The Awarding Ceremony for the Top 10 Performing Barangays of Marawi City on April 14, 2026, at ABC Hall, Marawi City stood as a powerful testament to leadership, resilience, and community excellence. The event was facilitated by the Philippine National Police Marawi City, led by PLTCOL Muhiddin G. Pagayawan, ensuring the smooth and orderly conduct of the program. It gathered key leaders and stakeholders, including the Ministry of the Interior and Local Government (MILG) Marawi City headed by City Director Alibaer M. Pangandaman, as well as Hon. Camid U. Gandamra Jr., President of the Liga ng mga Barangay, in a unified celebration of exemplary barangay governance.

The highlight of the ceremony was the recognition of the Top 10 Performing Barangays: Raya Madaya 1, Dulay Proper, Biaba Damag, Sangcay Dansalan, South Madaya Proper, Sabala Manao Proper, Papandayan, Rorogagus Proper, Lilod Madaya, Wawalayan Caloocan, Rapasun, Cadayonan II, Caloocan East, Datu sa Dansalan and Fort. These barangays were honored for their outstanding commitment to public service, peace and order, and community development. A message from the top one performing barangay reflected gratitude and a renewed dedication to serve with integrity and compassion. More than an awarding, the event inspired continued excellence—reinforcing that true progress begins at the grassroots, and through unity and strong leadership, Marawi City continues to rise empowered and resilient.

The MILG Marawi Field Office reaffirmed its commitment to strengthening the Katarungang Pambarangay system by actively supporting the participation of three barangay presenters from Lanao del Sur during the Lupong Tagapamayapa Incentives Awards (LTIA) Regional Awards Committee table assessment. Among the presenters was Barangay Raya Madaya I of Marawi City, led by 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐂𝐡𝐚𝐢𝐫𝐰𝐨𝐦𝐚𝐧 𝐇𝐨𝐧. 𝐀𝐦𝐧𝐚𝐡 𝐌. 𝐁𝐚𝐫𝐚𝐦𝐛𝐚𝐧𝐠𝐚𝐧, together with her barangay secretary and two Lupon members, who showcased their best practices and initiatives in local dispute resolution.

𝐂𝐢𝐭𝐲 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐀𝐥𝐢𝐛𝐚𝐞𝐫 𝐏𝐚𝐧𝐠𝐚𝐧𝐚𝐝𝐚𝐦𝐚𝐧 was present during the activity to provide guidance and demonstrate full institutional support to the participating barangays. The strong representation of Lanao del Sur highlights the province’s dedication to effective and responsive barangay justice systems. The MILG Marawi Field Office successfully conducted an orientation for barangay officials during the monthly meeting on March 18, 2026, in preparation for the upcoming Barangay Anti-Drug Abuse Council (BADAC) Audit, Barangay Peace and Order Committee (BPOC) Audit, and the 1st Semester Barangay Assembly. The activity aimed to guide barangays on the audit processes, timelines, and compliance requirements, ensuring their readiness and alignment with national policies on anti-illegal drugs and public safety.

During the orientation, the Field Office emphasized the importance of meeting the required indicators for both BADAC and BPOC, including the implementation of drug prevention programs, community-based interventions, policy support mechanisms, and accomplishment reporting. Barangay officials were also reminded of their responsibility to conduct a meaningful Barangay Assembly as a platform for transparency, accountability, and community engagement. The initiative reflects MILG Marawi’s continued commitment to strengthening grassroots governance and promoting safe, orderly, and drug-free communities.

𝐌𝐚𝐫𝐜𝐡 𝟏𝟑, 𝟐𝟎𝟐𝟔 - The Ministry of the Interior and Local Government (MILG) Marawi Field Office recognizes the significance of strengthened inter-agency coordination following the Joint 1st Quarter Meeting of the Regional Peace and Order Council (RPOC) and the Bangsamoro Disaster Risk Reduction and Management Council (BDRRMC), convened at the Dusit Thani Hotel, Makati City. The gathering served as a vital platform for leaders and partner institutions to review the current peace and security landscape in the Bangsamoro Region, intensify strategies against illegal drugs, discuss the Philippine National Police (PNP) recruitment program for former members of the Moro Islamic Liberation Front (M**F) and the Moro National Liberation Front (MNLF), and assess updates on disaster incidents, response mechanisms, and initiatives aimed at strengthening risk communication and early warning systems across communities.

Representing Marawi City, City Mayor Shariff Zain Lanto Gandamra attended the meeting as a member of the Bangsamoro Regional Peace and Order Council (BRPOC). Also in attendance was MILG Marawi City Director Alibaer Pangandaman, who serves as the Head Secretariat of the City Peace and Order Council (CPOC) of Marawi. Barangay officials and local government personnel convened on February 11, 2026, at Bagumbayan Hall, City Hall Complex in Marawi City for a Re-Orientation Briefing on the Lupong Tagapamayapa Incentives Awards (LTIA), the Local Governance Functionality Appraisal for Barangay (LoGFA-B), and the Barangay Drug Abuse Council (BADAC). City Director Alibaer M. Pangandaman provided an overview of the programs, underscoring the importance of performance-based governance, accountability, and strengthened service delivery at the barangay level. The LTIA, spearheaded by the Department of the Interior and Local Government and the Ministry of the Interior and Local Government, recognizes outstanding Lupong Tagapamayapa for effectively implementing Katarungang Pambarangay and promoting peaceful dispute resolution. Ramil P. Alonto, LGOO VI, discussed the guidelines and criteria of the LTIA, while Najera A. Haron, LGOO II, presented the LoGFA-B as a regional appraisal tool that evaluates barangay functionality, identifies governance gaps, and guides capacity-building efforts.

The session also featured a discussion on strengthening the Barangay Drug Abuse Council led by LGOO II Ashiyah Cosain, highlighting the critical role of barangays in preventing illegal drugs through community-based strategies, coordination, and rehabilitation initiatives. The activity concluded with a short yet inspiring message from Camid Gandamra Jr., President of the Liga ng mga Barangay, who encouraged barangay leaders to remain united, proactive, and committed to honest public service, reminding them that effective governance begins at the grassroots. An open forum followed, allowing participants to exchange insights and reaffirm their dedication to building safer, more responsive, and progressive communities.
