The Authority of the Freeport Area of Bataan (AFAB) participated in the first day of the provincial coordination, assessment, and identification of priorities for the localized implementation of Oplan Kontra Baha on 3-4 September 2026 at the Bunker in Balanga City.

Representatives from the Department of Public Works and Highways, Provincial Government of Bataan, local government units, and other concerned agencies discussed existing flood concerns, proposed dredging activities, and possible interventions for priority areas across the province. The discussions also provided an opportunity for participating agencies to align their respective plans and identify areas requiring coordinated action.

Oplan Kontra Baha is a national multi-agency program that promotes a comprehensive approach to flood mitigation. Its measures include the clearing and desilting of waterways, improvement of drainage systems, and development of longer-term interventions based on the conditions and requirements of each locality.

AFAB joined the discussions to provide relevant information, contribute to the assessment and planning process, and present concerns affecting the Freeport and its surrounding areas. Its participation supports continued coordination on measures that may help protect communities, access routes, public infrastructure, and economic activities from the effects of flooding.

The Authority of the Freeport Area of Bataan, through its Gender and Development Committee, conducted an Anti-Sexual Harassment Awareness Seminar on 27 August 2026, attended by members of the AFAB GAD Technical Working Group, Committee on Decorum and Investigation, and designated frontline officers.

The activity was conducted in compliance with Rule III, Sections 16 to 20 of the 2025 Rules on Administrative Cases in the Civil Service, which provide updated policies and procedures concerning sexual harassment and related administrative cases.

The seminar deepens employeesโ€™ awareness and understanding of sexual harassment by providing relevant interventions, capacity-building initiatives, and procedural safeguards in the handling of sexual harassment and related administrative cases.

Through this initiative, AFAB ensures that employees are informed of the rules and procedures governing sexual harassment in the public service in order to nurture a safe, dignified, and professional workplace.

SHANGHAI CITY, CHINA - The Authority of the Freeport Area of Bataan delegation paid a courtesy visit to the Office of the Philippine Consulate General in Shanghai, where the team was warmly received by Mr. Jose Ma. S. Dinsay, Vice Consul (Commercial), at the Philippine Trade and Investment Center (Shanghai) of the Department of Trade and Industry. The visit to the Philippine trade and investment office in Shanghai allows discussion of ways to support the AFABโ€™s efforts to attract more foreign investors to the Freeport Area of Bataan.

TIANCHANG CITY, ANHUI PROVINCE, CHINA - Following its plant visit to the manufacturing site of Anhui Tianda New Energy Co., Ltd. (Tianda Solar) during its China Investment Mission, the Authority of the Freeport Area of Bataan delegation also visited Anhui Tianda Copper Co., Ltd. (Tianda Copper), a subsidiary of Anhui Tianda Enterprises and an affiliate of Tianda Energy.

Tianda Copper specializes in advanced copper processing and has an annual production capacity of 150,000 tons, providing the AFAB delegation with an opportunity to learn more about the groupโ€™s manufacturing capabilities and operations.

As part of the investment mission, AFAB and Tianda Solar entered into a Memorandum of Understanding to establish further collaboration, assistance, and coordination for the potential investment of Tianda Solar in the Freeport Area of Bataan.

The MOU was signed by AFAB Administrator and CEO Hussein Pangandaman and Tianda Solar Vice-President Mr. Yaowei. The signing was witnessed by Head of the Administratorโ€™s Group and Corporate Affairs Department Atty. Percival B. Peralta for AFAB, and Tianda Solar Overseas Sales Manager Ms. Suellen Zhou for Tianda Solar.

Tianda Solar is a wholly owned subsidiary of Anhui Tianda Enterprise (Group) Co., Ltd., or Tianda Group, which has been recognized among Chinaโ€™s Top 500 Private Enterprises and top manufacturing enterprises for several years.

The MOU seals AFABโ€™s efforts to deepen engagement with Chinese investors and explore potential investments that can contribute to the continued growth and development of the Freeport Area of Bataan.

The Authority of the Freeport Area of Bataan (AFAB) remains ready to respond to emergencies and weather-related incidents brought by the Southwest Monsoon, including providing assistance to workers, residents, and FAB enterprises who may be affected by the inclement weather.

AFAB continues to conduct roving inspections and monitor roads, drainage systems, flood-prone areas, rivers, creeks, and other waterways across the FAB. Clearing operations, response to road obstructions and other incidents, traffic assistance, and other necessary measures are also being carried out to help keep roads and areas within the Freeport safe.

Regular inspections are likewise being conducted on buildings, infrastructure, utilities, and other critical facilities to identify and promptly address weather-related concerns and potential service interruptions.

AFAB continues to keep watch over conditions across the Freeport and is prepared to act when circumstances call for it.

The Authority of the Freeport Area of Bataan (AFAB), through its Community Services Department - Sanitation and Occupational Safety and Health Unit (SOSH), invited the Safety Officers and Compliance Officers of FAB Enterprises to participate in the seminar titled โ€œSafety Excellence Forum: Inspiring Best Practices Across FAB Companiesโ€ on 11 August 2025.

The seminar aimed to promote workplace safety and continuously improve occupational health and safety practices within the Freeport Area of Bataan. It provided participants with an opportunity to share safety practices and experiences with fellow FAB enterprises and learn from best practices that can be adapted and implemented within their respective workplaces.

Through this initiative, the AFAB continues to prioritize the promotion of a safer and healthier working environment for the entire FAB workforce.

