𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐆𝐫𝐨𝐮𝐧𝐝 𝐔𝐩: 𝐌𝐈𝐋𝐆 𝐌𝐚𝐫𝐚𝐰𝐢 𝐏𝐮𝐬𝐡𝐞𝐬 𝐋𝐨𝐆𝐅𝐀 𝐑𝐞𝐚𝐝𝐢𝐧𝐞𝐬𝐬

CAGAYAN DE ORO CITY — In pursuit of stronger, more responsive, and accountable local governance, the Ministry of the Interior and Local Government (MILG) – Marawi City Field Office, in partnership with the City Government of Marawi, successfully conducted the Orientation, Pre-Assessment and Partial Uploading of Local Governance Functionality Appraisal (LoGFA) Documents on July 23–25, 2026, at Marianne Suites, Cagayan de Oro City.

The three-day undertaking was facilitated by the MILG Marawi City Field Office, headed by Director Alibaer M. Pangandaman, MPA, in close collaboration with the Local Government Unit of Marawi City, under the leadership of City Mayor Shariff Zain Gandamra and Vice Mayor Atty. Majul Gandamra.

The Local Governance Functionality Appraisal (LoGFA) is a results-based mechanism of MILG-BARMM designed to assess the functionality and performance of local government units in carrying out their mandates and delivering essential services. During the activity, participants underwent an orientation on the LoGFA framework, followed by a hands-on pre-assessment of documentary requirements to identify gaps, necessary corrections, and supporting documents in preparation for the appraisal process.

The succeeding sessions focused on the proper uploading of documents and Means of Verification (MOVs) through the LoGFA web-based system, with technical guidance from MILG personnel and facilitators. The activity emphasized the accuracy, completeness, and reliability of submitted governance data while strengthening participants’ readiness for the succeeding assessment and validation stages. Through the initiative, the MILG Marawi City Field Office, headed by Director Alibaer M. Pangandaman, MPA, reaffirmed its commitment to strengthening local government functionality, accountability, and responsive public service delivery.

Demonstrating its commitment to responsive and collaborative local governance, the Ministry of the Interior and Local Government (MILG) Marawi Field Office convened the joint meeting of the City Peace and Order Council (CPOC), City Anti-Drug Abuse Council (CADAC), and City Disaster Risk Reduction and Management Council (CDRRMC). The activity served as a vital platform for government agencies and stakeholders to align strategies on peace and security, anti-illegal drug initiatives, and disaster resilience. Vice Mayor Atty. Majul Gandamra graced the meeting, underscoring the city's continued support for coordinated efforts that foster a safer, more resilient, and progressive Marawi City.

The Ministry of the Interior and Local Government (MILG) Marawi Field Office, led by City Director Alibaer Pangandaman, participated in the 2nd Quarter Bangsamoro Regional Peace and Order Council (BRPOC) Meeting held on June 30, 2026, in Manila. Joining the Marawi City delegation were Mayor Shariff Zain L. Gandamra and Vice Mayor Atty. Majul Gandamra, reaffirming the city's commitment to strengthening peace, security, and good governance in the Bangsamoro region. The meeting served as a vital platform for national and regional leaders to discuss strategic initiatives that promote public safety, democratic transition, and sustainable peace. Through its active participation, the MILG Marawi Field Office continues to support collaborative efforts in advancing resilient communities and responsive local governance in Marawi City and the Bangsamoro region.

The Ministry of the Interior and Local Government (MILG) Marawi Field Office conducted a whole-day orientation and audit presentation to strengthen good local governance among barangays and local government units. The morning session featured the Orientation on the Local Governance Facility Assessment–Barangay (LOGFA-B), followed by the presentation of the Barangay Audit Results, First Semester Barangay Assembly Assessment, and other important matters.

In the afternoon, participants attended the Orientation on the Local Governance Facility Assessment (LOGFA) for LGUs, followed by the presentation of the LGU Audit Results. The activity aimed to enhance compliance with governance standards and encourage continuous improvement in delivering quality public service.

This recognition highlights Marawi City’s commitment to upholding the principles of fiscal responsibility, transparency, and accountability in local governance. The Awarding Ceremony for the Top 10 Performing Barangays of Marawi City on April 14, 2026, at ABC Hall, Marawi City stood as a powerful testament to leadership, resilience, and community excellence. The event was facilitated by the Philippine National Police Marawi City, led by PLTCOL Muhiddin G. Pagayawan, ensuring the smooth and orderly conduct of the program. It gathered key leaders and stakeholders, including the Ministry of the Interior and Local Government (MILG) Marawi City headed by City Director Alibaer M. Pangandaman, as well as Hon. Camid U. Gandamra Jr., President of the Liga ng mga Barangay, in a unified celebration of exemplary barangay governance.

The highlight of the ceremony was the recognition of the Top 10 Performing Barangays: Raya Madaya 1, Dulay Proper, Biaba Damag, Sangcay Dansalan, South Madaya Proper, Sabala Manao Proper, Papandayan, Rorogagus Proper, Lilod Madaya, Wawalayan Caloocan, Rapasun, Cadayonan II, Caloocan East, Datu sa Dansalan and Fort. These barangays were honored for their outstanding commitment to public service, peace and order, and community development. A message from the top one performing barangay reflected gratitude and a renewed dedication to serve with integrity and compassion. More than an awarding, the event inspired continued excellence—reinforcing that true progress begins at the grassroots, and through unity and strong leadership, Marawi City continues to rise empowered and resilient.
