Throughout the weeklong celebration, NCMF Lanao actively participated in the Government Services Exhibit, bringing its mandate, programs, information, and services closer to the people. The participation demonstrated the agencyโ€™s continuing efforts to remain accessible and responsive to the community, particularly in a city where public service carries a deeper meaning of rebuilding trust, strengthening relationships, and creating opportunities for people to feel the presence of government.

The Government Services Exhibit culminated in a highly competitive and meaningful showcase of government service, with participating agencies demonstrating remarkable camaraderie, creativity, commitment, and dedication in bringing their respective services to the ground. NCMF Lanao was honored to receive Second Place, following a very close competition among the participating government offices.

While the recognition is deeply appreciated, NCMF Lanao embraces the belief that public service cannot and should never be measured solely by rankings, awards, or places. The true measure of service lies in the lives touched, concerns addressed, relationships strengthened, and opportunities created through the daily work of public servants.

More importantly, the recognition belongs not only to NCMF Lanao, but to every government office and every public servant who tirelessly gave their time, effort, and presence throughout the week. In the spirit of the Araw ng Marawi, every participating institution emerged a winner because every agency contributed to bringing government closer to the people.

For NCMF Lanao, this engagement further affirmed its role as a consistent partner in community service and development. Its participation throughout the years has never been defined merely by the name of the agency or by the limits of an institutional mandate. It is anchored on a deeper sense of responsibilityโ€”as Muslims, as public servants, as individuals, and above all, as human beings committed to humanity and to the people we serve.

The delegation emphasized that the proposed framework must not exist in isolation from the broader Philippine legal system. Its strength must be measured by its ability to harmonize sound Islamic jurisprudence, the Bangsamoro Organic Law, the 1987 Constitution, and applicable national laws.

NCMF Lanao, through Chief Ganda and Atty. The National Commission on Muslim Filipinos Region XII-B Lanao extends its warmest greetings to the Honorable Mayor Shariff Zain L Gandamra, the Honorable Vice Mayor Sultan Atty Majul U Gandamra, all members of the Sangguniang Panlungsod, the local government officials and employees, and the dedicated organizers and volunteers of the 86th Araw ng Marawi.

This celebration is made even more meaningful by the weeklong preparation, coordination, and tireless work poured into every detail before the actual festivities. The engagement also reinforced the role of Islamic Coordinators and community stakeholders as important bridges between government programs and the people, particularly in matters involving Islamic education, madrasah, culture, and community development.

The NCMF Lanao, under Regional Director Engr. Ali M. Tabao and upon the initiative of Cultural Affairs Division Chief Designate Sittie Rahana Jhan B Ganda dformally presented the Municipal Development Convergence Portfolio for Picong and initiated discussions toward possible areas of partnership between the NCMF and the Municipal Government, with NCMF CAD Lanao Personnel Maimona Decampong Balt and Bolawan Baunto.

The NCMF Lanao team introduced the proposed flagship programs and discussed their possible localization according to the circumstances and development priorities of Picong. The municipality was encouraged to identify programs that may be prioritized and further developed through succeeding technical consultations.

The engagement also opened discussions on strengthening coordination with the municipal government, Islamic leaders, madrasah stakeholders, community organizations, and other concerned sectors who may serve as partners in the eventual implementation of appropriate programs.

Particular emphasis was placed on the importance of understanding the actual conditions of the madrasah sector and the broader Islamic community before undertaking interventions. Future activities may therefore include profiling, assessment, consultation, capacity-building, technical assistance, and other appropriate forms of support, subject to proper coordination and available resources.

The NCMF Lanao likewise recognized the importance of local Islamic leaders and community stakeholders as bridges between government programs and the people. Their participation can help ensure that interventions are culturally grounded, responsive, and understood by the communities they are intended to serve.

The goodwill demonstrated by the people of Picong was itself an important outcome of the engagement. Their openness created a favorable environment for continued dialogue and demonstrated that the municipality possesses a community spirit that can become an important foundation for future partnerships.

The activity consequently strengthened the institutional linkage between NCMF Lanao and the Municipality of Picong while opening the possibility of deeper engagement with the Islamic and community sectors.

The convergence also provided an opportunity for NCMF Lanao to communicate that its presence in the municipality is not limited to the delivery of individual programs. Rather, the Commission seeks to build sustained partnerships where its various mandates can be brought together according to the needs of the community.

The engagement therefore constitutes a meaningful accomplishment of the NCMF Lanao Cultural Affairs Division. It transformed a municipal visit into an initial platform for partnership and allowed the NCMF to witness firsthand the goodwill and openness of the people of Picong.

More than a meeting, the engagement became an affirmation that good government service begins where people are willing to open their doors to one another.

Picongโ€™s goodwill gave the convergence a human dimension. NCMF โ€“LANAO REGIONAL OFFICE CONDUCTS ADVOCACY CAMPAIGN ON PSA SERVICES AND MOBILE REGISTRATION PROGRAM IN BUBONG, LANAO DEL SUR

The National Commission on Muslim Filipinos (NCMF)โ€“Lanao Regional Office, under the leadership of Regional Director Engr. Ali M. Tabao, successfully conducted an Advocacy Campaign on Philippine Statistics Authority (PSA) Services and the Mobile Registration Program on July 1, 2026, in the Municipality of Bubong, Lanao del Sur.

The activity was spearheaded by Chief Mitchel F. Sumalipao, CPA, Chief of the Settlement Division, in collaboration with the Local Government Unit (LGU) of Bubong, the Philippine Statistics Authority (PSA), and the Municipal Civil Registrarโ€™s Office (MCRO). It brought together representatives from government agencies, local officials, barangay representatives, and community members to strengthen public awareness of civil registration services, legal identity, and laws that safeguard the welfare and rights of Muslim Filipinos.

The program featured messages from Hon. Alfais T. Munder, Municipal Mayor of Bubong; Mrs. Norhaya L. Tocalo, Municipal Civil Registrar; and Mr. Jamal M. Mauna, they emphasized the importance of civil registration and inter-agency collaboration in bringing government services closer to the people.

Resource speakers from the NCMF and PSA delivered informative discussions on key government programs and relevant laws. Atty. Naima M. Sanggacala, Chief of the Legal Affairs Division, discussed Republic Act No. 9997, also known as the NCMF Charter. Atty. Safenaz L. Mutilan presented relevant laws on Civil Registration and Vital Statistics (CRVS), including Republic Act No. 11596, or the Prohibition of Child Marriage Law. Meanwhile, Noronisa D. Macadadaya, OICโ€“Civil Registration, discussed PSA services, including birth, marriage, and death registration; the Philippine Identification System (PhilSys); and the Mobile Registration Program.

As part of the Mobile Registration Program, a total of 169 transactions were completed. These included the successful National ID registration of 70 individuals and the issuance of 80 civil registry documents. These efforts further enhanced the communityโ€™s access to government-issued identification and essential public services.

An open forum followed the presentations, giving participants an opportunity to raise concerns, seek clarification, and receive guidance on civil registration, legal identity, and other government services.

Also present during the activity were Chief Yasmin Alonto-Naga of the Bureau of Muslim Settlement, Ashabe C. Disomimba, Morsalin M. Mapandi, Norhanie I. Mamadra, RSW, Zhamanoray L. Gani, Diamond M. Mamutuk, Jamerah P. Lalanto, and Asmiyah M. Dita. Special recognition is likewise extended to Ms. Kharima Ananggo of the PBRC Division for her valuable support, which contributed significantly to the successful implementation of the activity.