The Authority of the Freeport Area of Bataan (AFAB) honored enterprises with strong results in exports, employment and community initiatives, together with workers and government partners whose contributions support the Freeport, during its 12th FAB Stakeholdersโ€™ Night on 25 August 2026 at the AFAB Auditorium in FAB, Mariveles, Bataan.

The ceremony covered the 2024 and 2025 award cycles, bringing together two years of awards for enterprises, workers, and institutions that contributed to the Freeportโ€™s continued operations and development.

In his opening remarks, AFAB Administrator and CEO Hussein P. Pangandaman discussed the progress of the Freeport in recent years, including AFABโ€™s efforts to improve infrastructure, support enterprise growth, attract investments, and create a more conducive environment for businesses to operate.

Joining the Administrator and CEO in presenting the awards were Deputy Administrator for Support Services Malou L. Herrera, Deputy Administrator for Operations Atty. Michael Angelo G. Paderanga, Head of the Administratorโ€™s Group and Corporate Affairs Department Atty. Percival B. Peralta, and select members of the AFAB Management Committee.

Among the eveningโ€™s major distinctions, Perpetual Prime Mfg. Inc. (PPMI) was named Overall Best FAB Enterprise for both 2024 and 2025. The company also placed first in the Medium Enterprise category of the Top Exporter and Top Employer awards in both years.

Mitsumi Philippines, Inc. and Essilor Manufacturing Philippines, Inc. likewise ranked among the top three Overall Best FAB Enterprises in both award cycles.

The Top Exporter Award cited enterprises for their export results, while the Top Employer Award highlighted their contribution to employment within the FAB. The Top Community Builder Award recognized enterprises for initiatives and programs benefiting communities around the Freeport.

The awards formed part of AFABโ€™s continuing work to support an operating environment where enterprises can expand their activities, generate employment, and contribute to the economy of Mariveles and Bataan.

AFAB also conferred the FABnership Award on government institutions that work with the Authority in supporting the Freeport and its stakeholders. The 2024 and 2025 awardees included partners from the labor, trade, and government oversight sectors whose work helps deliver essential services to AFABโ€™s clients and address the needs of the Freeport community.

The ceremony also paid tribute to members of the FAB workforce. Seven (7) individuals received the Exemplary FAB Workers Award, while five (5) employees were honored through the FAB Loyalty Award for decades of service to their respective organizations.

The annual Stakeholdersโ€™ Night brought together representatives from FAB enterprises and workers, government agencies, labor organizations, industry groups, and the media, reflecting the breadth of institutions and individuals whose work contributes to the Freeportโ€™s continued operations and development.

The delegation visited Tianda Solarโ€™s manufacturing facility located at the Chuzhou High Tech Zone in Tianchang City, Anhui Province, where they were welcomed by Mr. Yaowei, Vice President, and Ms. Suellen Zou, Overseas Sales Manager of Tianda Solar.

Tianda Solar is a wholly owned subsidiary of Anhui Tianda Enterprise (Group) Co., Ltd., or Tianda Group, which has been recognized among Chinaโ€™s Top 500 Private Enterprises and top manufacturing enterprises for several years.

During the visit, the Tianda Solar executives provided the AFAB delegation with an overview of the companyโ€™s manufacturing operations and facilities. The delegation was shown the mid portion of the solar panel manufacturing process, including cell tabbing and stringing, module lay-up, Electroluminescence (EL) inspection, lamination, trimming, framing, and final packaging for both domestic and international customers. Tianda Energy focuses on the research and development, production, and sales of photovoltaic modules and photovoltaic power generation systems.

The plant visit is part of AFABโ€™s efforts to explore potential investment opportunities and strengthen linkages with Chinese enterprises in the renewable energy and new and emerging manufacturing sectors.

As inclement weather continues to affect Bataan, the Authority of the Freeport Area of Bataan (AFAB) continues to keep essential services and Freeport operations running, with personnel maintaining emergency readiness, monitoring weather-related risks, and attending to the needs of workers, residents, and FAB enterprises.

Leading AFABโ€™s weather-related response is the Public Safety and Security Department (PSSD), through its Fire and Emergency Division (FED) and Law Enforcement Division (LED), which continue to monitor conditions across the Freeport and respond to weather-related incidents.

PSSD personnel are conducting routine inspections, clearing, and flushing of drainage systems and flood-prone areas, while monitoring rivers, creeks, and other waterways for changes in water levels. Teams are also responding to reports of fallen trees, road obstructions, and vehicular accidents, and providing traffic assistance in flooded areas, particularly along Luzon Avenue. Emergency response personnel and communication equipment remain ready for deployment, with PAGASA advisories monitored around the clock.

Complementing these efforts, the Freeport Facilities Department (FFD), through its Infrastructure and Maintenance Division (IMD) and Environmental and Utilities Division (EUD), continues to address concerns affecting infrastructure and utilities. FFD personnel monitor buildings, facilities, and infrastructure projects in areas vulnerable to landslides and soil erosion, while clearing affected areas and access routes. EUD, meanwhile, attends to water and power concerns, monitors dam levels, and oversees waste collection and the proper movement and disposal of residual and hazardous waste.

Essential client services also remain accessible through the Community Services Department (CSD), which continues the online processing of requests such as gate passes, while monitoring public utility vehicle operations and coordinating emergency assistance when needed.

At the AFAB Annex Building, the FAB Enterprise Departmentโ€™s (FED) Enterprise Assistance Division (EAD) and Port Services Division (PSD) remain operational, continuing to assist Freeport enterprises and facilitate essential activities such as cargo inspection and the movement of goods.

Supporting these operations are AFAB personnel working both on-site and remotely, with each department continuing its functions to help keep the Freeport safe, responsive, and operational despite the weather.
