinet Secretary of the Autonomous Region in Muslim Mindanao (ARMM). He also held key management roles as Department and Assistant General Manager of the Lanao del Sur Electric Cooperative and as Department Manager of the Maguindanao Electric Cooperative. Earlier in his career, he served as Administrative Officer of the Regional Reconciliation and Unification Commission and as Program Officer of the ARMM Peace Program Office.
𝗣𝗮𝗿𝘁𝗶𝗱𝗼 𝗕𝗮𝗻𝗴𝗼𝗻 𝗕𝗮𝗻𝗴𝘀𝗮𝗺𝗼𝗿𝗼 (𝗣𝗕𝗕)
𝗗𝗲𝗯𝗮𝘁𝗲𝗿: 𝗘𝗻𝗴𝗿. 𝗔𝗱𝗱𝗶𝗲 𝗧. 𝗨𝗻𝘀𝗶
Engr. Addie T. Unsi is an engineer, educator, development manager, governance specialist, and policy analyst serving as Secretary General of Partido Bangon Bangsamoro (PBB). He currently works as Civil Society Strengthening Specialist and Program Officer at The Asia Foundation and sits on the Standing Committee for BARMM of the Second Congressional Commission on Education (EDCOM 2). Previously, he was Executive Director of Education Network Philippines and, from 2014 to 2019, led the National Education Coalition’s advocacies on early childhood care and development, quality education, alternative and flexible learning, gender equality, and democratic education governance and financing. With over two decades in humanitarian and development work—including roles with Oxfam Great Britain and as a United Nations Volunteer—he has focused on expanding access to inclusive, quality education in both emergency and regular settings. Raised in a poor, conflict-affected community in Datu Piang, Maguindanao, Unsi pursued higher education through scholarships, earning a BS in Computer Engineering from Notre Dame University, a master’s degree from the Asian Institute of Management, and completing a summer course at Central European University in Budapest. He continues to contribute to building stronger local governance and institutions in the Bangsamoro Autonomous Region in Muslim Mindanao.
𝗣𝗿𝗼𝗴𝗿𝗲𝘀𝗶𝗯𝗼𝗻𝗴 𝗕𝗮𝗻𝗴𝘀𝗮𝗺𝗼𝗿𝗼 𝗣𝗮𝗿𝘁𝘆 (𝗣𝗥𝗢 𝗕𝗔𝗡𝗚𝗦𝗔𝗠𝗢𝗥𝗢 𝗣𝗔𝗥𝗧𝗬)
𝗗𝗲𝗯𝗮𝘁𝗲𝗿: 𝗘𝗻𝗴𝗿. 𝗗𝗼𝗻 𝗠𝘂𝘀𝘁𝗮𝗽𝗵𝗮 𝗔𝗿𝗯𝗶𝘀𝗼𝗻 𝗟𝗼𝗼𝗻𝗴
Engr. Don Mustapha Arbison Loong has served as a Member of Parliament in the Bangsamoro Transition Authority (BTA) of BARMM since 2019 and currently holds the position of Deputy Speaker while serving as President and First Nominee of the Progresibong Bangsamoro Party (PRO Bangsamoro). A Career Executive Service Eligible (CESE), licensed Civil Engineer from the University of the Philippines Diliman, and holder of a Bachelor of Laws/Juris Doctor from Western Mindanao State University, he also earned master’s degrees in Public Safety Administration (MPSA), Public Management (MPM), and National Security Administration (MNSA). He was awarded Outstanding Alumnus in Philippine Public Safety by the Philippine Public Safety College (PPSC) in 2025 and was a finalist for the Best Thesis Award in the MNSA program. Before entering the legislature, he served as Regional Secretary of DPWH–ARMM (2015–2019), Provincial Administrator of Sulu, and managed major infrastructure projects, including the MCC-funded Samar Roads Project. He was previously the BARMM Regional Coordinator of the Philippine Institute of Civil Engineers and a Naval Squadron Commander in the Philippine Navy Reserve, with recognitions including the UP Distinguished Alumni Award for Public Service and Good Governance and the Chevening Fellowship. He strongly advocates infrastructure development, Bangsamoro justice, health, education, peace and security, and livelihood programs.
𝗕𝗮𝗻𝗴𝘀𝗮𝗺𝗼𝗿𝗼 𝗣𝗲𝗼𝗽𝗹𝗲𝘀’ 𝗗𝗲𝗺𝗼𝗰𝗿𝗮𝘁𝗶𝗰 𝗣𝗮𝗿𝘁𝘆 (𝗥𝗔𝗔𝗬𝗔𝗧 𝗗𝗘𝗠𝗢𝗖𝗥𝗔𝗧𝗜𝗖 𝗣𝗔𝗥𝗧𝗬)

Atty. Jose Iribani Lorena is a Member of the Bangsamoro Transition Authority (BTA) and concurrent Deputy Minister of the Ministry of Human Settlements and Development in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). He previously served as Undersecretary for Bangsamoro Projects at the Office of the Presidential Adviser on the Peace Process (OPAPP) and as Attorney-General and Secretary of Labor of the former Autonomous Region in Muslim Mindanao (ARMM). A seasoned peace advocate, he was a member of the Moro National Liberation Front (MNLF) peace panel that negotiated the natural resources provisions of the 1996 Final Peace Agreement and sat on the Power Sharing Committee during the GPH-M**F peace talks. He also served as a consultant in the Office of the Executive Secretary from 2010 to 2012 and has held roles as Chief Local Government Officer and Head of Local Government Supervision at the Department of the Interior and Local Government (DILG), as well as Regional Officer of the Housing and Land Use Regulatory Board (HLURB). A convener of the Philippine Center for Islam and Democracy (PCID), Lorena is a planner-developer, political activist, and public servant known for his moderate and progressive outlook. He has written on topics including ancestral domain, local governance, terrorism, and post-conflict reconstruction and rehabilitation.

Atty. Sha Elijah Biruar Dumama-Alba is a Member of the Bangsamoro Transition Authority Parliament, lawyer, public servant, and peace advocate. Her work centers on the Bangsamoro transition, moral governance, intergovernmental relations, and inclusive peacebuilding. She previously served as Bangsamoro Attorney General, Minister of the Interior and Local Government, Deputy Speaker, and Floor Leader of the BTA Parliament. Beyond legislation, she supports community initiatives advancing education, women’s empowerment, social protection, early childhood development, support for children with special needs, and assistance to underserved communities. Her public service is guided by the conviction that lasting peace rests not only on laws and institutions, but also on compassion, accountability, inclusion, and meaningful service to the people.
