"AN ORDINANCE REGULATING THE FARE RATES AND OPERATION OF TRICYCLES AND RACAL VEHICLES WITHIN THE ISLAMIC CITY OF MARAWI, PROVIDING PENALTIES FOR VIOLATIONS, AND FOR OTHER PURPOSES"

There is a need to establish a uniform and transparent fare matrix to guide both passengers and tricycle operators, prevent unreasonable fare charges, and minimize disputes arising from inconsistent fare collection practices.
The establishment of an official fare matrix and the imposition of reasonable penalties for violations will promote accountability, transparency, and compliance among tricycle operators and drivers while protecting the interests of the riding public.
Every tricycle operator and driver shall prominently display the official Fare Matrix issued by the City Government inside the tricycle unit in a place clearly visible to passengers.
Failure to display the Fare Matrix shall constitute a violation of this Ordinance.
▪️APPROVED FARE MATRIX
The following Fare Matrix is hereby adopted as the official authorized fare schedule for all accredited tricycles (pedicabs) and racal vehicles operating within the territorial jurisdiction of the Islamic City of Marawi.
A. CITY PROPER
▫️Regular Ride:
•Tricycle (Regular Hire each passenger maximum of 2) —15.00
•Tricycle (Exclusive Hire/Pakyaw) —30.00
•Racal —30.00
▫️Discounted Fare (Students, PWDs, and Senior Citizens):
•Tricycle (Regular Hire with 2 passengers) —15.00
•Tricycle (Exclusive Hire/Pakyaw) —25.00
•Racal —25.00
NOTE: Maximum Passenger Capacity
•Tricycle —two (2) passengers
•Racal —three (3) passengers
B. OUTSIDE CITY LIMITS
For trips beyond the City Proper, the regular fare shall be Thirty Pesos (P30.00) covering the first two (2) kilometers. Qualified Students, Senior Citizens, and Persons with Disabilities (PWDs) shall be entitled to a discounted basic fare of P25.00.
An additional fare of Five Pesos (P5.00) shall be charged for every succeeding kilometer or fraction thereof.
C. SPECIAL ROUTE -MINDANAO STATE UNIVERSITY (MSU) CAMPUS
The following fare rates shall apply to passengers traveling within the designated Mindanao State University (MSU) Campus Route:
▫️ MSU Campus Route:
•Regular Fare (Per Passenger) —20.00
•Discounted Fare (Students, PWDs, and Senior Citizens) —15.00
NOTE: Maximum capacity of three (3) passengers
🔺PENALTY
1. Overcharging:
▫️Driver:
•First Offense —500.00
•Second Offense —1,000.00
•Third and Subsequent Offenses —1,500.00
▫️Operator:
•First Offense. —1,000.00
•Second Offense. —1,500.00 and suspension of the Motorized Tricycle Operator's Permit (MTOP) or authority to operate for thirty (30) days.
•Third and Subsequent Offenses —2,000 and Revocation of the MTOP, franchise, or authority to operate, after due notice and hearing.
2. Overloading:
▫️Driver:
•First Offense —500.00
•Second Offense —1,000.00
•Third and Subsequent Offenses —1,500.00
▫️Operator:
•First Offense —500.00
•Second Offense —1,000.00 and suspension of the Motorized Tricycle Operator's Permit (MTOP) or authority to operate for thirty (30) days.
•Third and Subsequent Offenses —1,500.00 and revocation of the TOP, franchise, or authority to operate, afte lue notice and hearing.
3. Failure to Display the Official Fare Matrix:
▫️Driver:
•First Offense —500.00
•Second Offense —1,000.00
•Third and Subsequent Offenses —1,500.00
▫️Operator:
•First Offense —500.00
•Second Offense —1,000.00 and suspension of the Motorized Tricycle Operator's Permit (MTOP) or authority to operate for fifteen (15) days.
•Third and Subsequent Offenses —1,500.00 and revocation of the MOP, franchise, or authority to operate, after due notice and hearing.

May pangangailangan na magtatag ng isang pare-pareho at malinaw na matrix ng pasahe upang gabayan kapwa ang mga pasahero at mga operator ng tricycle, maiwasan ang hindi makatwirang paniningil ng pasahe, at mabawasan ang mga pagtatalo na nagmumula sa hindi tugmang mga gawi sa pagkolekta ng pasahe. Ang pagtatag ng isang opisyal na matrix ng pasahe at ang pagpapataw ng makatwirang mga parusa para sa mga paglabag ay magtataguyod ng pananagutan, kalinawan, at pagsunod sa mga operator at drayber ng tricycle habang pinoprotektahan ang kapakanan ng publikong sumasakay.
Ang bawat operator at drayber ng tricycle ay dapat magpaskil nang malinaw ng opisyal na Matrix ng Pasahe na inisyu ng Pamahalaang Lungsod sa loob ng yunit ng tricycle sa isang lugar na madaling makita ng mga pasahero. Ang kabiguang magpaskil ng Matrix ng Pasahe ay magiging isang paglabag sa Kautusang ito.
▪️PINAGTIBAY NA MATRIX NG PASAHE
Ang sumusunod na Matrix ng Pasahe ay pinagtitibay rito bilang opisyal at awtorisadong iskedyul ng pasahe para sa lahat ng akreditadong tricycle (pedicab) at mga sasakyang racal na nag-ooperate sa loob ng hurisdisyong teritoryal ng Islamikong Lungsod ng Marawi.
A. LOOB NG LUNGSOD (CITY PROPER)
▫️Regular na Sakay:
• Tricycle (Regular na Arkila na may dalawang sakay) — 15.00
• Tricycle (Eksklusibong Arkila/Pakyaw) — 30.00
• Racal — 30.00
▫️May Diskwentong Pasahe (Mga Estudyante, PWD, at Senior Citizen):
• Tricycle (Regular na Arkila na may dalawang sakay) — 15.00
• Tricycle (Eksklusibong Arkila/Pakyaw) — 25.00
• Racal — 25.00
TANDAAN: Pinakamataas na Kapasidad ng Pasahero
• Tricycle — dalawang (2) pasahero
• Racal — tatlong (3) pasahero
B. LABAS NG HANGGANAN NG LUNGSOD (OUTSIDE CITY LIMITS)
Para sa mga biyahe sa labas ng City Proper, ang regular na pasahe ay Tatlumpung Piso (P30.00) para sa unang dalawang (2) kilometro. Ang mga kwalipikadong Estudyante, Senior Citizen, at mga May Kapansanan (PWD) ay may karapatan sa may diskwentong batayang pasahe na P25.00. May karagdagang pasahe na Limang Piso (P5.00) na isisingil sa bawat susunod na kilometro o bahagi nito.
C. ESPESYAL NA RUTA - MINDANAO STATE UNIVERSITY (MSU) CAMPUS
Ang mga sumusunod na singil sa pasahe ay magpapatupad sa mga pasaherong nagbibiyahe sa loob ng itinalagang Ruta ng Mindanao State University (MSU) Campus:

• Regular na Pasahe (Bawat Pasahero) — 20.00
• May Diskwentong Pasahe (Mga Estudyante, PWD, at Senior Citizen) — 15.00
TANDAAN: Pinakamataas na kapasidad na tatlong (3) pasahero

1. Overcharging (Mataas na Paniningil):
▫️Drayber:
• Unang Paglabag — 500.00
• Pangalawang Paglabag — 1,000.00
• Pangatlo at mga Susunod na Paglabag — 1,500.00
▫️Operator:
• Unang Paglabag — 1,000.00
• Pangalawang Paglabag — 1,500.00 at suspensyon ng Motorized Tricycle Operator's Permit (MTOP) o awtoridad na mag-operate sa loob ng tatlumpung (30) araw.
• Pangatlo at mga Susunod na Paglabag — 2,000.00 at Pagbawi (Revocation) ng MTOP, prangkisa, o awtoridad na mag-operate, pagkatapos ng tamang paunawa at pagdinig.
2. Overloading (Sobra sa Kapasidad):
▫️Drayber:
• Unang Paglabag — 500.00
• Pangalawang Paglabag — 1,000.00
• Pangatlo at mga Susunod na Paglabag — 1,500.00
▫️Operator:
• Unang Paglabag — 500.00
• Pangalawang Paglabag — 1,000.00 at suspensyon ng Motorized Tricycle Operator's Permit (MTOP) o awtoridad na mag-operate sa loob ng tatlumpung (30) araw.
• Pangatlo at mga Susunod na Paglabag — 1,500.00 at pagbawi (revocation) ng TOP, prangkisa, o awtoridad na mag-operate, pagkatapos ng tamang paunawa at pagdinig.
3. Kabiguang Magpaskil ng Opisyal na Matrix ng Pasahe:
▫️Drayber:
• Unang Paglabag — 500.00
• Pangalawang Paglabag — 1,000.00
• Pangatlo at mga Susunod na Paglabag — 1,500.00
▫️Operator:
• Unang Paglabag — 500.00
• Pangalawang Paglabag — 1,000.00 at suspensyon ng Motorized Tricycle Operator's Permit (MTOP) o awtoridad na mag-operate sa loob ng labinlimang (15) araw.
• Pangatlo at mga Susunod na Paglabag — 1,500.00 at pagbawi (revocation) ng MTOP, prangkisa, o awtoridad na mag-operate, pagkatapos ng tamang paunawa at pagdinig.
PINAGTIBAY, ngayong ika-6 na araw ng Hulyo, 2026, sa Session Hall ng Sangguniang Panlungsod, City Hall, Islamikong Lungsod ng Marawi.
